1. Acting President Duwa Lashi La thanks Timor-Leste President for reminding the world not to forget Myanmar

Acting President Duwa Lashi La of the National Unity Government (NUG) has thanked the President of Timor-Leste for reminding the international community not to forget Myanmar.

In a post on his social media page, the NUG Acting President expressed his gratitude to Timor-Leste President José Ramos-Horta for reminding the world not to forget Myanmar and for standing with the people of Myanmar.

He also thanked President Ramos-Horta for his steadfast support for and solidarity with the people of Myanmar.

Duwa Lashi La said he treasured the opportunities he had to meet President Ramos-Horta over the past several years, adding that Ramos-Horta has consistently kept Myanmar in mind and spoken out on behalf of its people.

“He is not only a good friend of Myanmar, but also a great leader who stands for the dignity and aspirations of the people. We are deeply grateful for his compassion, leadership and commitment to the people of Myanmar,” Acting President Duwa Lashi La said.

Timor-Leste President José Ramos-Horta, whose country is an ASEAN member, also called on world leaders not to forget Myanmar and to continue paying attention to the country’s situation during his speech at the United Nations General Assembly on September 23.

2. Union Minister Dr. Zaw Wai Soe pays tribute to CDM Sergeant Major Nay Win Aung as a martyr of the Spring Revolution

Union Minister Dr. Zaw Wai Soe of the National Unity Government’s Office of the Union Prime Minister has paid tribute to Sergeant Major Nay Win Aung, who defected from the military’s air force and joined the Civil Disobedience Movement (CDM), describing him as a martyr of the Spring Revolution.

His remarks came after Sergeant Major Nay Win Aung was killed in a military airstrike on September 24.

“I am deeply saddened, together with his family and the revolutionary people, to learn of the death of CDM Sergeant Major Nay Win Aung. Together with the other fallen martyrs, I pay tribute to him as a martyr of the Spring Revolution,” Dr. Zaw Wai Soe wrote on his social media page.

He also said arrangements should be made to provide the best possible care and support for Nay Win Aung’s surviving family.

Nay Win Aung had served in the military’s air force for many years before joining the CDM. Through interviews, he had also spoken publicly about alleged corruption and conditions within the air force.

3. Resistance forces seize LIB 416 checkpoint near Salay; seven soldiers reportedly killed and two weapons seized

Resistance forces reportedly attacked and captured a checkpoint belonging to the military authorities’ Light Infantry Battalion (LIB) 416 near Uyin Village, south of Salay in Chauk Township, Magway Region.

According to Company 4 of the Magway District People’s Defence Team’s Special Combat Force, the checkpoint was attacked on June 15. The group said seven military personnel were killed at the scene and four others were seriously wounded.

The resistance forces reportedly overran and cleared the checkpoint, seizing one MA-2 rifle, one MA-1 rifle and two magazines.

The group said the information was released only now because of conditions on the ground. It also said the resistance fighters involved in the operation completed the mission successfully without casualties.

4. One civilian killed and eight people wounded in airstrikes and artillery attacks in Gwa, Kyaikto, Kanbalu, Hpruso, Mindat, Kanpetlet, Saw and Htilin

One civilian was reportedly killed and eight people, including a Buddhist monk, were wounded when military forces used aircraft and heavy artillery in attacks across eight townships nationwide.

In Rakhine State’s Gwa Township, bombs were reportedly dropped on Kyeintali town and a monastery in Yekyaw Village at around 1 a.m. on the full-moon day of Tawthalin. Three people, including a 74-year-old woman, were injured, while 13 houses were damaged.

In Kyaikto Township, Thaton District, Mon State, the Karen National Union (KNU) said military Light Infantry Battalion 207 and Artillery Battalion 310 fired twelve 120-mm artillery shells near Zee Pyaung Village, in KNU-controlled territory, at around noon on September 22.

The shelling reportedly killed 45-year-old rubber plantation worker U Than Soe at the scene and injured another person.

On September 26, military forces stationed at the Zee Kone sugar mill reportedly carried out a drone-bomb attack on a monastery in Htantabin Village, Kanbalu Township, Sagaing Region.

The attack took place at around 9 a.m. and reportedly wounded the monastery’s abbot and one civilian. Parts of the monastery buildings were also damaged by bomb fragments.

In Hpruso Township, Karenni State, a jet fighter reportedly carried out an airstrike at around noon on September 26, injuring one civilian and damaging several houses.

Similarly, Mindat and Kanpetlet in Chin State and Saw and Htilin in Magway Region reportedly came under intense aerial bombardment on September 26.

Jet fighters and Y-12 aircraft were reportedly used in repeated bombing attacks. One civilian was injured, while five houses in Kanpetlet Township were reportedly destroyed.

5. Volunteer teacher Htet Kyaw dies from illness while serving in Sagaing Region

Ko Htet Kyaw, a former student of Meiktila Technological University who had been serving as a volunteer teacher in Sagaing Region, has died from illness.

The 40-year-old was reportedly carrying out public education duties within the Sagaing Federal Unit when he died on September 21 after falling ill and being unable to obtain medical treatment in time.

Ko Htet Kyaw had participated as a protest leader since the beginning of the Spring Revolution. Later, amid the threat of airstrikes, he reportedly prioritized public safety and focused his work on education connected with the resistance movement.

According to figures cited from the Assistance Association for Political Prisoners (AAPP), 8,427 people had been killed as a result of actions by the military authorities between the 2021 coup and September 25, while approximately 5,300 additional deaths had yet to be confirmed.

6. PDF arrests members of group accused of more than 60 gang-rape and robbery cases in Taungtha; several suspects remain at large

Four members of a group accused of robbing travelers and gang-raping women in Taungtha Township, Myingyan District, Mandalay Region, have been arrested, according to the Myingyan District People’s Defence Team.

Those arrested were identified as Phoe Thar, John Soe and Thin Thin Mway from Yathit Village, and Theint Theint Moe from Htanung Taing Village.

The group is accused of using fake firearms to commit 11 gang rapes and 51 robberies.

The alleged crimes include the gang rape of four women traveling in a light truck near Tapin Kan Village; the robbery of a motorcycle and gang rape of its female rider near Set Khar Village; the robbery of a Pyitawaye passenger express bus on the Taungtha road and rape of a young woman; and the robbery of a motorcycle from a couple who were on a date, followed by the alleged gang rape of the woman.

Those accused of involvement in the crimes were identified as Thiha Naing, John Soe, Phoe Thar, La Pyae, Nga Thant, Ye Yint Aung, Yar Kyaw, La Pyae Aung, Theint Theint Moe and Thin Thin Mway.

The arrests were reportedly carried out jointly by the Myingyan District People’s Defence Team and local resistance battalions and units.

Four members of the group have been arrested, while five others reportedly remain at large. Another suspect, Ye Yint Aung, is reported to have joined a Pyu Saw Htee group aligned with the military. The public has therefore been urged to exercise particular caution.

Separately, the 7Glory mobile phone shop in Pyin Oo Lwin, a major military town, was reportedly robbed on September 26.

The shop is located on a busy main road opposite the six-storey Thumingalar Market, which had been officially opened by the military leader. The robbery reportedly took place in broad daylight.

7. NUG establishes rehabilitation committee for resistance fighters who have lost limbs

The National Unity Government’s Ministry of Defence has announced that it has established a “Rehabilitation Committee” for resistance fighters who have lost limbs while carrying out duties aimed at ending military dictatorship and establishing a federal democratic union.

The “Rehabilitation Committee for Fighters Who Have Lost Limbs” was established on August 30 and includes officials from the Ministry of Defence, the People’s Defence Force military headquarters and the headquarters of the People’s Defence Teams (Pa Ka Pha).

The committee has also developed guidelines aimed at enabling fighters who have lost limbs to continue their education, receive vocational training and gain access to employment opportunities.

To put the policies and commitments contained in the guidelines into practice, the committee plans to cooperate with relevant ministries, domestic and international organizations, and experts both inside and outside Myanmar.

Fighters with disabilities from the PDF, Pa Ka Pha and other resistance organizations who wish to continue their education or obtain employment opportunities have therefore been encouraged to contact and register with the committee.

The Ministry of Defence had also awarded medals to nearly 1,800 fighters on September 7 in recognition of their service during the five years of the revolution.

8. “Little Panda” mobile library opens in Butalin in honor of Wai Moe Naing

A mobile library called “Little Panda” has been launched in Butalin Township to mark the birthday of protest leader Ko Wai Moe Naing.

September 26 marked the 31st birthday of Wai Moe Naing, who remains imprisoned. The Butalin Township Strike Force said the mobile library was named “Little Panda,” after the affectionate nickname used for Wai Moe Naing, as a tribute to him while he continues to endure imprisonment under the military authorities.

Organizers said Wai Moe Naing had been an avid reader since childhood and had begun writing at around the age of 13. They therefore chose to honor him by naming the mobile library after him.

The library is intended to encourage young people in the area to read more and to provide children with a place where they can relax and enjoy themselves.

Organizers said libraries have an important role to play in building a better country while resisting military rule, which is why they decided to launch the initiative despite the difficulties they face.

In addition to reading books, children will be able to take part in activities such as coloring and games to provide them with opportunities for enjoyment and recreation.

Following the military coup, Wai Moe Naing became a leader of peaceful protests in Monywa. On April 15, 2021, military personnel arrested him after striking him with a vehicle. He was subsequently charged under multiple laws and sentenced by military-controlled courts to more than 70 years in prison.

9. Thai Prime Minister calls for a Myanmar-led solution to the country’s conflict at UN General Assembly

Thai Prime Minister Anutin Charnvirakul has called for Myanmar’s conflicts to be resolved through a process led by Myanmar itself, during the 81st session of the United Nations General Assembly in New York.

He said Thailand supports peace and national reconciliation in Myanmar and would work with ASEAN and the broader international community to achieve tangible progress.

He also said peace means not only the absence of war but also resolving disagreements through dialogue and respecting international law.

The Thai prime minister also addressed his country’s border disputes with Cambodia, saying Thailand wished to resolve them sincerely through dialogue and negotiations.

He also called for practical cooperation on landmine clearance and combating scam syndicates to strengthen regional security. Thailand, he said, is also cooperating with the UN Office on Drugs and Crime (UNODC) and neighboring countries to combat transnational drug crimes.

Despite these remarks, the report noted that the Thai government led by Anutin had invited military leader Min Aung Hlaing to Thailand on August 6–7.

10. Justice For Myanmar welcomes EU position on dual-use goods

Justice For Myanmar has welcomed a legal opinion concerning the European Union’s rules governing civilian-military dual-use goods.

The group welcomed an opinion by an Advocate General of the Court of Justice of the European Union concerning a Myanmar air force-related case, which addressed whether civilian aircraft may be capable of military use.

Justice For Myanmar spokesperson Yadanar Maung said:

“We welcome Advocate General Ćapeta’s opinion that ‘dual-use items’ should be interpreted broadly under the EU’s dual-use regulation.”

Justice For Myanmar said the opinion also confirms what it described as a basic and widely understood point: aircraft used to train military pilots can have military applications.

Justice For Myanmar also called on governments around the world to block the supply of weapons, civilian-military dual-use goods and aviation fuel to the Myanmar military, and to restrict the military’s ability to continue operations against civilians.
