🚩🚩 1. AA Warns Civilians in Arakan State to Remain Vigilant as the Defeated Military Increases Attacks on Civilians

The Arakan Army (AA) has urged the public in Arakan State to stay alert and exercise caution, warning that the defeated military junta—suffering continuous losses on the ground—is increasingly turning its attacks toward civilians.
Despite launching joint land, sea, and air offensives in Arakan, the junta has failed to regain control over territories and key bases it lost nearly two years ago, including major battalion headquarters and regional commands. According to AA’s announcement, the junta has been expanding offensives nationwide in a desperate attempt to reclaim those strategic areas.
Since early March this year, the junta has carried out repeated attacks on the Kyaukphyu front in particular, but these operations have brought no meaningful military success and only resulted in further casualties and losses on their side.
The AA stated that it continues to advance its own operations to capture the remaining towns still under junta control in Arakan State. It also reported that in bordering regions—such as Nat Yae Kan in Magway Region, Nyaung Kyo Byuha Kone in Bago Region, and Lay Myet Hna Township bordering the Ayeyarwaddy Region—AA forces are engaged in near-daily clashes as they counter and repel enemy offensives.
According to the AA, intense fighting has persisted for several consecutive weeks across five key strategic areas, where both sides are conducting major assaults and counter-assaults daily.
AA’s statement further revealed that the junta has been deliberately targeting civilian populations—launching airstrikes on towns and villages across Arakan and firing indiscriminately from naval vessels at non-military targets such as residential areas and villages.
The junta has also been arresting and executing fishermen and local residents who rely on coastal waters for their livelihoods, with these killings increasing in recent days.
AA warned that the junta is intentionally attacking civilian spaces—homes, schools, hospitals, clinics, and religious buildings—through coordinated air and naval assaults. The organization urged civilians in coastal towns and villages to remain extremely cautious and to take all possible safety measures against these indiscriminate attacks.

🚩🚩 2. KNDF Says Its Troops Are Defending Day and Night Against Heavily Reinforced Junta Forces in Karenni State

The Karenni Nationalities Defense Force (KNDF) Battalion 15 reported on October 10 that its frontline troops are fighting without rest—day and night—to repel intensified assaults by junta forces deploying overwhelming manpower and firepower near Hpruso Town, Karenni State.
The battalion released photos showing its soldiers on the frontlines defending against relentless attacks as fighting continues to escalate in the area.
According to the statement, fierce clashes are occurring almost daily as revolutionary forces across the region work together to resist the junta’s offensives.
The junta’s forces have been attacking Hpruso and nearby areas using large numbers of troops, heavy artillery, and air support. KNDF Battalion 15 has therefore urged local civilians to move with extreme caution and remain vigilant for their safety.
The KNDF Central Command also reported that clashes are taking place not only in Hpruso but also across Loikaw and Demoso townships, where the junta continues to push offensives. Additionally, fighting has been reported in Pekhon Township, where junta troops and the Pa-O National Organization’s militia (PNO People’s Army) have been operating jointly, as well as in Moe Bye Township, where renewed military movements have triggered engagements.

🚩🚩 3. European Union Urges Countries Including Myanmar to Officially Suspend the Use of the Death Penalty

The European Union (EU) has issued an official appeal urging all countries that have not yet abolished the death penalty—including Myanmar—to declare an immediate and formal suspension of executions.
The statement was jointly issued by the EU’s High Representative and the Secretary-General of the Council of Europe on October 10, marking the World Day Against the Death Penalty.
In their joint declaration, the EU and the Council of Europe called upon all nations that have yet to abolish the death penalty in law or practice to take immediate steps to officially suspend it.
They reaffirmed that the EU and the Council of Europe firmly and unequivocally oppose the death penalty in all circumstances, regardless of the nature of the crime or the character of the offender.
According to the announcement, over two-thirds of all countries worldwide have either abolished or ceased practicing the death penalty. In 2024, Zimbabwe officially abolished capital punishment, while Zambia and Côte d’Ivoire ratified the Second Optional Protocol to the International Covenant on Civil and Political Rights, which aims to abolish the death penalty.
In 2024, a record number—130 countries—voted in favor of a UN General Assembly resolution calling for a moratorium on the use of the death penalty.
While global momentum toward abolition continues to grow, some nations still carry out executions. The EU noted that the countries with the highest number of executions in 2024 were China, Iran, Saudi Arabia, Iraq, and Yemen.
Among European nations, Belarus remains the only country that still practices the death penalty, while executions also continue in the United States.
Given that only a small number of countries continue to enforce capital punishment, the EU urged these governments to take at least the first step toward full abolition by declaring an official moratorium.
Citing research data, the EU and the Council of Europe pointed out that the existence of the death penalty does not reduce crime rates compared to countries without it, and that executions often eliminate the possibility of correcting wrongful convictions while undermining rehabilitation and reintegration efforts.
They reaffirmed their commitment to oppose any resumption of executions within Europe and pledged to continue promoting transparent, democratic dialogue on global abolition efforts.
The EU also welcomed the upcoming Regional Conference on the Abolition of the Death Penalty to be held in Japan in November and the World Congress Against the Death Penalty scheduled to take place in France in 2026.
The EU and the Council of Europe reiterated that capital punishment is a cruel, inhuman, and degrading practice that denies human dignity, and therefore called for its total and irreversible abolition worldwide.

🚩🚩 4. Setuttara PDF Monitoring Junta Movements Along Setuttara–Ngaphe and Setuttara–Salin Routes

The People’s Defense Force (PDF) in Setuttara Township, Magway Region, has reported that it is closely monitoring the movements of junta troops along the Setuttara–Ngaphe and Setuttara–Salin routes.
According to the township’s defense group, recent reports indicate that the junta has gained access to certain information concerning the military strategies and troop positions of local revolutionary forces, prompting heightened vigilance among PDF units.
The Setuttara Township People’s Defense Organization confirmed that some of its operational details and troop information may have been leaked to junta forces during recent maneuvers in those areas.
As a result, the organization has urged all revolutionary units traveling through the Setuttara–Ngaphe route, the Setuttara–Salin route, and southern areas of Setuttara Township to inform the township’s defense committee in advance before conducting any movement or operation within these zones.
The group also warned that any units or organizations that pass through the area without prior coordination will bear full responsibility for any incidents or consequences that arise as a result.
