📌📌 1. Disciplinary Action to Be Taken Against Officers Involved in Starlink-Related Dispute; Shop Operators Also to Face Action Under Starlink Regulations

The Emergency Administrative Team of Singu Township, Mandalay Region, has announced that disciplinary action will be taken against certain police personnel who were involved in a dispute with a Starlink shop operator in a local village, and that the shop operator will also face measures in accordance with Starlink’s rules and regulations.

According to the report, on October 11 at around 3 p.m., an argument occurred between police officers and a household owner in Singu Township. The police officers had been sent to take disciplinary action because certain provisions of the Emergency Administration Committee’s regulations on Starlink installation and use had been violated.

With regard to the incident, the Emergency Administrative Committee stated that appropriate warnings and disciplinary measures would be strictly enforced against responsible police personnel who had breached conduct and ethical standards in their interaction with the public. Likewise, the Starlink device owner who violated the rules would face punishment in line with the prescribed regulations.

It is noted that the Singu Township Administrative Committee issued an announcement on March 6 regarding the use of Starlink Internet, stipulating that it was permitted only for personal household use, and that commercial sharing, resale, or splitting of connections was strictly prohibited. It further stated that Starlink devices must be password-protected, and that public use requires prior submission and approval.

Additionally, when Starlink usage is authorized for purposes such as money transfers or emergency healthcare, the user’s name, national identification card number, and address must be duly recorded, and such information must be presented upon request to the responsible authorities, according to the same regulations.

The announcement also warned that if any security breaches arise within the township due to the use of Starlink Internet, the device owner will be held accountable. For violations, the penalties were specified as follows:

  • First offense: fine of 1 million kyats
  • Second offense: fine of 2 million kyats
  • Third offense: confiscation of the Starlink device

Local defense forces have also imposed Starlink usage restrictions in their respective territories, as the military commission’s forces have been conducting daily bombings and targeted attacks on towns and villages under the control of the Revolutionary Forces, and the use of Starlink Internet has at times led to security leaks.

📌📌 2. Free Vaccinations Provided to Children in Kwan Lone, Thein Ni, and Laukkai Towns

In the MNDAA-controlled territories of Kwan Lone, Thein Ni, and Laukkai in Northern Shan State, children were provided with free vaccinations according to age-based immunization schedules, The Kokang reported.

On October 9239 children in Kwan Lone town received vaccines; on October 11647 children in Thein Ni town; and on October 12639 children in Laukkai were vaccinated.

The Department of Health of Special Region (1) stated that it is using WHO-certified international standard vaccines and continues to work toward improving and expanding the free vaccination campaign. The department will announce upcoming vaccination dates for the following months through its official Facebook Page.

Health officials emphasized that vaccination is an essential component of child healthcare, urging parents to bring their children punctually and to follow the regulations systematically to ensure timely immunization according to the designated schedules.

The Department of Health of Kokang Special Region reported that in 2024, a total of 10,976 children in the region had been fully vaccinated, and this year’s plan aims to increase that number by three to five times.

📌📌 3. Woman Unlawfully Executed by Military Council Troops in Tamu Township

A woman named Pi Lhingbem (approximately 50 years old), a resident of Naung Kat New VillageMyothit TownTamu Township, was unlawfully arrested and executed by military council troops, according to a statement by Justice, Peace & Equality for Feminist.

On October 8, while returning from Tamu with some friends, Pi Lhingbem was stopped and interrogated by members of the military council’s proxy Pyu Saw Htee militia at a checkpoint. They reportedly found photos and videos in her phone that they believed were related to the PDF or KNAB organizations and accused her of providing support to those groups. She was then arrested, detained, and later executed, a relative reported.

Pi Lhingbem was a mother of four children. Since 2023, her family had been living as internally displaced persons (IDPs) after fleeing their original village, Kho Mun Nwam, in southern Tamu, due to ongoing clashes. Her body was discovered on the evening of October 11 in an area outside the village.

When the family attempted to arrange a Christian burial, they faced intimidation and obstacles from the military council troops. As a result, they decided not to conduct a burial but will instead hold a memorial prayer service in her honor on October 13.

Pi Lhingbem had previously been known as an active women’s rights advocate.
