1. Military raids Hpak Pin Ai village in Myingyan Township, kills civilians and PDF members; son coming to retrieve his mother’s body killed in drone strike
m.CDM, April 9
The NUG Ministry of Human Rights has announced that the military junta raided Hpak Pin Ai village in Myingyan Township, Mandalay Region, killing civilians and PDF fighters who were protecting the public. It also reportedly killed a son in a drone strike when he came to retrieve his mother’s body.
According to the statement, a junta column of around 300 troops, including soldiers and Pyu Saw Htee militia, raided and attacked Hpak Pin Ai village from April 1 to 4.
The attack involved not only gunfire but repeated drone bomb strikes. As a result, eight innocent civilians and three PDF fighters who had been protecting the public were killed in groups.
The NUG Ministry of Human Rights said the junta acted in an inhumane manner by refusing to return the bodies of those killed to their families and instead burning them. It added that the son who came to carry away his mother’s body was also killed in a drone bombing.
The junta column also reportedly burned down 210 houses in Hpak Pin Ai village, which had around 360 households, as well as tobacco storage facilities collected by local residents with an estimated market value of around 800 million kyat. Remaining property was looted and taken away.
The ministry said this was an open commission of a war crime devoid of humanity, targeting civilians who were not military objectives and destroying an entire socioeconomic life.
It added that the NUG Ministry of Human Rights will do everything in its power to ensure that the perpetrators are effectively held accountable.
2. Junta attacks Hpakant, Ayadaw, and Lay Mu Lah Township with airstrikes, kamikaze drones, and artillery; 2 civilians killed and 2 monks injured
m.CDM, April 9, 2026
It has been reported that the military junta launched targeted attacks in Hpakant Township in Kachin State, Ayadaw Township in Sagaing Region, and Lay Mu Lah Township in Tanintharyi Region using aircraft, kamikaze drones, and artillery.
On the afternoon of April 9, the junta bombed Hmaut Pone village in Hpakant Township from the air, destroying at least five homes.
In addition, after heavy fighting near Lone Khin with KIA allied forces, junta troops reportedly entered and stationed themselves inside the village, forcing civilians to flee.
Similarly, at around 4 a.m. on April 8, the junta’s Northwestern Regional Military Command used three kamikaze drones to bomb three monasteries in Kam Pyu village, Ayadaw Township.
As a result of the drone attack, two monks inside the monastery compound were injured, and old religious buildings were damaged.
In addition, on the morning of April 7, the junta’s Artillery Battalion No. 280 reportedly fired heavy weapons at Pyi Charr village in Lay Mu Lah Township, in KNU-controlled territory in Tanintharyi Region.
According to the KNU Central Committee, the shells set three civilian homes on fire and killed two civilians by burning.
3. One civilian killed in Minbya by junta airstrike; Arakkha government issues rules for the Thingyan period
m.CDM, April 9
According to news coming from Rakhine State, one civilian was killed and another injured when the defeated junta carried out an airstrike in Minbya Township, while the Arakkha government has also issued rules to be followed during the Thingyan period.
At around 8 a.m. on April 8, the military dropped three bombs from a fighter jet on Pule Taung (Kappae) village in Minbya Township. According to Arakkha Princess Media (APM), which reports local Rakhine-language news, a 35-year-old man named U Myo Chit, also known as Amae, was struck all over his body by bomb fragments and died on the spot.
In the same incident, a 15-year-old boy named Maung Than Win Maung was injured by bomb fragments and is receiving emergency treatment. The bombing also damaged the village school and one house.
As the junta, which is facing defeats in battles in Rakhine State, continues targeting civilians with repeated air attacks, the Arakkha People’s Revolutionary Government issued six rules on April 8 for local residents to follow during Thingyan.
According to the APM report, the order bans Thingyan pavilions that draw crowds, vehicle convoys, entertainment shows, large donation events, and loudspeaker use. Officials themselves are required to follow the order and supervise the public.
The rules include: no traveling around town in vehicles carrying large groups, no water play, no dancing convoys between villages and towns, no building crowded Thingyan pavilions, no entertainment shows that gather crowds, no crowded religious observances or donation events at monasteries, no loud speakers, and no behavior that disturbs the surrounding community.
Officials have also been instructed to follow the rules strictly themselves, explain them clearly to the public, and monitor whether residents comply.

9. PIO/PIA issues rules for road users in Minhla Township, says it will not collect money
m.CDM, April 9, 2026
On April 9, the People’s Independence Organization / People’s Independence Army (PIO/PIA) issued a notice urging civilians using the Pathein–Monywa road and related routes in Minhla Township, Magway Region, to travel with special attention to security and to follow certain rules.
The group said it had obtained intelligence that junta personnel and those with business ties to them were disguising themselves as civilians and transporting drugs and goods along these routes.
It also said that the warning was necessary because the junta was carrying out undercover intelligence work in connected road areas and entering in columns using ordinary civilian passenger vehicles rather than military vehicles.
For that reason, PIO/PIA requested that civilians using the road cooperate with security inspections and keep vehicle windows open while passing through.
It also instructed the public not to stop vehicles at all on the earthen sides of the road, to provide advance notice before traveling, and to avoid nighttime travel as much as possible.
The group explicitly declared that it would not collect any money from civilian-owned vehicles, passenger buses, or trucks transporting local agricultural products using the route.
It also said that if any of its members attempted to collect money, people could report it directly to its official Facebook page, People Independence Army, or its Telegram account @tinyb13.
