Hello. From now on, we will be reading and presenting m.CDM’s domestic news.
Today’s news includes:

  1. KIA and allied forces attack and seize some junta outposts in Waingmaw and Bhamo; some soldiers killed and at least one captured alive
  2. The National Unity Government (NUG) and the Spring Revolution Alliance (SRA) hold their first official meeting and discussion
  3. In Mon areas, junta repression has led to 92 women killed over five years, and over 70,000 displaced
  4. The CDM Health Network says it will resume cooperation because it is satisfied with NUG’s actions

1) KIA and allied forces attack and seize some junta outposts in Waingmaw and Bhamo; some soldiers killed and at least one captured alive

Military sources say that in Waingmaw and Bhamo towns in Kachin State, KIA and allied forces attacked and seized several junta outposts.
At around 5:00 a.m. on February 25, KIA and allied forces attacked an outpost belonging to LIB (Light Infantry Battalion) 58 based in Waingmaw. One soldier’s body was reportedly found, and the remaining troops abandoned the position and fled.
Similarly, on February 12, another outpost of the same battalion was seized; one soldier was reportedly captured alive while the others abandoned the post and fled.
At present, KIA and revolutionary allied forces are said to be encircling and blockading LIB 58, and clashes remain intense intermittently.
In Bhamo, KIA and allied forces reportedly seized additional outposts of LIB 236 on February 25 and 26.
During these clashes, junta forces reportedly suffered casualties, and some weapons and ammunition were seized.

The battle for Bhamo is being fought jointly by KIA, AA, KPDF, and PDF forces. Fighting is reported to be intense day by day, while the junta is responding with airstrikes from Tada-U Air Base and Myitkyina Air Base, using aircraft to bomb targets.

2) NUG and the Spring Revolution Alliance (SRA) hold their first official meeting and discussion

The National Unity Government (NUG) and the Spring Revolution Alliance (SRA) held their first official meeting via Zoom at 2:00 p.m. on February 27, according to an NUG announcement.
Attendees from the NUG reportedly included:

  • Union Minister at the Prime Minister’s Office Dr. Zaw Wai Soe
  • Union Minister for Defense U Yi Mon
  • Union Minister for Home Affairs and Immigration U Lwin Ko Latt
  • Union Minister for Planning, Finance and Investment U Tin Tun Naing
  • Union Minister for Foreign Affairs Daw Zin Mar Aung
    SRA steering committee members and leaders also participated.
    Opening remarks were delivered by Dr. Zaw Wai Soe and SRA steering committee member Salai William Chin. Defense Minister U Yi Mon reportedly presented and discussed in detail the NUG’s policy regarding region-based defense forces.
    After mutual discussion of the policy, the meeting also addressed:
  • operational coordination,
  • intelligence cooperation, and
  • political leadership matters,

in an open manner. The statement said next steps for continued dialogue between the Ministry of Defense and the SRA were set, and the meeting concluded successfully at 4:45 p.m.

3) In Mon areas, junta repression has led to 92 women killed over five years, and over 70,000 displaced

Marking the 22nd Mon Women’s Day on February 27 (Tabodwe waxing day 12), the Mon State Federal Council (MSFC) and the New Rehmonnya Federated Force (NRFF) issued separate statements.
NRFF said that over the five years since the military unlawfully seized power, at least 92 women in Mon areas have been killed and at least 466 women have been arbitrarily arrested.
NRFF figures also stated that 326 women remain in prison and at least 61 are still missing.
The statement said women face daily sexual violence and human rights abuses, and that the number of displaced women in Mon State has risen to over 76,000.
It also warned that in parts of Mon areas, the military has begun collecting lists in order to forcibly conscript women aged 18 to 27.

MSFC said the severe impacts on women and children stem from military dictatorship and chauvinist ideology, and pledged to fight to uproot these. MSFC also called for an end to human rights abuses and demanded women’s participation in leadership roles, urging Mon women to actively join in building a federal union based on liberation, equality, and self-determination.

4) Unexploded ordnance and mine explosions in Kutkai and Salin injure three people, including a novice monk

In Kutkai Township, Kachin State, and Salin Township, Magway Region, an explosion involving remnant munitions and landmines injured one novice monk and two local civilians (a husband and wife), according to reports.
In Nam Phat Kar village, Ward 1 in Kutkai Township (under KIO/KIA control), a remnant bomb reportedly exploded inside a monastery compound on the evening of February 26.
An 11-year-old novice monk, Maung Aik San, reportedly played with a rusted old bomb found in a corner of the compound, causing it to explode. He reportedly suffered shrapnel wounds to the face and left leg, and his right ankle was severed.
Separately, near Myaungbaung village in Salin Township, a husband and wife reportedly stepped on a mine on February 26 while going to collect honey in a forested area.
The victims were said to be U Than Shwe (over 40) and his wife Daw Aye Mi. Because the man’s injuries were serious, he was transferred from Salin Hospital to Magway Hospital for treatment.

They reportedly entered an area that revolutionary groups had warned and restricted. It is not yet confirmed which group planted the mine.

5) The military bombs Hawzaung village in Paungbyin Township nearly 30 times; injuries reported and homes burned

In Upper Sagaing Region, local sources said the military carried out nearly 30 bombing runs on Hawzaung village in Paungbyin Township, using jet fighters, Y-12 aircraft, and gyrocopters. There were injuries and houses were burned and destroyed.
A responsible official from Mawlaik District Battalion No. 1 confirmed that on February 26, from afternoon into evening, the military bombed the village and market area 18 times with jets, 3 times with gyrocopters, and 2 times with a Y-12. There were civilian injuries but no deaths reported; however, houses were burned.
Local sources said homes, shops, cars, and motorbikes were burned and destroyed, but details remain unclear because bombing continued.
In the early morning of February 27 (around 3:58 a.m. and after 4:00 a.m.), the military reportedly bombed the village again, but no casualties were reported.
The report also recalled that on February 22, the military used gyrocopters to drop bombs on Peinote Swut village in Homalin Township, killing 7 civilians and injuring 5.

Due to ongoing air attacks in parts of Sagaing, civilian casualties are rising, according to conflict records. Mawlaik District Battalion No. 1 urged residents to pay close attention to air-raid warnings.

6) Fuel storage site at Mann Thanbyayakan refinery and KaPaSa (2) hit by heavy weapons; some tanks damaged and injuries reported

In Upper Minhla Township, Magway Region, the Mann Thanbyayakan oil refinery—described as strategically important for the junta—and the KaPaSa (2) defense factory were reportedly attacked with heavy weapons.
At around 1:15 a.m. on February 27, three artillery shells reportedly landed and exploded inside the refinery compound.
As a result, three fuel storage tanks were damaged. One shell reportedly exploded near staff housing, seriously injuring one woman.
CDM Captain Zin Yaw reportedly assessed that the refinery is a key storage site for aviation fuel used by junta jet fighters, and that a direct hit on the facility would significantly harm the military.
Likewise, one shell reportedly exploded inside KaPaSa (2), injuring some junta personnel.

It is also reported that the military is trying to suppress the news, while columns from Malun and Minbu cantonments are conducting clearance operations around the factories.

7) CDM Health Network says it will resume cooperation because it is satisfied with NUG’s actions

The CDM Health Network announced it will lift its boycott and resume cooperation, saying it is satisfied with the NUG’s response to its demands related to a case involving the Prime Minister’s Office permanent secretary.
The network had announced a temporary suspension of cooperation with the NUG starting February 20, and sent a letter listing six demands.
Regarding those demands, it said that on February 25 the NUG Prime Minister’s Office sent an “internal” reply letter, signed personally by the Prime Minister.
The report said the NUG took steps including:

  • releasing details of an investigation involving Daw Kyi Pyar to the public,
  • conducting an external audit to examine possible financial misuse, and
  • quickly holding a press briefing.
    It also stated that Daw Kyi Pyar’s husband U Nyi Nyi Min and two family members were suspended from duty and strongly warned for policy violations, and that the Prime Minister’s Office offered a sincere apology to affected CDM staff and the public.
    CDM representatives reportedly discussed and decided democratically, recognizing that the NUG responded responsibly and made maximum efforts to meet the demands, and therefore decided to restart cooperation.

The statement said the CDM Health Network will continue fighting alongside the NUG to fully eliminate dictatorship and will continue working to keep the government and the people united.

😎 Karenni Nurses Association (KNA) officially appoints a consultant team and elects a new central executive committee

The Karenni Nurses Association (KNA) announced on February 27 that it formed and officially appointed a Consultant Team, and elected a new Central Executive Committee for its second three-year term.
The consultant team includes Kyay Lat, April, Naw Phaw Mu Gyi, Thant Zin Oo, and Naw Lweh Ka Paw. The statement said these members have extensive experience in Community Health, Nursing Leadership, and Health System Development, and will provide strategic and technical advice.
KNA said it believes the appointment will strengthen capacity and improve effective service delivery to Karenni civil society.
KNA also held elections on February 26, and selected:

  • President: Emily
  • Vice President 1: Je Je
  • Vice President 2: Nightingale
  • Secretary 1: Moe Pwint Shwe
  • Secretary 2: Hazel
  • Secretary 3: Naw Yu Htaw Htaw
    Regional representatives were also selected:
  • Kantarawadi area: Khu Htar Ru
  • Bawlakhe area: Maw Moe
  • Kyaukphyu Gyi area: Catherine Boo
  • Moe Bye area: Rita Ma La Phaw

KNA is known to operate clinics and provide healthcare services to local residents and displaced people in Karenni State.

9) Twante PaKaFa says it will continue fighting until a federal democratic union can be built

The Twante Township People’s Defense Organization (PaKaFa) announced on February 27 that it will continue fighting—without valuing its own life above the cause—in order to build a federal democratic union that guarantees national equality and the right to self-determination.
It said the statement was issued on the occasion of the third anniversary of establishing the Twante Township combat force.
It added that, alongside conducting urban operations, the Twante combat force was organized in accordance with operational guidelines under successive command structures and has now marked three years since formation.
The force is composed of PaKaFa-Twante combat fighters and was established under the command of the Ministry of Defense PaKaFa headquarters and the region/district command structures.
The statement expressed gratitude to supporters who helped the unit form, including Yangon Region PaKaFa leadership, Yangon South District Zone-1 leadership, PDF-Khyan for training and force-building support, other contributors, logistics supporters, parents, the public, and friends.
It paid tribute to those arrested and detained during the revolution and to comrades who fell due to torture and killings, and said it remains proud and respectful of comrades who served loyally and those still serving today.

Yangon Region People’s Defense Organization lead Comrade Naung Yoe also urged continued efforts to build capable fighters and a high-capacity force through strong organization.

10) Danu PDF Battalion 1003 says at least 10 junta personnel, including an officer, were killed in Ywangan battles; 7 guns seized

The Danu region-based People’s Defense Force, Battalion 1003, announced on February 27 that in fighting in Ywangan Township, southern Shan State, at least 10 junta personnel, including an officer, were killed and 7 firearms were seized.
It said that in clashes beginning in the second week of February, revolutionary forces ambushed and attacked a junta column advancing toward Myar Ka Lay village, seizing two guns.
Although exact junta casualties were not confirmed, Battalion 1003 said funeral-assistance vehicles were seen transporting bodies.
The statement also said that on February 18, revolutionary forces ambushed junta troops patrolling the Kyauk Nget–Oat Twin road, killing about 10, including a military officer.
In that battle, they reportedly seized 5 guns, 600 rounds of ammunition, one grenade, one large communications device, and 11 magazines.
It also said that on February 17, fighting occurred in Ywangan Township, but when a civilian vehicle entered the battle zone, revolutionary forces halted fire—allowing five soldiers to flee.

The group urged the public to avoid combat areas and battle zones with caution, to stay safe, and to keep away from junta forces. It said Battalion 1003 operates quietly and systematically, and issued the warning to help ensure operational objectives succeed.
