Aftermath of Bo Nagar’s Surrender in Pale and Yinmabin, and the Controversy Over the Prime Minister’s Office Secretary

Within two days after NUG-affiliated battalions launched a large-scale attack on BNRA forces in Pale Township on February 17, Bo Nagar reportedly contacted the military and surrendered. Following his surrender, there have been rapid repercussions not only in Pale and Yinmabin townships in Sagaing Region but also in surrounding areas where PDF units, camps, positions, and movements are located. At the same time, the coup military appears to be swiftly preparing to exploit the situation, using the intelligence it has gained and taking advantage of the rapidly changing conditions and opportunities facing the revolutionary armed forces.

Local residents in the southern Sagaing Region, particularly around Pale and Yinmabin, had already begun fleeing when it became known that NUG-affiliated battalions would attack Bo Nagar’s forces. After his surrender, the military has quickly acted on newly obtained intelligence, carrying out airstrikes and mobilizing ground columns.

Following limited clashes between Bo Nagar’s forces and NUG’s PDF battalions, Bo Nagar surrendered, and the coup military has been responding rapidly in military terms by utilizing the intelligence acquired.

The previously stable military balance in upper Sagaing Region is now shifting. Both the revolutionary armed forces and the coup military are attempting to seize emerging opportunities without delay.

According to NUG statements, around 150 BNRA members have arrived at NUG-affiliated battalions after their leader’s surrender. However, questions remain about the whereabouts of the remaining BNRA troops—reportedly around 500 in total. Since they are likely still armed, it is assumed that NUG-affiliated battalions are also trying to contain or secure these remaining members.

What is certain is that the coup military will attempt to regain control over the Pale and Yinmabin areas using the intelligence obtained from Bo Nagar. As the commander of an armed force of roughly 500 troops, the information he possesses would undoubtedly be highly valuable to the military in its efforts to suppress revolutionary forces.

This intelligence could include funding sources for the armed resistance, supporting organizations and individuals, connections with other revolutionary armed groups, and detailed information about allied forces passing through Pale and Yinmabin revolutionary territory—all of which the military may now have gained in a single stroke.

Sagaing Region, located in central Myanmar, serves as a buffer zone between southern and northern Shan State to the east and the Yaw, Saw, and Chin Hills areas to the west. Some armed groups from southern Myanmar must pass through Sagaing to reach western regions. Given this strategic background, the enemy military regime clearly understands the importance of this region.

Considering the significance of the information carried with Bo Nagar’s surrender, revolutionary armed groups in the area now face negative consequences such as risks to information security, fragmentation of manpower, and declining confidence in the revolution. The impact also extends, to some degree, to the broader Spring Revolution as a whole.

Bo Nagar’s surrender presents both urgent immediate tasks and important lessons to be learned. It highlights the urgent need for the NUG to adopt improved policies, engagement strategies, and guidance regarding locally formed defense forces (LPDFs) that have emerged regionally to fight the military dictatorship.

Another major development today concerns the Prime Minister’s Office. On the same night as Bo Nagar’s surrender, the NUG issued an emergency statement regarding him. Within hours, it also released the decision of the investigative committee concerning allegations of corruption and abuse of power filed against Daw Kyi Pyar, the Secretary of the Prime Minister’s Office, bearing the Prime Minister’s signature.

Following this announcement, the NUG has faced criticism. Education staff under the NUG’s Ministry of Education—who joined the Civil Disobedience Movement (CDM) after the coup—expressed dissatisfaction with the investigation’s outcome and announced that they would suspend the university entrance examination process they were implementing.

This statement could have significant impact, as it represents not just criticism from outside the government but a form of protest from employees under the NUG itself. There is also the possibility that other CDM staff under the NUG may join in.

At a time when doubts are already being raised about whether an independent and impartial investigation could be conducted into allegations against the Secretary—arguably one of the most responsible officials within the Prime Minister’s Office—the decision was announced without delay, coinciding with the highly publicized news of Bo Nagar’s surrender. Many people suspect this timing may reflect bad faith or an attempt to divert public attention.

In reality, such an investigation must be conducted independently, thoroughly, and decisively. The Spring Revolution has been built upon values of justice, integrity, freedom from corruption, non-abuse of power, and selflessness.

It would be inappropriate to shape or present investigation outcomes based on personal alliances, shared political party affiliations, or mutual knowledge of weaknesses or misuse of authority and funds.

At a time when urgent military and security measures are needed in Pale and Yinmabin, the controversy arising from corruption and abuse-of-power allegations against the Prime Minister’s Office Secretary and her husband should not overshadow those critical matters.

Questions and doubts are emerging about whether the proclaimed revolution truly upholds its declared principles. The time has come to address these concerns clearly and decisively, taking full responsibility without delay.
