1. NUG strongly condemns junta’s deliberate airstrike on Mrauk-U District Hospital; urges international community and UN to immediately act against war crimes and crimes against humanity

m.CDM – December 11
The National Unity Government (NUG) has issued a strong condemnation of the military junta’s deliberate bombing of the Mrauk-U District People’s Hospital in Rakhine State using fighter jets at around 9 p.m. on December 10—International Human Rights Day.
The attack killed 35 innocent civilians and injured 76.
According to NUG’s statement, the dead included children, pregnant women, patients receiving treatment, and medical staff.
NUG emphasized that this attack constitutes a clear and serious violation of International Humanitarian Law (IHL) and the Geneva Conventions, amounting to a war crime and a massacre.
NUG stated:
“This attack is a continuation of the military junta’s over 1,600 assaults on healthcare facilities across Myanmar.”
NUG called on the international community to:

  1. Urgently apply strong and effective pressure and take action to immediately halt all deliberate attacks by the junta on civilians, civilian infrastructure, and humanitarian targets.
  2. Urgently intervene—through bodies such as the UN Security Council and the International Criminal Court (ICC)—to ensure accountability for the junta’s war crimes and crimes against humanity, and to prosecute those responsible under international law.
  3. Ensure that international humanitarian agencies can urgently provide safe and timely medical treatment to the injured.

NUG added that it is coordinating assistance for victims and their families, and pledged to work tirelessly with the people of Rakhine to achieve justice for this atrocity.

2. APHR strongly condemns junta’s bombing of Mrauk-U Hospital that killed 33 civilians on Human Rights Day

m.CDM – December 11
At 9:13 p.m. on December 10—International Human Rights Day—the junta dropped two 500-lb bombs on the Mrauk-U General Hospital in Rakhine State, killing at least 33 civilians and injuring nearly 100, according to ASEAN Parliamentarians for Human Rights (APHR).
The dead included patients, children, the elderly, medical staff, and many women. APHR stated that deliberately attacking a hospital at night—when patients and staff are most vulnerable—is a blatant violation of international humanitarian law and a war crime.
APHR Chair, Indonesian MP Mercy Chriesty Barends, said:
“Bombing a hospital on Human Rights Day itself clearly demonstrates the junta’s total disregard for humanity.”
APHR members added:

  • Malaysian MP Wong Chen: “Hospitals must never be targeted. Such crimes against civilians must carry international accountability.”
  • Former Thai minister Kasit Piromya: “Over 1,000 Rakhine civilians have been killed within two years. This reflects a systematic ethnic extermination across Myanmar. ASEAN must act now to prevent further mass killings.”
APHR also noted that due to ongoing internet and communication shutdowns in Rakhine, information remains severely limited.
APHR urged ASEAN and the international community to:
  • Recognize the Mrauk-U hospital bombing as part of a genocidal pattern and take emergency action.
  • Completely reject the junta’s sham elections.
  • Engage major powers—including China and India—to halt attacks on civilians and allow unrestricted humanitarian access.

* Strengthen targeted sanctions, including on arms and jet fuel.

3. Junta bombs resistance-controlled Letpanhla Village in Singu Township; 1 civilian killed, 5 injured; junta ground troops advance to within 5 miles

m.CDM – December 11
Residents report that the military junta’s air force bombed Letpanhla Village in Singu Township, Mandalay Region, killing one civilian and injuring five.
On December 11, two jet fighters from Tada-U Air Base conducted five airstrikes on the village’s Pyisoe Aung and Pinlalkyi wards.
Homes were destroyed by fire, and one resident from Pinlalkyi Ward was killed.
Meanwhile, junta ground forces have advanced to within five miles of Letpanhla Village, an area under the control of Mandalay PDF and allied revolutionary forces, and intense clashes are ongoing.
Letpanhla—home to over a thousand households—was captured by Mandalay PDF and allies during the second wave of Operation 1027 (Shan–Mandalay Offensive).

The junta recently regained control of territory in Mattaya and also Seikpyu Town, and is now attempting to push deeper into Singu Township.

4. Four regional CDM civil-servant organizations urge NUG to ensure justice for CDM staff as soon as possible

m.CDM – December 11
Four regional organizations representing Civil Disobedience Movement (CDM) civil servants have urged the NUG to urgently deliver justice for CDM government staff involved in the non-violent resistance movement.
They stressed:

  • CDM staff are unarmed,
  • They are core supporters of the revolution,
  • They come from essential professional sectors critical to the country’s development,
  • They deserve mutual respect and recognition.
The groups emphasized that because CDM staff sacrificed their positions, salaries, and job security to stand with the People’s Government, the revolutionary administration has a responsibility to protect them.
They cited cases where CDM staff were murdered due to mismanagement and abuses during the revolution:
  • U Win Thei, education officer from Kani Township, killed along with his family.
  • U Arindama, secretary of the forestry management committee in Kawlin Township, assassinated.
  • Daw Khin Sann Yu Shwe, senior education staff and CDM teacher, shot dead in her home in Ye Kyi Village, Depayin Township.
They stated that CDM civil servants continue to live in fear due to the lack of legal protection and accountability to date.
The groups warned that CDM staff—who have already risked their lives opposing the brutal dictatorship—will never bow to any future authoritarian force and will resist by any means necessary.

They also appealed to other CDM organizations to stand in solidarity with them.

5. WFP warns that over 12 million people in Myanmar could face severe hunger in 2026

m.CDM – December 11
The UN World Food Programme (WFP) warns that in 2026, more than 12 million people in Myanmar could face acute food insecurity, and at least 1 million may fall into emergency-level hunger requiring life-saving assistance.
WFP stated that as conflict intensifies, internal displacement could rise to 4 million, and Myanmar’s humanitarian crisis may reach unbearable levels—made worse by severe funding shortages.
Currently, more than 400,000 children and mothers are suffering from acute malnutrition, and many families survive only on plain rice or thin porridge.
WFP Myanmar Country Director Michael Dunford said:
“Conflict and poverty are destroying people’s basic ability to survive, yet international attention is extremely limited. This is one of the world’s worst hunger crises—and also one of the least funded.”
WFP aims to assist 1.3 million of the more than 12 million in need in 2026 but urgently requires US$125 million to do so.

The latest OCHA report estimates that internal displacement could rise from 3.6 million to 4 million by next year.

6. Special Region Military Command meets with Yangon PDF district and township commanders

m.CDM – December 11
The Yangon PDF announced that commanders from its district/township units met with the Commander of Special Military Region No. 1 under the People’s Defense Force (PDF).
Yangon PDF’s leadership team, led by Commander Naung Yo, met with Commander Aung San Shar of the Special Region Military Command to discuss:

  • Joint military operations in the Yangon operational zone
  • Basic and advanced training matters
  • Coordination mechanisms
Yangon PDF said its “Uniforms & Body Armor for 150,000” fundraising campaign has passed two months, and although approaching its three-month deadline, it has reached only 63% of its financial target.

To meet the remaining goal—approximately 560 million MMK—Yangon PDF has launched a 10-day, 300-million-kyat challenge (Dec 10–20) urging public participation to equip more fighters with uniforms and armor.
