1. Pyapon Prison authorities are severely extorting and abusing political prisoners

m.CDM — November 25

The Prisoner Network of Myanmar (PPNM) reports that authorities at Pyapon Prison, Ayeyarwady Region, are not only targeting political prisoners for repression but also committing severe acts of bribery and extortion.

According to PPNM, when new inmates arrive at Pyapon Prison, the prison warden and officers—either directly or via inmate leaders (“trustees”)—routinely demand 300,000 to 800,000 kyats as a so-called “care fee,” claiming it is an authorized charge.

Inmates who cannot pay are subjected to:

* coercive extortion by inmate trustees and discipline enforcers,

* verbal abuse and shouting by officers,

* repeated physical beatings.

Trustees also routinely beat, assault, and torture inmates whenever they are displeased, PPNM reports. Prison authorities, including Zaw Tun Oo (Prison Department) and Warden Aung San Lin, take no action against the abuses.

PPNM states that the most notorious abusers include:

1. Yae Aung (serving a 10-year sentence for rape),

2. Thet Soe Wai (aka Ka Tone) — sentenced under Penal Code 19(a) for 10 years,

3. Aung Thu (serving 10 years for human trafficking).

These individuals act with full impunity, using multiple pretexts to demand money and exert violent control over prisoners, PPNM says.
