📌📌 1. Inter-Parliamentary Union (IPU) Reaffirms Recognition of the Committee Representing Pyidaungsu Hluttaw (CRPH)

The Committee Representing Pyidaungsu Hluttaw (CRPH) announced that the Executive Council of the 151st Inter-Parliamentary Union (IPU) Assembly, which is currently being held, has decided to continue recognizing the CRPH as the legitimate and principal parliamentary counterpart representing Myanmar within the IPU.
Following the military’s violent coup in Myanmar, the IPU officially recognized the CRPH as the legitimate representative body of the Myanmar people. Since then, the CRPH has been attending IPU assemblies and related meetings as Myanmar’s rightful parliamentary delegation.
This latest decision comes at a time when the terrorist junta has declared plans to hold sham elections. The reaffirmation ensures that the CRPH will continue to represent Myanmar and participate in future IPU meetings and assemblies.
The announcement emphasized that the international community plays a vital role in resolving Myanmar’s crisis, urging continued practical and sustainable international support to address the country’s ongoing conflicts. It also highlighted that the people of Myanmar are resolutely demanding the establishment of a genuine federal democratic political system grounded in freedom and security. The statement concluded that the CRPH, representing the will of the people, will continue to work towards securing effective international assistance and recognition.

📌📌 2. Malaysian Prime Minister Confirms That Myanmar Junta Leader Min Aung Hlaing Will Not Be Allowed to Attend ASEAN Summit

Malaysian Prime Minister Dato’ Seri Anwar Ibrahim, who currently holds the rotating ASEAN chairmanship, has confirmed that Myanmar junta leader Min Aung Hlaing will not be permitted to attend the upcoming 47th ASEAN Summit, according to a report from Bernama News Agency.
The ASEAN Summit, scheduled to be held in Kuala Lumpur, Malaysia, from October 26 to 28, will only allow a non-political representative from Myanmar to participate, the Malaysian Prime Minister stated.
Since late 2021, ASEAN has consistently barred Min Aung Hlaing and his foreign minister from attending ASEAN Summits and related meetings, permitting only non-political representatives from Myanmar. This marks at least the ninth time that Min Aung Hlaing and his ministers have been denied participation.
The summit will also be attended by global leaders such as U.S. President Donald Trump and Russian Deputy Prime Minister Alexander Novak. Additionally, the Philippines will assume the ASEAN chairmanship, while Timor-Leste—known for its strong support for Myanmar’s pro-democracy movement—is expected to officially join as the newest member of ASEAN.

📌📌 3. Corruption and Extortion Over Emergency Medical Treatment at Monywa Kalay Prison

Authorities at Monywa Kalay Prison in Kale Township, Sagaing Region, have been allowing emergency medical treatment for inmates only through bribery and extortion, according to the Assistance Association for Political Prisoners (AAPP) Network of Political Prisoners (PPNM).
The prison’s administration has failed to provide adequate medical care and supplies for inmates. It is reported that prison officers—including the warden—have been demanding bribes in exchange for granting permission for emergency medical treatment outside the prison.
Inmates reportedly must pay between 500,000 and 2,000,000 kyats for each emergency medical visit, and in some instances, prisoners are required to pay for prison officials’ KTV entertainment expenses in order to receive medical approval.
Due to the denial of medical care, several political prisoners have developed severe neurological conditions, losing mobility in their legs and becoming permanently disabled.
The denial of medical treatment and the lack of healthcare in prisons constitute not only severe mistreatment but also a blatant violation of international human rights standards, which stipulate that “all prisoners must be treated with respect for their inherent human dignity.”
The PPNM has strongly condemned the actions of Monywa Kalay Prison authorities, demanding an immediate end to any obstruction or delay in providing emergency medical care that endangers the lives of political prisoners.
According to PPNM’s records, between January and October 2025, a total of 28 political prisoners have died in various prisons across Myanmar due to lack of adequate medical care and denial of emergency treatment.

📌📌 4. Youths in Yangon Arbitrarily Arrested and Released Only After Paying Bribes to Security Forces

According to a statement from the Rangoon Scout Network (RSN), military commission troops, police, and Pyu Saw Htee militias have been conducting a series of arbitrary arrests targeting young people in several townships across Yangon Region.
On October 15, Pyu Saw Htee members arrived in a police vehicle at the Bahosi 3 Bus Stop in Bahan Township, where they forcibly detained a young man who was out with his girlfriend and took him away in their vehicle.
His family was later able to make contact in time and had to pay 50 lakh kyats (5 million kyats) to secure his release.
Similarly, on October 22 around 10 p.m., a 25-year-old man was arrested by patrolling soldiers and Pyu Saw Htee members along the municipal main road in South Dagon Township. His parents reportedly had to pay 10 lakh kyats (1 million kyats) that same night to secure his release.
In Thaketa Township, on October 19, a 21-year-old young man was abducted by the administrative team of Ward 9, and later “sold” to a ward in Kyunpyaw Town, Ayeyarwady Region, for 125 lakh kyats (12.5 million kyats), according to reports.
After continuous efforts by the victim’s family and relatives, they managed to secure his release on October 22.
RSN further stated that the military commission in Yangon has been conducting targeted searches under a “PSMS” system aimed at identifying and tracking down those in hiding. It warned that CDM (Civil Disobedience Movement) participants and individuals previously involved in anti-junta activities should remain vigilant for their safety.

📌📌 5. People’s Goal Conducts International Humanitarian Law (IHL) Training Course

Under its educational outreach programs, People’s Goal announced that three CDM teachers who had successfully completed prior instructor training have conducted a “Basic Course on International Humanitarian Law (IHL)” in Mae Sot, Thailand, from October 14 to 15.
A total of 20 participants—including CDM soldiers and police officers, civilian CDM members, former members of People’s Defense Forces (PDFs), and civil society activists—attended the training.
The course included lectures on essential aspects of IHL, discussions on transitional justice, Q&A sessions, and both individual and group exchanges, led by the instructors in an engaging and participatory manner.
People’s Goal stated that the organization is working to raise broad public awareness on identifying and documenting civilian casualties, exposing war crimes, minimizing harm to civilians, and promoting justice and accountability. The initiative also aims to help drive systemic reform within Myanmar’s security sector through informed public participation and education.

📌📌 6. Kachin State Comprehensive University Invites Applications for 2026 Academic Year Admissions

The Kachin State Comprehensive University (KSCU) has announced the opening of applications for university admissions for the 2026 academic year across its various faculties.
Eligible applicants include:
- Those who passed the matriculation examination before 2020,
- Holders of internationally recognized certificates such as GED or IGCSE,
- Students who have passed the university entrance exam conducted by the Kachin Education Department (KED),
- Individuals who have obtained at least a Grade C in all subjects under the Basic Education Completion Assessment (BECA), and
- Applicants who meet the specific admission criteria of each school within the university.
Qualified applicants may apply to the following six schools under KSCU:
- School of Medical Sciences
- School of Economics
- School of Nursing Sciences
- School of Technology
- School of Agriculture
- School of Arts and Sciences
Application forms will be available starting November 3 at the Student Affairs Department of Kachin State Comprehensive University, between 9:00 a.m. and 4:00 p.m. daily.
