📌📌 1. Interim People’s Administrative Implementation Central Committee Meeting Convened Under the Leadership of the Union Prime Minister

The National Unity Government (NUG) held the Interim People’s Administrative Implementation Central Committee Meeting No. (36/2025) on October 9 at 10:00 a.m., chaired by Union Prime Minister Mann Win Khaing Than, who delivered the opening address.

During the session, committee members reviewed the progress of action plans set out in Meeting No. (35/2025), discussed remaining tasks to be implemented, and exchanged reports on ongoing administrative activities from the respective ministries.

The meeting was attended by Union Ministers, Deputy Ministers, Permanent Secretaries, Associate Permanent Secretaries, and departmental officials. It concluded successfully at 12:00 noon.

📌📌 2. Legal Proceedings Initiated in Norway Against Telenor for Its Involvement with Myanmar’s Military Junta

The Defend Myanmar Democracy organization announced on October 9 that it had begun the first phase of legal proceedings against the Norwegian telecommunications giant Telenor in Norway, for its complicity in human rights violations committed by Myanmar’s military junta.

In collaboration with the Myanmar Internet Project, Defend Myanmar Democracy is preparing to file a lawsuit against Telenor ASA in Norway.

After the military’s coup in February 2021, Telenor reportedly transferred sensitive user data — including call records, names, addresses, national ID numbers, and location data — to the junta.

Evidence indicates that the junta used this data to track, arrest, and torture individuals opposing the coup, leading to widespread civilian arrests and at least one confirmed case of death under torture.

Despite protests from civil society groups, Telenor handed over this data and later sold its Myanmar operations in 2022, exiting the country. At the time, Telenor had over 22 million users in Myanmar.

The company’s assets were subsequently acquired by Lebanon-based M1 Group and Shwe Byain Phyu Company, and are now operating as ATOM Myanmar. Reports note that Shwe Byain Phyu maintains links with the military junta.

The lawsuit highlights that business decisions made by corporations operating in conflict zones like Myanmar can have deadly consequences for civilians, underscoring the need for corporate accountability and stronger government oversight in such contexts.

📌📌 3. A Total of 29 Deaths in the Religious Sector Nationwide Caused by the Terrorist Military Regime from January 1 to October 9, 2025

Between January 1 and October 9, 2025, a total of 29 individuals from the religious community were killed nationwide as a result of attacks by the terrorist military junta, according to a verified report by the Assistance Association for Political Prisoners (AAPP). The list includes 10 victims under the age of 18.

Shan State recorded the highest number of deaths, with 8 victims, followed by Sagaing Region, with 6 deaths.

Of the total casualties, 18 were killed in airstrikes, making it the leading cause of death, while 7 others were killed by heavy artillery shelling, the second most common cause.

On October 2, around 9:00 a.m., junta forces stationed at the KNU office in Shwebo City, in collaboration with reinforcement units, fired heavy weapons into the compound of Aung Myay Chan Myae Monastery. The shells exploded within the monastery grounds, killing four young novice monks — Nyani Ka, Uttama, Wimala, and Medha Nanda — on the spot.

📌📌 4. Free Medical Clinic Opens in Xingwang City, Kokang Special Region

Under the guidance of the Department of Health of Special Region (1), the Kokang District Traditional Chinese Hospital opened a free medical clinic in Xingwang City, according to The Kokang.

The clinic, located on Xinping Street, was launched on September 3, aiming to support the basic healthcare needs of local residents.

All medical consultations, treatments, and medications are provided free of charge, with the goal of ensuring long-term, accessible healthcare services for nearby communities.

The Department of Health of the Special Region and the MNDAA Medical Logistics Department have also conducted mobile free healthcare missions in rural and conflict-affected areas, including villages, IDP camps, and disaster relief centers.

This initiative represents a progressive step from temporary mobile services to permanent, community-based healthcare, expanding the basic healthcare network and improving public health access across the region. The opening of this clinic marks a significant public service milestone within Kokang Special Region.

📌📌 5. Medical Aid and Relief Supplies Provided to Civilians Injured in Chaung-U Airstrike

According to the Sagaing People’s Support Network, medical supplies and essential relief items were distributed to civilians injured during the airstrike on Chaung-U TownshipMonywa District, Sagaing Region, carried out by the terrorist military junta on the night of the Thadingyut full moon day.

The junta’s air force bombed the area where local residents were holding a candlelight vigil, marking the Thadingyut festival near the Monywa–Chaung-U border. The attack killed 24 civilians and injured more than 40 others.

The network extended condolences, wishing eternal peace for the deceased and a speedy recovery for the wounded civilians.

The Chaung-U Township medical team, under the network’s local coordination, has been providing ongoing treatment to the injured. The network has also distributed medicines, medical supplies, and relief materials worth 22,552,500 kyats to support those affected by the attack.

📌📌 6. Candlelight Tribute Held in Honor of Fallen Heroes Who Sacrificed Their Lives in the Anti-Dictatorship Revolution

The Yaw Defense Force (YDF) held a solemn candlelight memorial ceremony honoring the heroic martyrs who sacrificed their lives with dignity in the struggle to uproot the military dictatorship that began with the coup on February 1, 2021.

The memorial event took place on October 7 within a territory administered by the Yaw Defense Force, with attendance from YDF commanders and comrades, allied resistance forces, local civilians, and representatives from civil society organizations.

The ceremony was dedicated to all the brave revolutionary fighters from various ethnic groups who courageously gave their lives in the liberation struggle, symbolically kindling the light of righteousness through candle flames in remembrance of their sacrifice.

It was also noted that YDF Deputy Commander-in-Chief Phyo Wai Soe was killed in action on October 9, 2022, during a close-range battle within enemy territory.

The Yaw Defense Force stated that he and other fallen comrades from Yaw and allied regions are formally recognized and honored as revolutionary martyrs, with their names recorded in the annals of the revolution.
