မနက္ျဖန္ (ေဖေဖာ္၀ါရီလ ၁၂ ရက္ေန႔) တြင္ က်ေရာက္ေသာ ျပည္ေထာင္စုုေန႔သည္ ၁၉၄၇ ခုုႏွစ္ ပင္လံုစာခ်ဳပ္ခ်ဳပ္ ဆုိခဲ့ ေသာေန႔၏ ႏွစ္ပတ္လည္ ျဖစ္သည္။ ပင္လံုုစာခ်ဳပ္ႏွင့္ ဆက္စပ္ၿပီး ဒ႑ာရီမ်ားစြာ ရွိေသာ္လည္း မည္သည္မွာ အမွန္တကယ္ ျဖစ္ခဲ့ၿပီး မည္သည္မွာ တကယ္မျဖစ္ခဲ့သည္ကိုု ခြဲျခားအမွတ္ရရန္ အေရးႀကီးေပသည္။

ဦးေအာင္ဆန္းေခါင္းေဆာင္ေသာ ျမန္မာကိုုယ္စားလွယ္အဖြဲ႔သည္ ျမန္မာျပည္လြတ္လပ္ေရးအတြက္ ၿဗိတိသွ်အစိုုးရႏွင့္ ညွိႏိႈင္းရန္ ၁၉၄၇ ခုုႏွစ္ ဇန္န၀ါရီလတြင္ လန္ဒန္ၿမိဳ႕သိုု႔ ေရာက္ရွိခဲ့သည္။ ဦးေအာင္ဆန္းအား အိုုင္စီအက္စ္ ဦးတင္ထြဋ္က မ်ားစြာအကူအညီေပးခဲ့သည္။ ၿဗိတိသွ်ဘက္မွ ေလဘာပါတီ (Labour Party) ႏိုုင္ငံေရးသမား ဆာစတက္ဖိုု႔ကရစ္ပ္စ္ (Sir Stafford Cripps) ႏွင့္ ျမန္မာျပည္ဆုိင္ရာ ကိုလိုနီအတြင္း၀န္ကေလး ေလာ့လစ္စ္တိုု၀ယ္ (Lord Listowel) တိုု႔က အဓိက ပါ၀င္ေဆြးေႏြးခဲ့ၾကသည္။

ထုိေဆြးေႏြးပြဲ၏ အဓိကေခါင္းစဥ္မွာ လြတ္လပ္ေရးေပးရန္ မဟုုတ္ဘဲ (ျဗိတိသွ် ေလဘာပါတီ (Labour Party) အစိုုးရက လြတ္လပ္ေရးေပးရန္ လက္ခံၿပီးေသာေၾကာင့္ ျဖစ္သည္။) အေျပာင္းအလဲကာလသည္ မည္သိုု႔ မည္ပံု ျဖစ္မည္၊ ျမန္မာျပည္ သည္ ၿဗိတိသွ်ဓနသဟာရတစ္ႏုုိင္ငံအျဖစ္ ရပ္တည္မည္၊ မရပ္တည္မည္ႏွင့္ ေတာင္တန္းေဒသမ်ားႏွင့္ တိုုင္းရင္းသား လူမ်ိဳးစုုမ်ား၏ အနာဂတ္အေၾကာင္း ျဖစ္သည္။

ဦးေအာင္ဆန္းႏွင့္ အျခား ဖက္ဆစ္တိုက္ဖ်က္ေရးႏွင့္ ျပည္သူ႔လြတ္လပ္ေရးအဖြဲ႔ (AFPFL) ေခါင္းေဆာင္မ်ားသည္ အိႏၵိယ ႏိုုင္ငံ ႏွစ္ျခမ္းကြဲသြားႏိုုင္ေျခ ျမင့္တက္လာသည္ (ပါကစၥတန္ႏိုုင္ငံ ျဖစ္ေပၚလာျခင္း) ကိုု သတိျပဳမိၿပီး ျမန္မာျပည္သည္လည္း ထိုုကဲ့သုုိ႔ ျဖစ္မည္ကိုု ပူပန္ခဲ့ၾကသည္။ ၿဗိတိသွ်တိုု႔ကလည္း ျပည္တြင္းေရး တည္ၿငိမ္မႈမရွိပါက တရုုတ္ႏုုိင္ငံ၏ ျပည္တြင္းစစ္ႏွင့္ အင္ဒိုုခ်ိဳင္းနားစစ္ပြဲတို႔မွတစ္ဆင့္ ျဖစ္လာႏိုုင္သည့္ အက်ိဳးသက္ေရာက္မႈမ်ားေၾကာင့္ ကြန္ျမဴနစ္တိုု႔ အုုပ္စိုုးသြားမည္ကိုု စိုုးရိမ္ခဲ့ၾကသည္။

စစ္ေအးကာလ ျဖစ္ေနခ်ိန္ေၾကာင့္ ပိုုမိုုအေရးႀကီးေနသည့္ ဂရိ၊ ပါလက္စတိုုင္းႏွင့္ ျပည္တြင္းအေရးမ်ားတြင္ အာရံုုစူးစိုုက္ ေနရေသာ ၿဗိတိသွ်အစိုုးရသည္ လန္ဒန္ၿမိဳ႕ ေဆြးေႏြးပြဲမ်ား၌ ထိုုေတာင္တန္းေဒသမ်ားသည္ ျမန္မာျပည္သစ္တြင္ အတူတ ကြ ေပါင္းစည္းသင့္ေၾကာင္း ေျပာၾကားခဲ့သည္။

ထိုုသိုု႔ ေျပာၾကားျခင္းသည္ ကာလၾကာရွည္စြာ က်င့္သံုုးခဲ့ေသာ နယ္ခ်ဲ႔ မူ၀ါဒႏွင့္ စစ္အတြင္းက ကခ်င္ႏွင့္ ကရင္ေတာ္လွန္ေရး တပ္သားမ်ားကိုု ေပးခဲ့ေသာ ကတိက၀တ္မ်ားႏွင့္ လံုး၀ဥႆံု ဆန္႔က်င္ေနခဲ့သည္။

ေအာင္ဆန္း-အက္တလီ စာခ်ဳပ္ကိုု ၁၉၄၇ ခုုနစ္ ဇန္န၀ါရီလ ၂၇ ရက္ေန႔တြင္ လက္မွတ္ေရးထုုိးခဲ့ၾကၿပီး ေတာင္တန္းေဒသ မ်ားသည္ လြတ္လပ္ေသာ ျမန္မာျပည္၏ အစိတ္အပိုုင္း တစ္ခုု ျဖစ္လာမည္၊ ထိုုေဒသခံ လူမ်ိဳးစုုမ်ား၏ လြတ္လပ္ေသာ သေဘာတူညီမႈကိုု အေျခခံရမည္ဟုု ပါရွိသည္။

ထိုုအေၾကာင္းေၾကာင့္ပင္ ပင္လံုုညီလာခံကိုု က်င္းပခဲ့သည္။ ၿဗိတိသွ်တုိ႔အတြက္မႈ ေတာင္တန္းေဒသမ်ား၏ အနာဂတ္သည္ ေနာက္ဆံုုး စီမံရမည့္ အေရးကိစၥသာ ျဖစ္ၿပီး ျမန္မာျပည္မွ ထြက္ခြာရာ လမ္းတစ္ေလွ်ာက္ ျပႆနာတစ္ရပ္ ျဖစ္လာရန္ မဟုုတ္ေပ။ (တကယ္တမ္းဆိုလွ်င္ ဤသည္မွာ ဒုုတိယေျမာက္ ပင္လံုုညီလာခံ ျဖစ္သည္။ ပထမညီလာခံကိုု ၁၉၄၆ ခုုႏွစ္က ေညာင္ေရႊေစာ္ဘြားက ဦးေဆာင္ခဲ့သည္။)

ညီလာခံကိုု ဗမာေခါင္းေဆာင္ႀကီးမ်ား၊ ရွမ္းေစာ္ဘြားမ်ားႏွင့္ ရွမ္းျပည္၊ ကခ်င္ေတာင္တန္း၊ ခ်င္းေတာင္တန္းမ်ားမွ ကိုုယ္စား လွယ္မ်ား တက္ေရာက္ခဲ့ၾကသည္။ ကရင္ေခါင္းေဆာင္မ်ားမွာမူ လက္ရွိထက္ သာလြန္ေသာ သေဘာတူညီခ်က္ ရလိုုရျငား မတက္ေရာက္ခဲ့ၾကေပ။ ထိုုသိုု႔ မတက္ေရာက္ခဲ့ျခင္းသည္ ဤညီလာခံ၏ အႀကီးမားဆံုုးေသာ အားနည္းခ်က္ပင္ ျဖစ္ခဲ့သည္။

ျမန္မာျပည္၌ ဘ႑ာေရးႏွင့္ ဖြဲ႔စည္းပံုု အေျခခံဥပေဒဆိုုင္ရာ တစ္ဦးတည္းေသာ ကၽြမ္းက်င္သူ ဦးတင္ထြဋ္သည္ ညီလာခံတြင္ အားသြန္ခြန္စိုုက္ ေဆြးေႏြးခဲ့သည္။ ဗိုုလ္ခ်ဳပ္ေအာင္ဆန္း ကိုုယ္တိုုင္ပင္ အျမင္က်ယ္စြာျဖင့္ တိုုင္းရင္းသားေခါင္းေဆာင္မ်ား၏ ေမွ်ာ္လင့္ခ်က္မ်ားကိုု ျဖည့္ဆည္းေပးလုုိခဲ့သည္။ သိုု႔ေသာ္ အိႏၵိယႏိုုင္ငံ၏ လႊမ္းမိုးမႈအရိပ္မ်ားႏွင့္ ခ်ဥ္းကပ္လာေနသည့္ ႏွစ္ျခမ္းကြဲျခင္းကုိ မေတြ႕ခ်င္မွအဆံုးျဖစ္ခဲ့သည္။

ၿဗိတိသွ် ကိုုယ္စားလွယ္မ်ားမွာ ေလဘာပါတီ (Labour Party) ႏိုုင္ငံေရးသမား အာသာေဘာတမ္ေလ (Arthur Bottomley) ႏွင့္ ကာကီေရာင္ ေဘာင္းဘီတိုုကိုု ပန္းေရာင္ေျခအိတ္ျဖင့္ အျမဲတေစ ၀တ္ဆင္ကာ ဘုုရင္ခံကိုု စိတ္အေႏွာင့္အယွက္ျဖစ္ ေစေသာ ေနာင္အခါ ဖင္လန္ႏိုုင္ငံဆိုင္ရာ ၿဗိတိသွ်သံအမတ္ ျဖစ္လာမည့္ ဖြဲ႔စည္းပံုုအေျခခံဥပေဒကၽြမ္းက်င္သူ အဲရစ္မာ့ခ္တစ္ (Eric Machtig) ျဖစ္သည္။

ဦးတင္ထြဋ္သည္ အဲရစ္မာ့ခ္တစ္ႏွင့္ အဂၤလန္ႏိုုင္ငံတြင္ ေက်ာင္းတက္စဥ္က ရက္ဂ္ဘီ (Rugby) အတူ ကစားခဲ့ဖူးသျဖင့္ ခင္မင္ေနခဲ့ၾကသည္။

အရင္းခံအားျဖင့္ ပင္လံုုစာခ်ဳပ္သည္ ေနာက္ဆံုးတြင္ လြတ္လပ္ေရးရရွိေစမည့္ အသြင္ကူးေျပာင္းေရး အစီအစဥ္မ်ားအတြက္ သေဘာတူစာခ်ဳပ္တစ္ခုုပင္ ျဖစ္သည္။ စာခ်ဳပ္တြင္ စာပုုိဒ္ ၉ ပိုုဒ္ ပါရွိသည့္အနက္မွ ၄ ပိုုဒ္မွာ ရာထူးအသစ္ ျဖစ္ေသာ ေတာင္တန္းေဒသဆုိင္ရာ ကုိယ္စားလွယ္ ဘုရင္ခံ၏ အတုိင္ပင္ခံပုဂၢိဳလ္ ရာထူးႏွင့္ အဆိုပါအတုိင္ပင္ခံပုဂၢိဳလ္ႏွင့္ ၾကားကာလ အမႈေဆာင္ေကာင္စီတုိ႔၏ ဆက္ဆံေရးအေၾကာင္းျဖစ္သည္။

စာခ်ဳပ္တြင္ ေရွ႕ဆက္ေဆာင္ရြက္ရန္ လုုပ္ငန္းစဥ္ သံုုးရပ္လည္း ပါရွိသည္။ ၎တိုု႔မွာ ကခ်င္ျပည္နယ္ ဖြဲ႔စည္းရန္၊ ေတာင္တန္း ေဒသမ်ားကိုု သေဘာတရားအားျဖင့္ ကိုုယ္ပုုိင္ အုုပ္ခ်ဳပ္ခြင့္ေပးရန္ႏွင့္ ေတာင္တန္းေဒသမ်ား (ေဒသအႀကီး အကဲမ်ား၏ အုုပ္ခ်ဳပ္ခံေဒသမ်ား) တြင္ ေနထိုုင္သူမ်ား ဒီမိုုကေရစီ ရပိုုင္ခြင့္မ်ားႏွင့္ အက်ိဳးခံစားခြင့္မ်ား ရရွိရန္ ျဖစ္သည္။

ဤသိုု႔ျဖင့္ ၿဗိတိသွ်တိုု႔ ျမန္မာျပည္မွ စြန္႔ခြာႏုတ္ထြက္ေရးအတြက္ ကနဦး အသံုုးျပဳခဲ့သည့္ ယႏၲရားတစ္ခုုသည္ ယေန႔တိုုင္ ဆန္႔က်င္ခံရေနဆဲႏွင့္ ရုုန္႔ၾကမ္းစြာ ေတာ္လွန္ခံေနရဆဲျဖစ္ေသာ အေတြးအေခၚမ်ားကိုု ေမြးထုုတ္ေပးခဲ့သည္။

ဒုုတိယပင္လံုုညီလာခံအၿပီး တစ္ႏွစ္တာကာလ အတြင္းတြင္ပင္ လြတ္လပ္သြားေလေသာ ျမန္မာျပည္သည္ ျပည္တြင္း စစ္မီးမ်ားႏွင့္ ေတြ႔ႀကံဳလာခဲ့ရေပေတာ့သည္။

Tomorrow (12 February) is “Union Day” which marks the anniversary of the “Panglong Agreement” of 1947. There is a considerable mythology surrounding the Panglong Agreement and it’s important to remember what it was and what it was not.

U Aung San had led the Burma delegation to London in January 1947 to negotiate the country’s independence from Britain. He was very ably assisted by ICS U Tin Tut. The British side were represented principally by the Labour politician Sir Stafford Cripps and the Secretary of State for Burma Lord Listowel.

The main topic of discussion was no longer independence (which had already been accepted by the UK Labour government) but the exact shape of the transition, whether Burma would remain part of the Commonwealth, and the future of the so-called “Scheduled Areas” or “Frontier Areas” and of “minority races” more generally.

U Aung San and other AFPFL leaders were aware of the growing certainty of partition in India (and the creation of “Pakistan”) and were worried this would set a precedent for Burma. And the British were concerned about the possible spill over effects of the civil war in China and the incipient war in Indochina; instability in Burma could, they feared, lead quickly to a communist takeover.

The UK government, with the new Cold War looming large, and with their attention focused firmly on the far weightier issues of the day, in Greece, Palestine, India, and at home, argued at the London talks that these “frontier areas” would need to be strongly wielded to the new Burma.

It was a complete reversal of long-standing colonial policy and the implicit promises made to Kachin and Karen resistance fighters during the war.

The Aung San – Attlee Agreement signed on 27 January 1947 stated that the Frontier Areas would necessarily be part of independent Burma, but also stated that this would be based on the “free consent” of its peoples.

The Panglong conference was held against this backdrop. The future of the “frontier areas” was a final issue to be managed, not to become a problem in London’s path to quitting Burma.

(It was actually the second “Panglong conference”, the first having been convened by the Yawnghwe Saopha in 1946).

The conference was attended by senior Burmese leaders as well as the Shan saophas and other representatives of the Federated Shan States, the Kachin Hills and Chin Hills. The leadership of the Karens did not attend as they were hoping still for a better deal; their non-participation was perhaps the single biggest weakness of the conference.

ICS U Tin Tut, Burma’s only real expert on both financial and constitutional matters was a driving force at the conference. General Aung San himself showed considerable broad-mindedness and a desire to meet the expectations of the minority leaders. But the shadow of India and the approaching partition was all around.

The British representative was the Labour politician Arthur Bottomley, assisted by constitutional expert Eric Machtig, years later UK Ambassador to Finland, who upset the Governor by always wearing khaki shorts with pink socks.

U Tin Tut had played Rugby against Eric Machtig when both were at school in England and got along well.

The Panglong Agreement itself was primarily an agreement on transitional arrangements in the lead up to independence. Of its nine paragraphs, four deal exclusively with the new position of “Counsellor to the Governor to deal with Frontier Areas” and the relationship of this person to the interim Executive Council.

It also however included three forward looking provisions: the creation of a Kachin State; “full autonomy in self administration” for the Frontier areas “in principle”, and acceptance of the full “democratic” rights and privileges of the people living in the Frontier areas (which were then mainly under the rule of hereditary chiefs).

In this way, what was first and foremost a mechanism for the British to withdraw from Burma gave birth to new aspirations that remain contested and violently contested to this day.

Within a year of this second Panglong conference, Burma, now independent, was at civil war.
