Today\u2019s main stories include the enactment of the Sagaing Federal Unit Interim Defense and Security Council Law, NUG health spending over five years, arrests linked to Daw Aung San Suu Kyi\u2019s birthday, civilian casualties from junta attacks, abuses against political prisoners in Daik-U Prison, and other developments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Sagaing Federal Unit has enacted an Interim Defense and Security Council Law to strengthen defense and security operations in the region. Under the law, the interim prime minister will chair the council, while the speaker of the federal unit parliament will serve as vice chair. The council will set defense and security policies, supervise People\u2019s Defense Forces and People\u2019s Security Forces, manage revolutionary funds, coordinate with allies, and declare emergency administrative areas when necessary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At a coordination meeting of the Committee Representing Pyidaungsu Hluttaw, the NUG Ministry of Health reported that, over five years of revolution, it has provided healthcare through 101 hospitals, 614 clinics, and 159 mobile clinics. Based on available data from 213 service sites, the ministry said it had treated over 1.39 million outpatients, provided nearly 58,000 antenatal services, assisted more than 73,000 births, and carried out over 55,000 surgeries. It said more than 28.27 billion kyats had been spent on healthcare services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Htantabin Township, Yangon Region, an eight-year-old girl went missing from her home on July 3 and was later found dead in a sack dumped in a garbage pile. Her earrings had reportedly been stolen, and both ears had been cut. In Mandalay\u2019s Chanmyathazi Township, the body of a man in his 40s was also found wrapped in a sack near Kandawgyi Lake, with injuries suggesting he may have been beaten elsewhere and dumped there.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Mawlaik Township, Sagaing Region, junta airstrikes reportedly killed one civilian and seriously injured three others. Local sources said two fighter jets from Homalin airbase bombed and fired rockets at a civilian area on July 3, killing a paralyzed man in his 60s and damaging several homes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Buthidaung Township, Rakhine State, another junta airstrike on Wanet Yone village killed one civilian and injured five others, including two three-year-old children. Local sources said three fighter jets and a Y-12 aircraft dropped around 50 bombs on the area on July 3.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A kamikaze drone believed to have flown from Myanmar exploded in a cornfield in Thailand\u2019s Tak Province near the border. No casualties were reported, but Thai authorities increased border security and warned residents to report suspicious military materials. Meanwhile, junta columns continued moving in Thayetchaung and Launglon townships in Tanintharyi Region, forcing local residents to flee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Political Prisoners Network\u2013Myanmar condemned alleged abuses at Daik-U Prison in Bago Region. It said the prison warden Thiha Htut and hospital chief Thaik Htwe were using criminal inmates as proxies to oppress elderly political prisoners, women prisoners, and pregnant inmates. The group said elderly prisoners were forced to do cleaning, farming, and hard labor, while sick prisoners were denied adequate medical care. It said such acts violated international prison standards, including the Nelson Mandela Rules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Karen State, two of six detainees who escaped from a KNU detention facility in Three Pagodas Pass after seizing weapons were recaptured. The remaining four and the stolen weapons are still being searched for. Separately, one junta soldier from Light Infantry Battalion 282 reportedly defected with a weapon in KNU-controlled territory, while around four more soldiers from a junta column in Minbu\/Mindon area also fled with weapons, according to military sources.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Nyan Lin Thit Analytica, the junta carried out at least 88 attacks targeting civilians between June 26 and July 2, killing at least 38 people and injuring 67. The group said the military conducted at least 72 military movements across 33 townships, with Sagaing Region seeing the highest number of incidents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Former NLD lawmaker Dr. Saw Naing was reportedly arrested after posting birthday wishes for Daw Aung San Suu Kyi on her 81st birthday. He and his wife were detained on June 19, though his wife was later released. Dr. Saw Naing was reportedly sent to Insein Prison. The Rangoon Scout Network also reported that at least 57 people were arbitrarily arrested in Yangon Region during June, including people detained for wearing roses on Daw Aung San Suu Kyi\u2019s birthday, journalists, CDM teachers, and people seized during guest-list checks, phone inspections, and street arrests.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Rakhine State, the Humanitarian and Development Coordination Office reported that, during the first six months of the year, junta attacks killed 83 civilians, injured 187, and led to the arrest of 65 people. The dead included 42 men and 41 women, among them 19 children under 18. HDCO said airstrikes, naval shelling, artillery attacks, gunfire, landmines, unexploded ordnance, and arrests had caused the casualties. It also reported damage to 229 homes, 83 shops, one bridge, one health facility, nine religious buildings, four schools, three warehouses, and other structures.
