Junta airstrikes in Maw Taung, Thandaunggyi, and Waw Lay kill nearly 30 civilians

m.CDM, April 28

It has been reported that on April 27 alone, the junta carried out repeated airstrikes on three locations in Tanintharyi Region and Karen State, killing nearly 30 civilians and burning down many homes.

In Tanintharyi Region, the junta bombed Maw Taung town, areas within Mae Wa (Thae Phyu) village tract, and neighborhoods in Maw Taung town itself. The attacks were carried out six times using fighter jets.

According to the KNU Myeik-Dawei District, at least 12 bombs weighing 300 pounds each exploded, and machine guns were also used. A husband and wife were killed, and some workers’ barracks belonging to the Pyithu Phyo Tun Company oil palm plantation were damaged.

Similarly, in Karen State, the junta also launched continuous airstrikes from morning until night on Ngwe Taung, Bahan, and Taw Pone Auk villages in Thandaunggyi Township on April 27.

Local residents said that more than 20 displaced civilians, including children and women, were killed in those attacks.

In addition, artillery fire from a junta base at Shwe Nann Ka Lay village reportedly caused some homes in Ngwe Taung and Bahan villages to catch fire.

At the same time, in the battle around the Waw Lay strategic base in southern Myawaddy Township, Karen State, the junta reportedly carried out six airstrikes on April 27.

During those attacks, at least six incendiary bombs were used, causing around 30 homes in Waw Lay and Hti The Lel villages to burn down.

At present, revolutionary joint forces have reportedly captured the outposts guarding the Waw Lay strategic base, while junta forces are said to be resisting fiercely mainly with air support.

⸻

2. Fighting in Mandalay and Kachin leaves at least 25 junta troops dead

m.CDM, April 28

Battles took place in Myingyan and Thabeikkyin Townships in Mandalay Region between junta troops and revolutionary joint forces, with at least 25 junta soldiers reportedly killed.

On April 27, revolutionary joint forces ambushed a junta convoy on the Myingyan–Nyaung-U road, reportedly killing around 25 junta personnel.

The attack was reportedly carried out jointly by Scorpion PDF, Myingyan BGF, Nyaung-U Battalion 5, and Taungtha Pa Ka Pha, and the resistance forces withdrew without casualties.

Likewise, on the morning of April 28, revolutionary fighters attacked two junta positions located between Twinge village and Tagaung town in Thabeikkyin Township.

During the clash, one junta soldier was reportedly killed, and revolutionary fighters seized the body and one magazine of ammunition.

After retaking Tagaung last March, junta forces are now reportedly advancing from Htigyaing to Katha, and from Katha toward Indaw, which is under NUG control.

Fighting is currently ongoing near Natyaytwin and Thutaung hilltop along the Katha–Naba–Indaw road, and junta columns have reportedly reached Natpauk Elephant Camp, about six miles from Indaw, forcing thousands of locals to flee.

Similarly, in Kachin State, junta forces are advancing from the Putao–Lungshayang side toward Sumprabum, which is under KIO control, leading to clashes with the KIA and rising military tensions.

A battle reportedly broke out on April 26 near Wadat village, above Swampiyan village. Although gunfire has now quieted, junta military movements are said to be continuing.

Junta leader Min Aung Hlaing has declared a state of emergency in five KIO-controlled townships in Kachin State, including Sumprabum, and inspections at checkpoints along the Myitkyina–Sumprabum road have reportedly been tightened.

⸻

3. Attacks on a junta base, reinforcement column, and Police Battalion 11 leave at least 5 dead and 17 injured on the junta side

m.CDM, April 28

According to Operation Flame (OF), attacks on a junta outpost at 48 Mile on the Bawgali–Mawchi road, a reinforcement column heading there, and Police Battalion 11 in Taungoo District, Bago Region, left at least five junta personnel dead and 17 injured.

The spokesperson for Operation Flame – OF said that due to difficulties on the ground and internet disruptions, details of operations conducted in February and March could only be released on the night of April 27.

At around 4 p.m. on February 16, resistance forces attacked the junta base at 48 Mile in Thandaunggyi Township using 20 rounds of 79 mm shells, injuring at least 10 enemy troops.

Then, at around 1:30 p.m. on February 17, a junta reinforcement column heading to the camp was hit by a landmine attack, in which five soldiers were killed and seven wounded.

Likewise, on March 28, Police Battalion 11 in Taungoo District, Bago Region was attacked with volleys of 79 mm launcher rounds, causing major damage inside the compound.

These operations were jointly carried out by Operation Flame – OF, NSA-31, and Burma Rangers 21 (BR-21).

The revolutionary forces involved said they would not consider accepting the junta’s fake show of peace led by Min Aung Hlaing, whom they described as a civilian-disguised dictator. They reaffirmed that they would continue fighting with whatever weapons they have for the release of State Counsellor Daw Aung San Suu Kyi, all political prisoners unjustly detained, and for the revolutionary goal of building a federal democratic union.

⸻

4. CPU/CPA warns fighting could break out at any time due to junta troop movements in southern Chin State

m.CDM, April 28

The Chin People’s Organization / Chin People’s Army (CPU/CPA) has warned that fighting could erupt at any time because junta forces are reinforcing troops and carrying out military movements in southern Chin State.

Since April 25, around 200 junta troops have reportedly arrived and stationed themselves in Kankyi village, Saw Township, Magway Region, which is only about 12 miles from Mindat.

Although the column may not be directly heading toward Mindat at the moment, revolutionary forces believe the junta may be preparing to launch operations into southern Chin after having regained control of Falam.

Therefore, resistance forces have issued a strong warning to civilians not to use the Kyantaw–Kankyi–Yayshin asphalt road under any circumstances.

They have also urged local residents to be especially alert to the danger of airstrikes and to make sure every household digs a bomb shelter.

CPU/CPA is a member of the Chin Brotherhood, formed jointly by CDF Mindat, CDF Kanpetlet, CDF Matupi, and CDF Daai, and currently controls much of southern Chin, including Mindat, Kanpetlet, and Matupi.

⸻

5. SAF says it has taken part in town- and base-seizure battles over the past five years and will push into Upper Myanmar and the central plains

m.CDM, April 28

The Student Armed Force (SAF), formed in 2021 by student youth, announced that over the past five years it has participated in battles to seize towns and military bases, and that it will now expand operations into Upper Myanmar and the central plains.

SAF said that during its five-year revolutionary journey, it successfully took part with allies in two town-seizure battles and two strategic hill-capture battles.

It also stated in its five-year report that it had engaged in more than 100 clashes with junta forces and had carried out five successful base-capture operations.

At present, SAF says it is reinforcing operations into the central plains to threaten junta arms factories, while continuing guerrilla warfare, drone operations, and rocket attacks in Upper Myanmar and Sagaing Region.

Over the past five years, SAF reportedly captured 50 junta prisoners of war and accepted 35 CDM defectors who came over to its side.

The group also recorded and honored the sacrifice of 17 SAF fighters who gave their lives in the struggle for the people’s liberation.

At a ceremony marking SAF’s fifth anniversary on April 27 in its central headquarters area, the group reportedly released 11 detainees among those it had captured and reduced the punishments of the rest.

⸻

6. TCSN calls for urgent action over MNDAA human rights abuses in Kutkai that caused civilian deaths

m.CDM, April 28

The Ta’ang Civil Society Network (TCSN) has called for urgent action to address human rights violations allegedly committed by the MNDAA in Kutkai Township, northern Shan State, including incidents that caused civilian deaths.

According to TCSN, during March, the MNDAA carried out drone attacks on Lwelsai, Mantam, and Hokyan villages, killing four civilians, including children sheltering in a monastery, and seriously injuring six others. Many homes and schools were also reportedly damaged.

It was also reported that in about 15 Ta’ang villages in Kutkai Township, village entrance signboards written in Ta’ang language and bearing the Ta’ang flag were destroyed by the MNDAA and forcibly replaced with Chinese and Burmese writing.

In addition, TCSN said the MNDAA has been forcibly recruiting new soldiers without the consent of local residents.

TCSN therefore called on the MNDAA to immediately stop ethnic discrimination and forced recruitment, ensure justice for those killed and injured, and rebuild damaged structures to their original condition.

At the same time, it has also been reported that shortly before the Chinese foreign minister’s visit to Myanmar, the MNDAA moved into areas along the China-Myanmar Belt and Road Initiative (BRI) corridor that had been controlled by allied forces such as the KIA, TNLA, and SSPP, and began planting flags.

The MNDAA is also reportedly setting up checkpoints in places such as Sehlan, Pansay, and 12 Mile in Namtu, Muse, Namkham, and Kutkai Townships. Analysts believe this may reflect both Chinese pressure to restart the stalled BRI project and growing military pressure by the MNDAA on its allies.

⸻

7. UN Special Rapporteur urges effective action to end Myanmar military impunity and break the cycle of violence

m.CDM, April 28

The UN Special Rapporteur on the situation of human rights in Myanmar has called on the international community to end the long-entrenched culture of impunity enjoyed by the Myanmar military and to take effective action to break the cycle of violence.

In his latest report, “From Impunity to Justice,” Special Rapporteur Tom Andrews pointed out that Myanmar is facing a grave human rights catastrophe because rulers in the country have remained above the law for decades.

The report says that to end Myanmar’s crisis, it is necessary not only to dismantle the military’s capacity to oppress the people, but also to hold accountable those responsible for serious human rights violations. It adds that the international community is still far too weak in supporting those seeking justice and accountability.

The report also notes that the Myanmar public is deeply frustrated and angered that, despite decades of grave abuses by the military—including attacks on civilians, persecution of ethnic minorities, and sexual violence—not a single top military commander has yet been held accountable.

Tom Andrews further states that although evidence already exists that some of the Myanmar military’s actions amount to crimes prosecutable under international law, accountability has still not been achieved.

He also criticized the UN Security Council for failing to refer the Myanmar situation to the International Criminal Court (ICC), saying this amounts to a betrayal of the world’s commitment to justice.

⸻

8. Kim Aris thanks countries calling for the release of Daw Aung San Suu Kyi and political prisoners

m.CDM, April 28

Kim Aris (also known as Ko Htein Lin), the younger son of Daw Aung San Suu Kyi, has expressed gratitude to countries and embassies that are calling for the release of his mother and other political prisoners, whom he says are being held hostage-like by the junta.

In a video message posted on April 27, Kim Aris said:

“We thank all the embassies and countries standing firmly with us. Countries such as the United Kingdom, Australia, Canada, Germany, Norway, the European Union, the Philippines, Thailand, and the United States continue to call for the release of my mother Daw Aung San Suu Kyi and all political prisoners, who are being held like hostages by the military dictatorship.”

He added that such calls are helpful at a time when the military has imposed an information blackout regarding Daw Aung San Suu Kyi.

“As a son, I know nothing about my mother. I do not know where she is. I do not know what condition she is in,” Kim said, speaking emotionally about his mother’s situation.

A Proof of Life campaign is currently being carried out to demand evidence that Daw Aung San Suu Kyi is still alive, and many people inside and outside Myanmar are actively participating.

The campaign organizers said on April 26 that the military has been attacking the social media page of the All In One Piece Movement, which leads the Proof of Life campaign.

Although President U Win Myint was released in the military’s New Year amnesty, the junta is still maintaining an information blackout on Daw Aung San Suu Kyi.

Kim Aris also said in his video:

“Your support is not only political. It is deeply human. It tells the people of Myanmar that they are not alone. Please continue to stand with the people of Myanmar.”

⸻

9. EU extends sanctions for one more year against those involved in the military coup and related organizations

m.CDM, April 28

The European Union announced on April 27 that it has extended by one year its sanctions against individuals and entities involved in the military coup in Myanmar.

The extension will keep the sanctions in place until May 2027, as part of continued pressure on the military authorities that overthrew Myanmar’s civilian government.

The Council of the European Union made the decision on April 27, based on the current situation in Myanmar and its annual review of the restrictive measures already in place.

The EU said the decision was based on the continued undermining of democracy in Myanmar and the persistence of serious human rights violations.

Under the renewed sanctions, 105 individuals and 22 entities remain subject to asset freezes, bans on receiving direct or indirect financial or economic support, and travel bans preventing entry into EU countries.

Other measures remain in force as well, including an embargo on arms and military equipment, and restrictions on the export of surveillance technology that could be used for domestic repression.

In addition, the EU continues to ban exports of dual-use goods that could be used by the military or border police, and prohibits military training or cooperation with Myanmar’s armed forces.

These sanctions were first imposed following the February 2021 military coup and the subsequent repression of the public.

The EU Council said it “continues to strongly condemn the actions carried out by the military since the 2021 coup.”

⸻

10.
