CDM Civil Servants call for impartial, transparent investigation into the Prime Minister’s Office case to prove that the new NUG cabinet reshuffle is genuinely reform-oriented

m.CDM – December 15

The Committee for the Establishment of an Independent CDM Civil Servants’ Organization urged the National Unity Government (NUG) to handle the ongoing case involving the Prime Minister’s Office clearly, impartially, and transparently—so that the recent cabinet reshuffle can be credibly demonstrated as a reform intended to serve the goals of the revolution.

The NUG reshuffled its cabinet on December 8, 2025. Because several “old faces” were reappointed, there has been widespread criticism that the reshuffle may not be sufficient to advance the revolution’s goals.

The Committee stated that the new cabinet must ensure that the investigation of the Prime Minister’s Office is conducted legally, impartially, and without political influence, so that the reshuffle can stand as strong evidence of genuine reform prioritizing the aims of the revolution.

On November 19, a group of 12 complainants—five CDM civil servants, one political prisoner, two NLD members, and four activists from the Prime Minister’s Office—submitted a letter to the Acting President alleging staff abuse, misuse of authority, and financial misconduct by the Office Minister and her husband.

On November 24, the NUG released a statement acknowledging the complaint and welcoming the formation of an investigation committee to ensure justice.

Subsequently, it was learned that while the investigation was still ongoing, the Interior Minister—who was the subject of the allegations—filed a counter-complaint against the same 12 individuals, and the investigation committee accepted both sides’ complaints simultaneously, creating a complex situation.

Nevertheless, the investigation committee has stated that it will conduct the inquiry fairly and impartially for both sides and ensure that justice prevails.

The Committee for the Establishment of an Independent CDM Civil Servants’ Organization also reaffirmed its solidarity with grassroots CDM civil servant groups across various regions.

2. Aung San Suu Kyi’s son Kim Aris says her health is deteriorating: “For all I know, she may already be dead”

m.CDM – December 15

Kim Aris, the younger son of detained State Counsellor Daw Aung San Suu Kyi, said in Tokyo that his mother’s health is deteriorating in detention at age 80 and that because the family has received no information at all, he fears he might not even learn of her death if it occurs.

He made the remarks during a December 15 interview with Reuters after attending a demonstration organized by Myanmar nationals in Tokyo.

Kim Aris said he believes his mother’s health has been progressively failing, citing reports of heart, bone, and gum problems.

“For all I know, she may already be dead. No one has seen her for more than two years. Even her legal team hasn’t been allowed to meet her. For the family, it’s even worse,” he said.

He added that since the 2021 coup, the family has had absolutely no contact with her for more than two and a half years. The last letter they received was more than two years ago, in which she described suffering from extreme heat and cold inside detention.

He said the family believes she is held in solitary confinement in Naypyidaw and noted that she was sentenced to a total of 27 years in prison on charges such as incitement, corruption, and election fraud—all of which she denies.

Kim Aris said the lack of information is even more distressing than previous periods of her detention under past military regimes.

He also urged the international community—particularly Japan—not to recognize the junta’s planned election and to increase pressure on the regime.

At the same time, he expressed hope that international pressure tied to the junta’s election plans might result in improved conditions for his mother or even her release.

He explained that during the 2016–2017 Rohingya crisis—designated a genocide by UN investigators—his mother was serving as State Counsellor but did not control the military under the 2008 constitution and had no authority over its actions.

3. Around 30 junta soldiers reportedly fled toward Swal Nan Village during the attack, allowing resistance forces to reclaim the site.

Recovered items included seven 122-mm short-range rockets, one MA-1 rifle, one MA-3, one MA-15, one G-3 rifle, 13 magazines, and about 1,200 rounds of assorted ammunition, along with six bodies of junta soldiers.

Between August and late November, resistance forces in Mawlaik District carried out the “Operation Thain-Ngat” offensive, capturing eight junta and Pyu Saw Htee bases and securing control over 17 villages.

However, the operation paused on November 24 due to difficulties civilians faced fleeing the area during harvest season.

After the pause, junta forces resumed offensives in Mawlaik Township, and on December 6 they looted and burned civilian homes in Mawlaik-Kalay Village, where displaced villagers had been taking refuge.

5. BGF deputy commander Maung Win builds new scam-center village near Kyauk Khoe Village in Myawaddy Township

m.CDM – December 15

Local reports say that Maung Win, deputy to the BGF commander Saw Chit Thu in Myawaddy Township, Karen State, is constructing a new scam-center village near Kyauk Khoe Village.

Following international pressure that dismantled well-known scam enclaves such as Shwe Kokko and KK Park along the Thai-Myanmar border, BGF units have been relocating the scam compounds to more remote and less accessible areas—such as the foothills of Dawna Mountain and dense interior areas.

Maung Win’s new scam village is reportedly located between three BGF battalions near Kyauk U Taung.
