There, an Indonesian facilitation team is holding separate meetings with each side in an effort to find a solution to the Myanmar crisis.<\/p>\n<p>Reports say the JCB was formed last year in Bangkok, Thailand, with initiative and coordination from <strong>U Han Nyunt Way<\/strong> of the Euro-Burma Office. It is said that:<\/p>\n<ul>\n<li>\n<p>Most of the Shan ethnic armed and political organizations are involved in the JCB,<\/p>\n<\/li>\n<li>\n<p>And that some non-Shan ethnic armed organizations are also included.<\/p>\n<\/li>\n<\/ul>\n<p>Some sources say <strong>KNU, KNPP, NUG<\/strong> and <strong>NUCC<\/strong> are among its members, but there has not yet been any official public announcement confirming this. U Han Nyunt Way is the son of former president <strong>Sao Shwe Thaik<\/strong> and is a Burma activist working from abroad.<\/p>\n<p>It is not yet fully clear from which angle the JCB intends to approach Myanmar\u2019s political problems:<\/p>\n<ul>\n<li>\n<p>Whether it is primarily a forum for \u201cfacilitation and coordination,\u201d<\/p>\n<\/li>\n<li>\n<p>Or whether it is meant as a mechanism to end the current armed conflict.<\/p>\n<\/li>\n<\/ul>\n<p>But because ethnic armed organizations and the <strong>National Unity Government (NUG)<\/strong> are also involved, it means that, although not all, a significant number of actors from <strong>both sides of the armed conflict<\/strong> are at least present in some form.<\/p>\n<p>Myanmar\u2019s internal war \u2013 called either \u201ccivil war\u201d or \u201carmed conflict\u201d \u2013 has dragged on for over <strong>70 years, approaching 80<\/strong>. The question is: <em>who actually has the capacity to bring this war to an end?<\/em><\/p>\n<p>One narrative says:<\/p>\n<ul>\n<li>\n<p>The civil war is a result of militarism and the military\u2019s policies.<\/p>\n<\/li>\n<\/ul>\n<p>The army, on the other hand, has claimed that:<\/p>\n<ul>\n<li>\n<p>The fighting that took place between the AFPFL government and various armed groups from 1948 to 1962 was the origin,<\/p>\n<\/li>\n<li>\n<p>That ethnic, leftist and right-wing armed groups chose the path of armed struggle,<\/p>\n<\/li>\n<li>\n<p>And the army simply defended the state and fought back.<\/p>\n<\/li>\n<\/ul>\n<p>From 1962 up to the present, however, the internal war has been waged against:<\/p>\n<ul>\n<li>\n<p>The one-party <strong>BSPP<\/strong> government formed by the coup-making military,<\/p>\n<\/li>\n<li>\n<p>Then the <strong>SLORC\/SPDC<\/strong> (NaWaTa \/ NaPa) regimes,<\/p>\n<\/li>\n<li>\n<p>And now, after 2021, the coup regime under the <strong>SAC<\/strong>.<\/p>\n<\/li>\n<\/ul>\n<p>The civil war that has flared up since the 2021 coup is, in effect:<\/p>\n<ul>\n<li>\n<p>A second <strong>full-scale nationwide civil war<\/strong> in Myanmar in over 70 years,<\/p>\n<\/li>\n<li>\n<p>The most intense since around 1952,<\/p>\n<\/li>\n<li>\n<p>The broadest in geographic spread,<\/p>\n<\/li>\n<li>\n<p>The deadliest in terms of casualties,<\/p>\n<\/li>\n<li>\n<p>With the largest number of displaced people,<\/p>\n<\/li>\n<li>\n<p>And with the greatest scale of destruction and loss.<\/p>\n<\/li>\n<\/ul>\n<p>This current war has been waged under the banner of:<\/p>\n<ul>\n<li>\n<p>Ending military dictatorship once and for all,<\/p>\n<\/li>\n<li>\n<p>Defeating the army so decisively that it can never again return to political power.<\/p>\n<\/li>\n<\/ul>\n<p>Over these nearly five years:<\/p>\n<ul>\n<li>\n<p>Tens of thousands of both combatants and civilians have been killed,<\/p>\n<\/li>\n<li>\n<p>Basic infrastructure, transportation networks, trade flows, border trade, and agricultural production have been severely damaged,<\/p>\n<\/li>\n<li>\n<p>Natural resources and the environment have also suffered enormous destruction.<\/p>\n<\/li>\n<\/ul>\n<p>The consequences of the war:<\/p>\n<ul>\n<li>\n<p>Are borne not only by armed fighters who are killed or wounded,<\/p>\n<\/li>\n<li>\n<p>But also by unarmed civilians who are being killed and maimed.<\/p>\n<\/li>\n<\/ul>\n<p>Yet the war continues.<\/p>\n<p>In the current talks facilitated by Indonesia, even though the two sides are <em>not<\/em> meeting face-to-face:<\/p>\n<ul>\n<li>\n<p>Indonesia\u2019s Myanmar team will likely act as a <strong>pillar<\/strong> (intermediary) and listen to each party explain its positions and its objectives.<\/p>\n<\/li>\n<\/ul>\n<p>Is Myanmar\u2019s civil war approaching its final chapter?<\/p>\n<p>Or are the discussions merely about:<\/p>\n<ul>\n<li>\n<p>How to buy time,<\/p>\n<\/li>\n<li>\n<p>How to rebuild strength and capacity,<\/p>\n<\/li>\n<li>\n<p>And how to prepare for continued fighting?<\/p>\n<\/li>\n<\/ul>\n<p>For now, it is still too early to draw a
