There will be many reasons given, but the main one is probably this general view:<\/p>\n<blockquote>\n<p><em>To reach the goal of ending the dictatorship more quickly, the NUG\u2019s current structure and way of operating needs to be revised.<\/em><\/p>\n<\/blockquote>\n<p>Some also argue that:<\/p>\n<ul>\n<li>\n<p>The NUG is structured too much like a <strong>\u201cnormal period government,\u201d<\/strong><\/p>\n<\/li>\n<li>\n<p>And not enough like a <strong>revolutionary wartime government<\/strong>,<\/p>\n<\/li>\n<li>\n<p>So it fails to push the revolution forward as effectively as it should.<\/p>\n<\/li>\n<\/ul>\n<p>Another current of opinion is this:<br \/>If the NUG\u2019s goals and objectives put <strong>military victory<\/strong> at the center, then leadership in <strong>military affairs<\/strong> should be in the hands of people with <strong>real military experience and expertise<\/strong>.<\/p>\n<p>Critics say that many of the current military leaders <strong>do not have proper military backgrounds<\/strong>, and that those positions should instead be given to experienced, professional commanders.<\/p>\n<p>Another reform view is that <strong>unnecessary ministries should be removed<\/strong> and the government made <strong>leaner and more compact<\/strong>. Some believe that the large number of ministries leads to <strong>extra, avoidable operating costs<\/strong>.<\/p>\n<p>On top of that, other criticisms say:<\/p>\n<ul>\n<li>\n<p>The NUG\u2019s handling of <strong>donations, fundraising, and tax revenues<\/strong> collected in liberated areas<\/p>\n<\/li>\n<li>\n<p>Has been <strong>weak in systematic financial management<\/strong>,<\/p>\n<\/li>\n<li>\n<p>Has seen <strong>misuse<\/strong> and <strong>unfair distribution<\/strong>,<\/p>\n<\/li>\n<\/ul>\n<p>and that these issues also justify the need for reform.<\/p>\n<p>As the revolution nears its fifth year, there have already been cases in which <strong>district- and township-level Pa-Ka-Fa \/ Pa-Ah-Pha bodies<\/strong> have been arrested or exposed for <strong>financial corruption<\/strong>, with amounts ranging from <strong>tens of millions<\/strong> of kyat up to <strong>hundreds of millions<\/strong>. These cases reinforce the views mentioned above.<\/p>\n<p>Recently, there have even been complaints that civil servants under the <strong>NUG Prime Minister\u2019s Office Minister of State<\/strong> have <strong>misused funds<\/strong> and used them for <strong>personal benefit<\/strong>. The alleged incidents are not brand-new; they go back some time. But they are now being brought to public attention at the very moment when talk of the need for NUG reform is spreading widely \u2014 which suggests people chose this timing to file their complaints.<\/p>\n<p>Some reports say that the NUG itself held a <strong>reform meeting<\/strong> around the <strong>last week of August<\/strong> or the <strong>first week of September<\/strong>. But nearly <strong>three months later<\/strong>, the NUG leadership has still <strong>not publicly shared the results<\/strong> of that meeting with the public.<\/p>\n<p>There have been rumors that:<\/p>\n<ul>\n<li>\n<p>Some ministries will be turned into <strong>commissions or departments<\/strong> under the Prime Minister\u2019s Office,<\/p>\n<\/li>\n<li>\n<p>And that certain ministries would be restructured.<\/p>\n<\/li>\n<\/ul>\n<p>Some news reports even claimed that the <strong>Ministry of Human Rights<\/strong> would be reorganized as a <strong>commission<\/strong>. But there has been <strong>no clear, official statement<\/strong> from the NUG on these matters so far.<\/p>\n<p>In recent days, the <strong>Minister for International Cooperation<\/strong> has told at least one media outlet that he has <strong>submitted his resignation from the NUG<\/strong>. That invites the question of whether this resignation followed on from the <strong>NUG reform meeting<\/strong> held a few months ago. It can be inferred that <strong>decisions on structural changes<\/strong> have already been made within the NUG. The meeting in <strong>Brussels, Belgium<\/strong> appears to have produced decisions to <strong>streamline ministries and make the cabinet more compact<\/strong> \u2014 but again, these have not yet been publicly explained.<\/p>\n<p>Beyond organizational reform, there is another area the NUG will likely need to reconsider:<\/p>\n<blockquote>\n<p>The <strong>strategy and pathway<\/strong> of the Spring Revolution itself \u2014 that is, the path to ending military dictatorship.<\/p>\n<\/blockquote>\n<p>Questions the NUG must revisit include:<\/p>\n<ul>\n<li>\n<p>Will the dictatorship be ended <strong>primarily by armed struggle<\/strong>, pursued all the way to victory?<\/p>\n<\/li>\n<li>\n<p>If so, <strong>with which forces<\/strong> will joint commands be formed?<\/p>\n<\/li>\n<li>\n<p>With which groups will the NUG form <strong>alliances<\/strong>?<\/p>\n<\/li>\n<\/ul>\n<p>These are strategic questions that need to be reviewed and confirmed.<\/p>\n<p>Five years after the coup, we also need to ask:<\/p>\n<ul>\n<li>\n<p>Have relations between the <strong>ethnic armed organizations (EAOs)<\/strong> and the <strong>NUG<\/strong> grown stronger, or have they deteriorated?<\/p>\n<\/li>\n<\/ul>\n<p>The answer will have a direct impact on the <strong>future of the Spring Revolution<\/strong>.<\/p>\n<p>The state of relations:<\/p>\n<ul>\n<li>\n<p>Before <strong>Operation 1027<\/strong>,<\/p>\n<\/li>\n<li>\n<p>After 1027\u2019s campaigns,<\/p>\n<\/li>\n<li>\n<p>And now in <strong>2025<\/strong>,<\/p>\n<\/li>\n<\/ul>\n<p>is clearly <strong>not the same<\/strong>.<\/p>\n<p>After two major EAOs agreed to ceasefires \u2014 under <strong>Chinese pressure<\/strong>, and citing the need to hold and govern the territories they had gained \u2014 their choices have inevitably affected relations between:<\/p>\n<ul>\n<li>\n<p>The NUG, and<\/p>\n<\/li>\n<li>\n<p>The ethnic armed organizations as a whole.<\/p>\n<\/li>\n<\/ul>\n<p>Given these changes, and the shifting situation on the ground, the NUG must <strong>restructure itself more tightly<\/strong> and also ensure that those given responsibility:<\/p>\n<ul>\n<li>\n<p>Have the <strong>skills and competence<\/strong> needed for the role,<\/p>\n<\/li>\n<li>\n<p>Are <strong>honest<\/strong>,<\/p>\n<\/li>\n<li>\n<p>And are willing to make <strong>sacrifices and tough choices<\/strong> for the revolution.<\/p>\n<\/li>\n<\/ul>\n<p>For over <strong>three to four million people<\/strong> displaced inside the country, forced to flee their homes,<br \/>and <strong>four to six million Burmese<\/strong> who have left the country and are working abroad,<\/p>\n<p>there are <strong>immense hopes<\/strong> pinned on the Spring Revolution.<\/p>\n<p>Ensuring those hopes are <strong>not betrayed or extinguished<\/strong> ultimately depends on the <strong>conduct and capability of the revolutionary forces<\/strong> themselves.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Myanmar Spring Chronicle \u2013 Viewpoint of November 30(MoeMaKa) 1 December 2025 What is the NUG, where is the NUG, and what is the outlook for the Spring Revolution?
