Such reports especially come from regions <strong>outside the traditional EAO-controlled areas<\/strong>\u2014for example, the central dry zone, Yaw and Saw areas, and Tanintharyi in the far south.<\/p>\n<p>In recent days, news emerged from <strong>Kanbalu Township<\/strong> that a <strong>tax official and staff members<\/strong> were arrested and investigated for <strong>embezzling tens of millions of kyats<\/strong>. It is believed they forged <strong>receipts and seals<\/strong> and siphoned off tax revenues. Kanbalu, in <strong>Sagaing Region<\/strong> along the Mandalay\u2013Myitkyina highway, like many places in Sagaing, is rich in resources such as <strong>timber and gold<\/strong>\u2014so tax collections there can bring in <strong>substantial revenue<\/strong>.<\/p>\n<p>A few months earlier in <strong>Kani Township (Sagaing)<\/strong>, <strong>13 members<\/strong> of the local <strong>\u201cPa-Thone-Loan\u201d<\/strong> committees\u2014People\u2019s Defense, People\u2019s Administration, and People\u2019s Security\u2014were arrested and investigated over <strong>financial abuses<\/strong>. Reports said the amount involved could reach <strong>many tens of millions of kyats<\/strong>. Revenues in Kani include river-transport fees and levies related to <strong>timber extractions<\/strong> from zones such as the <strong>Alaungdaw Kathapa protected forest<\/strong>, where permissions were allegedly granted in exchange for taxes or \u201cfees.\u201d<\/p>\n<p>These abuses reportedly <strong>did not begin recently<\/strong>; they date back <strong>over two years<\/strong>. Though complaints surfaced, <strong>no action<\/strong> was taken until certain armed battalions gathered evidence and <strong>reported directly up to the NUG<\/strong> leadership, prompting the current investigations.<\/p>\n<p>The two cases above\u2014both <strong>embezzlement<\/strong>\u2014are from <strong>Sagaing<\/strong>. But issues have also been reported elsewhere. An essay dubbed <strong>\u201cDry-Zone Dubai\u201d<\/strong> described, in oilfield areas like <strong>Myaing<\/strong> and <strong>Yesagyo<\/strong> (Magway Region), problems around management of oil-tax revenues, corruption, and the spread of <strong>illegal gambling and brothels<\/strong>. Publication of that essay sparked debates over whether it should have been published; some even claimed it led to <strong>airstrikes by the junta<\/strong>. Others argued that, as the <strong>NUG\u2019s administrative, tax, and justice organs<\/strong> bear responsibility, and as the Spring Revolution was born to <strong>reject corruption, abuse of power, and rights violations<\/strong>, such matters must be <strong>exposed and held to account<\/strong>, not tolerated even \u201ca little.\u201d<\/p>\n<p>Beyond financial abuse, there have also been <strong>serious rights violations and crimes<\/strong> committed by <strong>some members<\/strong> of resistance units. Early in the coup period, a group led by <strong>U Thaw Bar Kana (formerly Sayadaw Thapyay Aye), later nicknamed \u201cLt. Gen. Brahmin\u201d<\/strong>, in <strong>Yinmarbin Township<\/strong>, was accused of <strong>killing around 20<\/strong> local PDFs, volunteer firefighters, and civilians\u2014one of the earliest grave abuses. Later, in a village in <strong>Chaung-U Township<\/strong>, some local defense members allegedly <strong>detained, raped, and murdered<\/strong> several <strong>underage girls and boys<\/strong>. In <strong>Saw Township<\/strong>, a PDF unit reportedly <strong>killed about seven people<\/strong>\u2014a family and their guest\u2014and <strong>looted property<\/strong>. Last year in <strong>Kanbalu<\/strong>, the <strong>PLF township lead<\/strong> and others allegedly <strong>sexually exploited<\/strong> detained women.<\/p>\n<p>Most recently, in a village in <strong>Saw Township<\/strong>, a PDF member allegedly <strong>raped and murdered<\/strong> an <strong>underage girl<\/strong> and hid the body in an <strong>abandoned clinic<\/strong>. Locals protested, demanding the <strong>death penalty<\/strong>. Although the suspect has been arrested, doubts remain as to whether <strong>effective accountability<\/strong> will follow.<\/p>\n<p>In major cases like <strong>unlawful killings and sexual violence<\/strong>, <strong>effective prosecution and punishment<\/strong> have often been <strong>absent<\/strong>. Officials sometimes tell the public, \u201cIt\u2019s wartime; justice will be done <strong>after<\/strong> the revolution,\u201d but this <strong>impunity<\/strong> risks <strong>encouraging repeat offenses<\/strong>.<\/p>\n<p>When reviewing these reports, one notes they <strong>mostly surface<\/strong> from <strong>Bamar-majority dry-zone areas<\/strong> under PDF control. It is fair to ask whether <strong>similar abuses<\/strong> occur in <strong>ethnic armed groups\u2019 territories<\/strong>.
