{"id":8243,"date":"2025-10-31T01:05:47","date_gmt":"2025-10-30T18:35:47","guid":{"rendered":"https:\/\/moemaka.net\/eng\/?p=8243"},"modified":"2025-10-31T01:06:03","modified_gmt":"2025-10-30T18:36:03","slug":"second-agreement-reached-to-hand-back-territory-controlled-by-the-brotherhood-alliance-in-northern-shan-state","status":"publish","type":"post","link":"https:\/\/moemaka.net\/eng\/2025\/10\/second-agreement-reached-to-hand-back-territory-controlled-by-the-brotherhood-alliance-in-northern-shan-state\/","title":{"rendered":"Second Agreement Reached to Hand Back Territory Controlled by the Brotherhood Alliance in Northern Shan State"},"content":{"rendered":"\n<p><a href=\"https:\/\/moemaka.net\/eng\/wp-content\/uploads\/2025\/10\/image-1-2.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-8244\" src=\"https:\/\/moemaka.net\/eng\/wp-content\/uploads\/2025\/10\/image-1-2.png\" alt=\"\" width=\"720\" height=\"463\" srcset=\"https:\/\/moemaka.net\/eng\/wp-content\/uploads\/2025\/10\/image-1-2.png 720w, https:\/\/moemaka.net\/eng\/wp-content\/uploads\/2025\/10\/image-1-2-300x193.png 300w, https:\/\/moemaka.net\/eng\/wp-content\/uploads\/2025\/10\/image-1-2-560x360.png 560w, https:\/\/moemaka.net\/eng\/wp-content\/uploads\/2025\/10\/image-1-2-260x167.png 260w, https:\/\/moemaka.net\/eng\/wp-content\/uploads\/2025\/10\/image-1-2-160x103.png 160w\" sizes=\"auto, (max-width: 720px) 100vw, 720px\" \/><\/a><\/p>\n<p><strong>Myanmar Spring Chronicle \u2013 October 28 Overview<\/strong><br \/><em>(MoeMaKa) October 30, 2025<\/em><\/p>\n<p><strong>Second Agreement Reached to Hand Back Territory Controlled by the Brotherhood Alliance in Northern Shan State<\/strong><\/p>\n<p>It was announced this afternoon (October 30) that the <strong>Ta\u2019ang National Liberation Army (TNLA)<\/strong> and Myanmar\u2019s military junta have reached a <strong>second agreement<\/strong> to hand back two towns \u2014 <strong>Momeik<\/strong> in northern Shan State and <strong>Mogok<\/strong> in Mandalay Region \u2014 which were captured by the TNLA during the first and second waves of <strong>Operation 1027<\/strong>.<\/p>\n<p>Under the agreement, which also includes a <strong>ceasefire<\/strong> between the TNLA and the junta beginning at <strong>midnight on October 29<\/strong>, the TNLA will withdraw from the two towns while the junta has agreed to halt airstrikes and offensive operations in Ta\u2019ang areas and to refrain from further advances.<\/p>\n<p>The discussions took place in <strong>Kunming, Yunnan Province, China<\/strong>, on <strong>October 27\u201328<\/strong>, with the TNLA delegation led by <strong>Vice Commander-in-Chief Tar Jot Jar<\/strong>, and the junta delegation led by <strong>Deputy Commander-in-Chief Ko Ko Oo<\/strong>. <strong>China\u2019s Special Envoy for Myanmar, Deng Xijun<\/strong>, attended the talks as mediator, according to reports.<\/p>\n<p>Although the full text of the agreement has not been released, the key points include:<\/p>\n<ul>\n<li>\n<p>TNLA\u2019s withdrawal from <strong>Momeik and Mogok<\/strong>, and<\/p>\n<\/li>\n<li>\n<p>The junta\u2019s pledge not to conduct airstrikes, ground offensives, or troop advances in TNLA-controlled areas.<\/p>\n<\/li>\n<\/ul>\n<p>After the <strong>MNDAA<\/strong> and the junta reached a ceasefire earlier this year, the momentum of <strong>Operation 1027<\/strong> slowed. The <strong>April handover of Lashio<\/strong> also stirred mixed reactions among revolutionary forces. Similarly, this new TNLA ceasefire has generated disappointment among resistance supporters still fighting the junta.<\/p>\n<p>The earlier ceasefire and town handover by one of the <strong>Brotherhood Alliance<\/strong> members had already revealed that the <strong>goals and interests<\/strong> of ethnic armed organizations (EAOs) and the broader Spring Revolution forces are not fully aligned. Operation 1027 was launched with the declared goal of <strong>ending the military dictatorship<\/strong>, and resistance groups across Myanmar, including numerous PDFs, had joined in solidarity attacks at that time.<\/p>\n<p>Although these offensives showcased a rare moment of <strong>nationwide unity<\/strong> against the junta, the <strong>January ceasefire<\/strong> undermined that unity militarily and exposed <strong>political divergences and conflicting agendas<\/strong> among the resistance groups.<\/p>\n<p>Subsequently, disputes and clashes over territorial control between TNLA and other EAOs in neighboring areas further weakened cohesion.<\/p>\n<p>As the situation evolved, TNLA was forced onto the defensive: it lost <strong>Naungcho in July<\/strong>, <strong>Kyaukme two months later<\/strong>, and most recently <strong>Hsipaw<\/strong>, which fell within just two weeks.<\/p>\n<p>While these setbacks do not necessarily mean TNLA has been defeated, its loss of territory, combined with China\u2019s <strong>tight pressure on the UWSA<\/strong> \u2014 a major source of arms and financial support \u2014 has placed TNLA in a difficult position. At the same time, <strong>PDF forces in upper Myanmar<\/strong> could no longer provide the same level of manpower and coordination they did during the first and second phases of Operation 1027.<\/p>\n<p>This situation points to a growing <strong>gap in objectives and priorities<\/strong> between ethnic armed groups and central Myanmar\u2019s PDF forces. Although some had urged solidarity with TNLA when the junta began new offensives in mid-2025, such coordinated actions did not materialize. Facing isolation, TNLA fought largely alone for months, lost multiple towns, and was ultimately compelled to accept a ceasefire.<\/p>\n<p>Following the announcement, some resistance leaders in central Myanmar called on the public to <strong>understand the position of ethnic armed groups<\/strong>, while also encouraging people to <strong>redouble their efforts<\/strong> in the struggle against the junta.<\/p>\n<p>The <strong>Mandalay People\u2019s Defense Force (MDY PDF)<\/strong> issued a statement the same day, pledging to <strong>continue defending its territories<\/strong> under the <strong>command of the NUG\u2019s Ministry of Defense<\/strong>, and declaring that TNLA\u2019s ceasefire would not affect its own military operations.<\/p>\n<p>Likewise, the <strong>Mogok Strategic Force (PDF)<\/strong> declared that although TNLA had agreed to return <strong>Mogok<\/strong> to the junta, they themselves <strong>would not withdraw<\/strong> and would <strong>continue fighting<\/strong> to defend the town.<\/p>\n<p>These developments emerged within hours of the ceasefire announcement. Many observers believe that with TNLA no longer an immediate target, the junta may now <strong>concentrate its forces against MDY PDF and the Mogok Strategic Force<\/strong>.<\/p>\n<p>It is therefore expected that <strong>upper Sagaing and northern Mandalay Regions<\/strong> could soon see heightened military activity.
