\ud83d\udccc\ud83d\udccc 1. Myanmar\u2019s UN Ambassador Says the Military Junta Is Incapable of Effectively Addressing Cyber Scam Centers Due to Its Own Involvement<\/strong><\/p>\n\n\n\n

Myanmar\u2019s Permanent Representative to the United Nations, Ambassador U Kyaw Moe Tun, has stated that the military junta cannot effectively resolve the issue of cyber scam centers because the junta itself is directly involved in such operations.<\/p>\n\n\n\n

He made these remarks during the 80th session of the United Nations General Assembly, under the agenda of the \u201cOther Disarmament Measures and International Security\u201d discussion hosted by the UN\u2019s Disarmament and International Security Committee.<\/p>\n\n\n\n

Ambassador U Kyaw Moe Tun emphasized that since the unlawful military coup, the junta and its subordinate Border Guard Forces (BGF) have been exploiting Information and Communication Technology (ICT) for activities that endanger the public.<\/p>\n\n\n\n

He further explained that the junta\u2019s failure to address the root causes of cyber scam operations and its lack of meaningful cooperation with relevant stakeholders have resulted in the relocation of these scam centers from Myanmar\u2019s northeastern border to the southeastern border areas. Consequently, the northeastern region has temporarily seen some relief.<\/p>\n\n\n\n

Ambassador Kyaw Moe Tun warned that because the junta itself is complicit in these cyber scam centers, it is evidently incapable of resolving the problem effectively. He underscored that this issue has significant implications for both regional and international peace and security.<\/p>\n\n\n\n

He also expressed concern over the military\u2019s establishment of a digital authoritarian system, describing it as an alarming development.<\/p>\n\n\n\n

The Ambassador elaborated that the terrorist junta currently controls the country\u2019s digital and telecommunication infrastructure, has suspended internet and phone services, blocked social media platforms, and coerced ICT service providers to unlawfully share the personal data of individuals who hold dissenting views.<\/p>\n\n\n\n

He further revealed that the junta has been using a \u201cPersonal Scrutinization and Monitoring System\u201d as part of its digital surveillance operations to track and arrest participants in the Civil Disobedience Movement (CDM) and human rights defenders.<\/p>\n\n\n\n

Ambassador Kyaw Moe Tun stressed that under these circumstances\u2014where cyberspace has been transformed into a surveillance hub\u2014the junta\u2019s planned sham election would only prolong violence, expand cybercrime, and deepen regional instability.
He urged the international community to categorically reject the junta\u2019s deceptive schemes.<\/p>\n\n\n\n

Ambassador U Kyaw Moe Tun, Myanmar\u2019s Permanent Representative to the United Nations, has warned that the military junta\u2019s increasing engagement in space technology cooperation represents a deeply concerning development.<\/p>\n\n\n\n

He delivered these remarks during the 80th session of the UN General Assembly\u2019s Disarmament and International Security Committee, at a meeting focused on the theme of \u201cOuter Space (Disarmament Aspects).\u201d<\/p>\n\n\n\n

Ambassador Kyaw Moe Tun expressed particular concern that certain member states possessing spacefaring technology have established satellite imagery analysis centers under the pretext of peaceful purposes, while at the same time strengthening space-related cooperation with the Myanmar military regime.<\/p>\n\n\n\n

Although he diplomatically referred to these as \u201ccertain member states with spacefaring capabilities,\u201d it was implicitly understood that he was referring to Russia.<\/p>\n\n\n\n

The Ambassador revealed that one such country had reportedly offered to share intelligence gathered through its military reconnaissance satellites with the junta for military use.<\/p>\n\n\n\n

He noted that while the peaceful use of outer space, including satellite technology and space-based communications systems, is vital for the benefit of humankind, the potential misuse of these technologies also poses serious threats.<\/p>\n\n\n\n

He also shared that Myanmar\u2019s first microsatellite, MMSAT-1<\/em>, was designed and developed through collaboration between the Myanmar Aerospace Engineering University (MAEU) and Hokkaido University in Japan, aiming to monitor natural disasters, agriculture, forestry, and fisheries.<\/p>\n\n\n\n

However, he explained that following the junta\u2019s illegal coup, the program was suspended due to growing concerns over the regime\u2019s militarization of space technology.<\/p>\n\n\n\n

Ambassador Kyaw Moe Tun expressed his gratitude to the Japanese government for taking preventive measures to ensure that the junta could not exploit space technology for military purposes, thereby protecting the lives of Myanmar\u2019s civilians.<\/p>\n\n\n\n

He welcomed the conclusions of the UN\u2019s Group of Governmental Experts (GGE)<\/em> report, which aims to strengthen practical measures toward preventing an arms race in outer space (PAROS).
He also called upon all member states to cut off the flow of arms, jet fuel, and dual-use technologies to the terrorist junta to help save the lives of Myanmar\u2019s people.<\/p>\n\n\n\n

\ud83d\udccc\ud83d\udccc 3. NUG Urges International Action Against the Junta\u2019s Involvement in Online Kyarpyaint Scam Operations<\/strong><\/p>\n\n\n\n

The National Unity Government (NUG) has urged the international community to take firm action against the Myanmar military junta for its direct or indirect support of online Kyarpyaint (cyber fraud) operations that have victimized people around the world.<\/p>\n\n\n\n

This appeal was made by NUG Spokesperson U Nay Phone Latt, on behalf of the Office of the Prime Minister, in Statement No. 18\/2025 addressed to both the domestic and international public.<\/p>\n\n\n\n

He pointed out that these online scam operations\u2014affecting not only Myanmar but also citizens across ASEAN and other parts of the world\u2014are closely linked to the terrorist military and its affiliated Border Guard Forces (BGFs).<\/p>\n\n\n\n

He cited reports in Chinese media quoting Wei San, a BGF commander under the junta, who admitted that his group had received protection and authorization from the junta and had even paid a portion of the fraudulent proceeds to the military regime in exchange for such protection.
This statement, U Nay Phone Latt said, serves as clear evidence of the junta\u2019s direct or indirect support for these criminal operations.<\/p>\n\n\n\n

He therefore urged the international community to impose stronger sanctions and take decisive action to end these criminal enterprises backed by the junta.<\/p>\n\n\n\n

He also revealed that the United Nations Office on Drugs and Crime (UNODC) has been receiving numerous letters from Myanmar citizens who were trafficked to Cambodia, forced into sexual exploitation, or coerced into working in online Kyarpyaint scam operations.<\/p>\n\n\n\n

Accordingly, he warned the public to carefully verify any online job offers before accepting them and to remain vigilant against Kyarpyaint-related schemes.<\/p>\n\n\n\n

The NUG acknowledged and commended ongoing international efforts to combat cross-border crimes\u2014particularly online scam operations concentrated in border areas under the control of the junta\u2019s subordinate forces.
The NUG also affirmed its readiness to continue close cooperation with international partners in these efforts.<\/p>\n\n\n\n

Furthermore, the NUG disclosed that it has established a Task Force on Transnational Organized Crime Eradication<\/em> to effectively implement and coordinate measures to combat such cross-border criminal activities.<\/p>\n\n\n\n
