A distinctive feature this year is the attendance of <strong>global leaders<\/strong> from the Americas, Europe, Africa, and Asia\u2014an effort to underscore ASEAN\u2019s growing prominence.<\/p>\n<p>Regarding Myanmar, ASEAN again <strong>did not invite the junta leader<\/strong>; only the regime\u2019s <strong>permanent secretary from the foreign ministry<\/strong> was allowed to attend, while leaders from all other ASEAN member states are present.<\/p>\n<p>Beyond ASEAN members, attendees include: <strong>U.S. President Trump; Russia\u2019s Deputy Prime Minister Alexander Novak; India\u2019s Prime Minister Modi; China\u2019s Premier Li Qiang; Australia\u2019s Prime Minister Albanese; Japan\u2019s new Prime Minister Sanae Takaichi; South Korea\u2019s President Lee Jae-myung; and New Zealand\u2019s Prime Minister Christopher Luxon.<\/strong><\/p>\n<p>Although Myanmar is an issue ASEAN says it <strong>must<\/strong> address, the organizers have clearly tried to <strong>keep it from dominating<\/strong> a summit that also features non-ASEAN global leaders.<\/p>\n<p>On <strong>October 26<\/strong>, ASEAN issued a statement on Myanmar with <strong>28 points<\/strong>: <strong>15 \u201cassessments\u201d<\/strong> and <strong>13 \u201cdecisions.\u201d<\/strong> The assessments largely note\u2014based on the rotating chair\u2019s evaluation report\u2014that there has been <strong>no significant progress<\/strong> in implementing the <strong>Five-Point Consensus<\/strong>. ASEAN says it will <strong>continue to hold to<\/strong> that consensus and <strong>press for its implementation<\/strong>.<\/p>\n<p>ASEAN <strong>urges all armed groups in Myanmar<\/strong> to <strong>reduce violence<\/strong>, <strong>refrain from attacks on civilians and civilian infrastructure<\/strong>, and, echoing appeals made after the earthquakes that struck the Mandalay\/Sagaing area early this year, to <strong>pursue ceasefires<\/strong>.<\/p>\n<p>The statement also <strong>encourages regional and international partners<\/strong> to step up <strong>humanitarian assistance<\/strong> through the <strong>AHA Centre<\/strong>, and it <strong>backs the ASEAN Special Envoy\u2019s efforts<\/strong> to promote <strong>inclusive dialogue<\/strong> among all stakeholders <strong>before the election<\/strong>. From such talks, ASEAN urges Myanmar to develop a <strong>home-grown peace plan<\/strong> led by Myanmar itself.<\/p>\n<p>Until there is meaningful progress on the Five-Point Consensus, ASEAN will <strong>maintain the decision<\/strong> to <strong>bar political-level representatives<\/strong> of the junta from high-level meetings.<\/p>\n<p>In short, the statement centers on three things:<\/p>\n<ul>\n<li>\n<p>acknowledgement of <strong>weak implementation<\/strong> of the Five-Point Consensus,<\/p>\n<\/li>\n<li>\n<p>a push for <strong>inclusive dialogue before any election<\/strong>, and<\/p>\n<\/li>\n<li>\n<p>calls to <strong>scale up humanitarian aid<\/strong> via the <strong>AHA Centre<\/strong>.<\/p>\n<\/li>\n<\/ul>\n<p>While civil war and humanitarian need are severe inside Myanmar, the statement also flags the need to address <strong>online scam syndicates<\/strong> along the border regions.<\/p>\n<p>Domestically and internationally, the junta is <strong>marketing its planned election<\/strong> as a path out of crisis. Yet, as the <strong>KIA leadership<\/strong> recently warned, an election could <strong>deepen division and complexity<\/strong> rather than resolve anything.<\/p>\n<p>With <strong>political parties, activists, and civil groups suppressed<\/strong>, widespread fighting, and <strong>systematic human-rights abuses and mass killings<\/strong>, many inside and outside Myanmar believe that holding an election <strong>now<\/strong> will <strong>not<\/strong> solve the crisis. Some neighboring states\u2014<strong>China and India<\/strong>\u2014are nevertheless <strong>supportive<\/strong> of proceeding with the vote.<\/p>\n<p>Just days earlier, Malaysia\u2019s foreign minister said <strong>ASEAN cannot block<\/strong> Myanmar\u2019s election.<\/p>\n<p>For Myanmar people, it is time to <strong>recognize<\/strong> that solutions are <strong>unlikely<\/strong> to come ready-made from <strong>ASEAN, the United States, or the United Nations<\/strong>.
