The exodus, which began yesterday, has continued nonstop into today.<\/p>\n<p>Along the Thai\u2013Myanmar frontier there are multiple places with similar traits: frequent armed clashes; locations right on or straddling the border where a neighboring country\u2019s laws are harder to enforce; and areas <strong>protected by armed groups<\/strong>. In such areas, casinos\u2014often illegal in many countries\u2014first took root under the protection of these groups. In recent years, those businesses morphed into large-scale <strong>online scamming operations<\/strong> (\u201ckyar pyan\u201d).<\/p>\n<p>Fraud is a crime everywhere, and these outfits need a labor force. With modern IT tools and widespread social-media use, scammers exploit people\u2019s <strong>lack of tech literacy and easy trust<\/strong>, enticing them online into sham investments and \u201cget-rich-quick\u201d schemes.<br \/>Before social media became dominant, there were cross-border crimes like <strong>hacking bank accounts and credit cards<\/strong>. Now, however, social platforms provide far broader avenues for <strong>grooming and manipulating<\/strong> targets across borders to extract money.<\/p>\n<p>Because these scam compounds operate in <strong>lawless or weakly governed areas<\/strong>, they can <strong>recruit and deceive workers<\/strong>, <strong>detain<\/strong> them, <strong>force them to work under slave-like conditions<\/strong>, <strong>abuse<\/strong> them, and\u2014in some cases\u2014drive them to <strong>death<\/strong>.<\/p>\n<p>The sums involved are staggering: <strong>tens of millions of dollars per syndicate<\/strong>, and globally <strong>hundreds of millions to billions<\/strong>. Victims are most numerous in developed countries, but people in middle- and lower-income countries are also targeted.<\/p>\n<p>For <strong>China<\/strong>, many victims are Chinese citizens\u2014and many <strong>ringleaders<\/strong> are also Chinese nationals\u2014so Beijing sees both a need to <strong>protect its citizens<\/strong> and a concern that these crimes <strong>damage the country\u2019s reputation<\/strong>.<\/p>\n<p>Today, major scam bases include <strong>Myanmar, Cambodia, and the Thai\u2013Myanmar border<\/strong>. In Myanmar, numerous armed groups and ongoing fighting, combined with a focus on <strong>raising revenue rather than politics<\/strong>, have created space to <strong>lease land to scam operators<\/strong> and <strong>sell \u201cprotection services.\u201d<\/strong><\/p>\n<p>\u201cKyar pyan\u201d has expanded in Myanmar for several years. Initially, some local armed groups treated it as a <strong>fund-raising sideline<\/strong>, but as profits ballooned, the <strong>war economy<\/strong> became entangled with it. In the Kokang Self-Administered Zone led by <strong>Peng Jiasheng\u2019s<\/strong> successors\u2014recognized by the Myanmar military\u2014local authorities went <strong>beyond mere protection<\/strong> and became deeply involved.<\/p>\n<p>Against that backdrop, three northern ethnic armed groups launched <strong>Operation 1027<\/strong> in 2023, combining <strong>seizure of junta bases and territory<\/strong> with <strong>crackdowns on scam operations<\/strong>. Many concluded that, because this aligned with its interests, <strong>China<\/strong> provided both <strong>political cover and material support<\/strong> for the campaign.<\/p>\n<p>About a year after the Operation 1027 push in northern Shan State, the <strong>anti-scam crackdown reached Karen State<\/strong> in 2024. In the south, China pressured <strong>Thailand<\/strong>, which in turn <strong>cut internet and electricity<\/strong> to scam zones starting in <strong>February 2024<\/strong>.<\/p>\n<p>During that period, relations between the junta and the two Karen armed groups shielding scam hubs\u2014the <strong>BGF\/KNA<\/strong> and the <strong>DKBA<\/strong>\u2014were relatively cool, so the military <strong>kept its distance<\/strong> and did not take the lead on \u201ckyar pyan\u201d issues in Myawaddy, where it also lacked real control. Some foreign nationals remaining in Myawaddy were registered by the junta\u2019s immigration staff and then <strong>handed over to Thailand<\/strong>.<\/p>\n<p>This time, however, the junta\u2019s <strong>\u201craid\u201d on KK Park<\/strong> appears to have been <strong>coordinated<\/strong> to keep the <strong>BGF\/KNA<\/strong> on side. There was <strong>no direct clash<\/strong> between the army and BGF\/KNA; rather, it looked like a <strong>pre-arranged withdrawal<\/strong> by BGF\/KNA.<br \/>Compounds opened their doors so that <strong>anyone wishing to leave could do so<\/strong>, while <strong>owners, managers, and finance handlers fled<\/strong> in haste.<\/p>\n<p>Seeking to <strong>showcase results to the international community<\/strong>, the junta seems to have <strong>pushed BGF\/KNA to relinquish KK Park quickly<\/strong>, without adequate preparation or sustained follow-through.<\/p>\n<p>Now, <strong>thousands of foreign nationals<\/strong> are crowded in Myawaddy or have crossed into Thailand\u2014where many are being <strong>held, screened, and questioned<\/strong>.
