Deputy Head of the Committee Representing Pyidaungsu Hluttaw (CRPH) Calls for Five Key Actions Including Support for Myanmar\u2019s Democratic and Ethnic Groups<\/strong><\/p>\n\n\n\n<p><strong>October 23<\/strong><\/p>\n\n\n\n<p>The Deputy Head of the Committee Representing Pyidaungsu Hluttaw (CRPH),&nbsp;<strong>Daw Zing Mar Aung<\/strong>, urged the international community to take&nbsp;<strong>five key actions<\/strong>, including providing support for Myanmar\u2019s&nbsp;<strong>democratic and ethnic groups<\/strong>, during her address at the&nbsp;<strong>151st Inter-Parliamentary Union (IPU) Assembly<\/strong>&nbsp;under the&nbsp;<strong>General Debate<\/strong>&nbsp;themed&nbsp;<em>\u201cPromoting Standards of Humanitarian Law and Supporting Humanitarian Efforts in Times of Crisis.\u201d<\/em><\/p>\n\n\n\n<p>She explained to the delegates that Myanmar is facing&nbsp;<strong>one of the gravest humanitarian crises<\/strong>&nbsp;of this era\u2014<strong>a man-made conflict<\/strong>&nbsp;caused by the&nbsp;<strong>brutality of a single individual<\/strong>, not by nature.<\/p>\n\n\n\n<p>Since the&nbsp;<strong>military coup of February 2021<\/strong>, she said, the junta has been relentlessly waging war against its own citizens. As a result,&nbsp;<strong>more than 6,800 civilians have been killed<\/strong>,&nbsp;<strong>over 22,000 people arbitrarily detained<\/strong>, and&nbsp;<strong>over five million displaced<\/strong>&nbsp;from their homes.<\/p>\n\n\n\n<p>She further reported that&nbsp;<strong>numerous villages have been burned to the ground<\/strong>, and&nbsp;<strong>schools, hospitals, and religious buildings<\/strong>&nbsp;have been&nbsp;<strong>deliberately targeted in airstrikes<\/strong>.<\/p>\n\n\n\n<p>In addition, Myanmar has suffered&nbsp;<strong>natural disasters<\/strong>, such as&nbsp;<strong>Cyclone Mocha<\/strong>&nbsp;and the&nbsp;<strong>devastating earthquake in March this year<\/strong>, which killed more than&nbsp;<strong>5,300 people<\/strong>. Yet, even during the ceasefire periods, the junta conducted&nbsp;<strong>over 600 military operations<\/strong>, showing its utter disregard for humanitarian norms.<\/p>\n\n\n\n<p>Under these circumstances, Daw Zing Mar Aung warned that any elections conducted by the military would only serve to&nbsp;<strong>legitimize military rule<\/strong>, further worsening the conflict.<\/p>\n\n\n\n<p>She therefore appealed to the IPU to:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Officially continue recognizing the CRPH and elected representatives of the Myanmar Parliament<\/strong>, not the junta;<\/li>\n\n\n\n<li><strong>Demand the immediate and unconditional release<\/strong>\u00a0of all political prisoners, including\u00a0<strong>State Counsellor Daw Aung San Suu Kyi<\/strong>,\u00a0<strong>President U Win Myint<\/strong>, and detained MPs;<\/li>\n\n\n\n<li><strong>Ensure unrestricted humanitarian access<\/strong>\u00a0across all territories in Myanmar;<\/li>\n\n\n\n<li><strong>Impose comprehensive sanctions<\/strong>, including an\u00a0<strong>arms embargo and jet fuel ban<\/strong>, against the junta; and<\/li>\n\n\n\n<li><strong>Support Myanmar\u2019s democratic and ethnic organizations<\/strong>\u00a0in finding\u00a0<strong>practical and peaceful solutions<\/strong>\u00a0to end the ongoing conflict.<\/li>\n<\/ol>\n\n\n\n<p>========================<\/p>\n\n\n\n<p>\ud83d\udccc\ud83d\udccc<strong>&nbsp;2. Myanmar\u2019s Ambassador to the UN Urges the International Community to Strongly Support Democracy and Human Rights Forces Fighting Dictatorship<\/strong><\/p>\n\n\n\n<p><strong>October 23<\/strong><\/p>\n\n\n\n<p>Myanmar\u2019s Permanent Representative to the United Nations,&nbsp;<strong>Ambassador U Kyaw Moe Tun<\/strong>, urged the international community to&nbsp;<strong>firmly support democratic and human rights forces<\/strong>&nbsp;that are working to&nbsp;<strong>eradicate dictatorship<\/strong>&nbsp;in Myanmar.<\/p>\n\n\n\n<p>He made the remarks during an&nbsp;<strong>interactive dialogue<\/strong>&nbsp;of the&nbsp;<strong>UN Committee on Social, Humanitarian, and Cultural Issues (Third Committee)<\/strong>&nbsp;under the theme&nbsp;<em>\u201cExtreme Poverty and Human Rights.\u201d<\/em><\/p>\n\n\n\n<p>Ambassador Kyaw Moe Tun pointed out that the Special Rapporteur\u2019s report\u2014highlighting how threats to democracy, economic insecurity, and dignity-related concerns have fueled the rise of far-right extremism and democratic backsliding\u2014<strong>accurately reflects the reality faced by the people of Myanmar<\/strong>.<\/p>\n\n\n\n<p>He explained that since the&nbsp;<strong>unlawful military coup in February 2021<\/strong>, the junta\u2019s&nbsp;<strong>brutal atrocities against civilians<\/strong>&nbsp;and&nbsp;<strong>collapse of the rule of law<\/strong>&nbsp;have plunged Myanmar into severe humanitarian and human rights crises. The widespread suffering of Myanmar\u2019s people, he said, is&nbsp;<strong>heartbreaking to anyone who witnesses it<\/strong>.<\/p>\n\n\n\n<p>Due to the junta\u2019s violent conduct, more than&nbsp;<strong>3.6 million people<\/strong>&nbsp;have been&nbsp;<strong>displaced<\/strong>, and around&nbsp;<strong>22 million<\/strong>&nbsp;are in&nbsp;<strong>urgent need of humanitarian assistance<\/strong>.<\/p>\n\n\n\n<p>He further warned that as a result of&nbsp;<strong>widespread hunger and extreme poverty<\/strong>&nbsp;caused by the junta\u2019s actions, Myanmar\u2019s people\u2014especially&nbsp;<strong>women, girls, and youths<\/strong>\u2014face increasing&nbsp;<strong>risks of human trafficking<\/strong>&nbsp;and exploitation in&nbsp;<strong>online scams, drug trafficking, and cross-border criminal networks<\/strong>.<\/p>\n\n\n\n<p>Ambassador Kyaw Moe Tun reaffirmed that the&nbsp;<strong>National Unity Government (NUG)<\/strong>&nbsp;and its&nbsp;<strong>allied revolutionary forces<\/strong>&nbsp;are working resolutely to overcome these dire conditions and to ensure&nbsp;<strong>unity among Myanmar\u2019s diverse ethnic regions<\/strong>, without division or discrimination.<\/p>\n\n\n\n<p>He therefore called on the international community to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Work collectively to end the military dictatorship<\/strong>,<\/li>\n\n\n\n<li><strong>Ensure accountability for war crimes and crimes against humanity<\/strong>\u00a0committed by the junta, and<\/li>\n\n\n\n<li><strong>Jointly reject the junta\u2019s sham elections<\/strong>, which aim only to\u00a0<strong>prolong its illegitimate rule<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p>========================<\/p>\n\n\n\n<p>\ud83d\udccc\ud83d\udccc<strong>&nbsp;3. Myanmar\u2019s Situation Demonstrates the Urgent Need and Importance of Universal Jurisdiction in International Justice<\/strong><\/p>\n\n\n\n<p><strong>October 23<\/strong><\/p>\n\n\n\n<p>Myanmar\u2019s Permanent Representative to the United Nations,&nbsp;<strong>Ambassador U Kyaw Moe Tun<\/strong>, stated that the current situation in Myanmar demonstrates the&nbsp;<strong>vital importance and necessity of the principle of universal jurisdiction<\/strong>&nbsp;in international justice.<\/p>\n\n\n\n<p>He explained that&nbsp;<strong>universal jurisdiction<\/strong>&nbsp;remains an essential mechanism for ensuring&nbsp;<strong>accountability for heinous crimes<\/strong>&nbsp;in situations where&nbsp;<strong>domestic judicial systems are either unwilling or unable<\/strong>&nbsp;to effectively deliver justice.<\/p>\n\n\n\n<p>Since the principle allows the exercise of judicial authority&nbsp;<strong>beyond national borders<\/strong>, it reinforces the&nbsp;<strong>collective responsibility of the international community<\/strong>&nbsp;to uphold justice and prevent impunity.<\/p>\n\n\n\n<p>If applied genuinely and in accordance with international law, this principle can&nbsp;<strong>strengthen the global rule of law<\/strong>&nbsp;and enable nations to&nbsp;<strong>cooperate in prosecuting grave crimes<\/strong>&nbsp;that threaten humanity as a whole.<\/p>\n\n\n\n<p>Referring to the&nbsp;<strong>Independent Investigative Mechanism for Myanmar (IIMM)<\/strong>&nbsp;report, he noted that the&nbsp;<strong>military junta continues to commit war crimes and crimes against humanity<\/strong>&nbsp;across the country.<\/p>\n\n\n\n<p>According to a report by the&nbsp;<strong>UN Development Programme (UNDP)<\/strong>, Myanmar\u2019s people have&nbsp;<strong>lost faith in the judicial system<\/strong>, and for the vast majority, the&nbsp;<strong>police and courts are no longer seen as protectors of justice or safety<\/strong>.<\/p>\n\n\n\n<p>Under the junta\u2019s control, Myanmar\u2019s domestic judicial institutions have&nbsp;<strong>neither the will nor the capacity<\/strong>&nbsp;to deliver justice.
