NCA Signatory Groups Urge UN, ASEAN, and International Envoys Not to Attend the 10th Anniversary of the NCA<\/strong><\/p>\n\n\n\n<p><strong>October 13<\/strong><\/p>\n\n\n\n<p>Organizations that signed the Nationwide Ceasefire Agreement (NCA) have called on the United Nations, ASEAN, and the international diplomatic community not to attend the 10th Anniversary Ceremony of the NCA, as a show of solidarity with the people of Myanmar.<\/p>\n\n\n\n<p>These NCA signatories stated that participating in the junta\u2019s ceremonial events, at a time when the regime is bombing civilians daily and forcibly conscripting youth, would be tantamount to supporting a military junta that is perpetuating instability in Myanmar and the region.<\/p>\n\n\n\n<p>This appeal was made through a joint statement issued today, October 13, by the&nbsp;<strong>KNU<\/strong>,&nbsp;<strong>CNF<\/strong>,&nbsp;<strong>ABSDF<\/strong>,&nbsp;<strong>PNLO<\/strong>,&nbsp;<strong>NMSP-AD<\/strong>, and&nbsp;<strong>LDU<\/strong>, regarding the NCA process.<\/p>\n\n\n\n<p>According to historical records, the&nbsp;<strong>KNU<\/strong>,&nbsp;<strong>CNF<\/strong>,&nbsp;<strong>ABSDF<\/strong>, and&nbsp;<strong>PNLO<\/strong>&nbsp;signed the NCA on&nbsp;<strong>October 15, 2015<\/strong>, with the intention of resolving Myanmar\u2019s political crisis through political dialogue. Later, the&nbsp;<strong>NMSP<\/strong>&nbsp;and&nbsp;<strong>LDU<\/strong>&nbsp;signed on&nbsp;<strong>February 13, 2018<\/strong>.<\/p>\n\n\n\n<p>The joint statement noted that during the NCA implementation process, the Myanmar military had repeatedly dominated and manipulated the process, unilaterally obstructed its implementation, and violated the agreement multiple times. Nevertheless, the ethnic signatories continued to pursue peace and the establishment of a future&nbsp;<strong>Federal Democratic Union<\/strong>, exercising patience and perseverance, and were able to achieve some limited agreements.<\/p>\n\n\n\n<p>However, the&nbsp;<strong>2021 military coup<\/strong>&nbsp;completely destroyed the essence, principles, and objectives of the NCA, effectively suspending its implementation and reducing it to nothing more than a piece of paper.<\/p>\n\n\n\n<p>The signatory groups emphasized that the junta \u2014 which has repeatedly breached the NCA and acted without moral restraint \u2014 continues to use force to arrest, torture, and kill civilians through various means, including daily&nbsp;<strong>airstrikes and massacres<\/strong>. Yet, this same junta is preparing to celebrate the NCA\u2019s 10th Anniversary.<\/p>\n\n\n\n<p>They further pointed out that the junta\u2019s staged NCA-related events, together with its planned sham election under the already nullified&nbsp;<strong>2008 Constitution<\/strong>, are part of an attempt by the military dictatorship to legitimize its rule indefinitely.<\/p>\n\n\n\n<p>The groups warned that the junta\u2019s actions will not solve the country\u2019s crises or the people\u2019s suffering but will only prolong the conflict.<\/p>\n\n\n\n<p>Therefore, the NCA signatories have urged the&nbsp;<strong>UN<\/strong>,&nbsp;<strong>ASEAN<\/strong>, and the&nbsp;<strong>international community<\/strong>&nbsp;to stand with the people of Myanmar by&nbsp;<strong>boycotting the junta\u2019s NCA anniversary ceremony<\/strong>.<\/p>\n\n\n\n<p>The groups reaffirmed that, as NCA signatories, they remain committed to the path of achieving sustainable peace \u2014 one that ensures the&nbsp;<strong>military\u2019s non-involvement in politics<\/strong>,&nbsp;<strong>justice for victims of the conflict<\/strong>, and the drafting of a&nbsp;<strong>new Federal Democratic Constitution<\/strong>. They declared their intention to continue fighting alongside the revolutionary forces until the&nbsp;<strong>military dictatorship is abolished<\/strong>&nbsp;and a&nbsp;<strong>new Federal Democratic Union<\/strong>&nbsp;is established.<\/p>\n\n\n\n<p>========================<\/p>\n\n\n\n<p>\ud83d\udccc\ud83d\udccc&nbsp;<strong>2. NUG: Nearly 7 Billion Kyats Spent on Natural Disaster Relief and Nearly 20 Billion Kyats Used to Alleviate Suffering Caused by the Military<\/strong><\/p>\n\n\n\n<p><strong>October 13<\/strong><\/p>\n\n\n\n<p>The&nbsp;<strong>National Unity Government (NUG)<\/strong>&nbsp;announced today that, to date, it has used nearly&nbsp;<strong>7 billion kyats<\/strong>&nbsp;from the&nbsp;<strong>People\u2019s Government Emergency Fund<\/strong>&nbsp;to respond to&nbsp;<strong>natural disasters<\/strong>, and nearly&nbsp;<strong>20 billion kyats<\/strong>&nbsp;to help alleviate suffering caused by the military\u2019s atrocities.<\/p>\n\n\n\n<p>The statement was released by the&nbsp;<strong>Ministry of Humanitarian Affairs and Disaster Management<\/strong>&nbsp;on&nbsp;<strong>International Day for Disaster Risk Reduction<\/strong>, observed on October 13.<\/p>\n\n\n\n<p>Myanmar, with its long coastline, faces annual&nbsp;<strong>water-related hazards<\/strong>, along with&nbsp;<strong>geological, climatic, environmental, biological, meteorological, industrial, and technological<\/strong>&nbsp;disasters, including&nbsp;<strong>fires<\/strong>&nbsp;caused by human negligence.<\/p>\n\n\n\n<p>Since the military coup, however, the people of Myanmar have suffered far more from the&nbsp;<strong>man-made disasters of military violence<\/strong>&nbsp;than from natural ones, the statement noted.<\/p>\n\n\n\n<p>As of&nbsp;<strong>September 30<\/strong>, data from the&nbsp;<strong>NUG Ministry of Human Rights<\/strong>&nbsp;showed that over&nbsp;<strong>3.6 million people<\/strong>&nbsp;have been displaced nationwide due to the junta\u2019s atrocities.<br>During the more than four years since the attempted coup, the&nbsp;<strong>terrorist military<\/strong>&nbsp;has carried out at least&nbsp;<strong>452 massacres<\/strong>, each involving the deliberate killing of five or more civilians, resulting in a total of&nbsp;<strong>4,763 victims<\/strong>.<\/p>\n\n\n\n<p>The junta has also conducted&nbsp;<strong>775 airstrikes<\/strong>, indiscriminately targeting both military and civilian areas \u2014 actions typically seen only in wartime contexts. These attacks have killed&nbsp;<strong>1,435 civilians<\/strong>&nbsp;and injured&nbsp;<strong>7,166 others<\/strong>.<\/p>\n\n\n\n<p>Despite these ongoing assaults, the people of Myanmar have also endured&nbsp;<strong>natural disasters<\/strong>&nbsp;such as floods,&nbsp;<strong>Cyclone Mocha<\/strong>,&nbsp;<strong>Cyclone Raging Typhoon<\/strong>, and the&nbsp;<strong>Sagaing earthquake<\/strong>.<\/p>\n\n\n\n<p>The NUG stated that it has consistently provided&nbsp;<strong>humanitarian assistance<\/strong>&nbsp;during such disasters without discrimination, ensuring that affected civilians receive timely aid.<\/p>\n\n\n\n<p>The government likened Myanmar\u2019s situation to&nbsp;<strong>\u201ca nation suffering from a short-term illness caused by natural disasters, and a chronic disease caused by dictatorship.\u201d<\/strong><br>To date, the NUG has spent&nbsp;<strong>6,969.83 million kyats<\/strong>&nbsp;on natural disaster response and&nbsp;<strong>19,894.85 million kyats<\/strong>&nbsp;on mitigating the military\u2019s man-made humanitarian crises.<\/p>\n\n\n\n<p>The ministry added that, despite widespread&nbsp;<strong>communication blackouts<\/strong>, it continues to operate&nbsp;<strong>radio-based warning systems<\/strong>, issue&nbsp;<strong>early alerts<\/strong>, and support the construction of&nbsp;<strong>underground schools, hospitals, clinics, bunkers, and bomb shelters<\/strong>, using funds from the public treasury.<\/p>\n\n\n\n<p>Additionally, efforts are being made to&nbsp;<strong>build resilience and preparedness<\/strong>&nbsp;through training, knowledge dissemination, and community-level disaster response initiatives.<\/p>\n\n\n\n<p>The NUG stressed that it cannot face these immense challenges alone and called on&nbsp;<strong>neighboring countries, regional partners, and the international community<\/strong>&nbsp;to provide&nbsp;<strong>genuine, sustained, and practical support<\/strong>.<\/p>\n\n\n\n<p>To truly fulfill the spirit of this year\u2019s International Day for Disaster Risk Reduction \u2014 themed&nbsp;<strong>\u201cFunding Resilience, Not Disasters\u201d<\/strong>&nbsp;\u2014 the ministry urged the global community to invest not only in humanitarian aid but also in&nbsp;<strong>long-term resilience building<\/strong>&nbsp;for Myanmar\u2019s people.<\/p>\n\n\n\n<p>Finally, the NUG reiterated that&nbsp;<strong>ending the terrorist military dictatorship<\/strong>, responsible for countless&nbsp;<strong>war crimes and crimes against humanity<\/strong>, is essential for ensuring a&nbsp;<strong>safe, peaceful, and resilient future<\/strong>&nbsp;for the people of Myanmar.<\/p>\n\n\n\n<p>========================<\/p>\n\n\n\n<p>\ud83d\udccc\ud83d\udccc&nbsp;<strong>3.
