NUG Declares the State Security and Peaceful Development Commission a Terrorist Organization<\/strong><\/p>\n\n\n\n<p><em>September 30<\/em><br><em>Radio NUG<\/em><\/p>\n\n\n\n<p>The National Unity Government (NUG) has officially designated the \u201cState Security and Peaceful Development Commission\u201d as a&nbsp;<strong>terrorist organization<\/strong>, stating that it continues to function as a subordinate body of the State Administration Council (SAC), which had already been declared a terrorist entity, and that it has been committing further acts of violence against the people. Accordingly, the NUG declared that the Commission and all organizations established under it are to be designated as&nbsp;<strong>terrorist organizations<\/strong>.<\/p>\n\n\n\n<p>At the same time, all members of the State Security and Peaceful Development Commission, including&nbsp;<strong>Min Aung Hlaing<\/strong>, have been declared&nbsp;<strong>terrorists<\/strong>.<\/p>\n\n\n\n<p>The NUG Counter-Terrorism Central Committee explained that the announcement was issued in line with the authority granted under&nbsp;<strong>Section 6 (e)<\/strong>&nbsp;and&nbsp;<strong>Section 72 (b)<\/strong>&nbsp;of the Counter-Terrorism Law, with the approval of the Union Government.<\/p>\n\n\n\n<p>On February 1, 2021, the terrorist military group led by Min Aung Hlaing illegally detained President U Win Myint, State Counsellor Daw Aung San Suu Kyi, and other members of the elected civilian government, thereby staging a coup and seizing power from the people, committing treason against the State.<\/p>\n\n\n\n<p>On March 1, 2021, the Committee Representing Pyidaungsu Hluttaw (CRPH) declared the State Administration Council, led by Min Aung Hlaing, a&nbsp;<strong>terrorist military council<\/strong>. Later, on September 5, 2024, the NUG further declared it the&nbsp;<strong>\u201cEnemy of the State and the People of the Republic of the Union of Myanmar.\u201d<\/strong><\/p>\n\n\n\n<p>On July 31, 2025, the terrorist junta rebranded itself from the \u201cState Administration Council\u201d to the \u201cState Security and Peaceful Development Commission.\u201d<\/p>\n\n\n\n<p>========================<\/p>\n\n\n\n<p>\ud83d\udccc\ud83d\udccc&nbsp;<strong>2. NUG Union Minister and Delegation Attend Rohingya and Peace Dialogue in New York<\/strong><\/p>\n\n\n\n<p><em>September 30<\/em><br><em>Radio NUG<\/em><\/p>\n\n\n\n<p>In New York, at the Permanent Mission of Malaysia to the United Nations, the Malaysian Government, the Malaysian Advisory Group to the UN, and the Rohingya Consultative Council jointly convened a side event of the 80th UN General Assembly titled&nbsp;<strong>\u201cRohingya Inclusion, Sustainable Peace, and ASEAN\u2019s Role.\u201d<\/strong><\/p>\n\n\n\n<p>The Ministry of Human Rights of the National Unity Government (NUG) reported that&nbsp;<strong>Deputy Minister U Aung Kyaw Moe<\/strong>&nbsp;attended and delivered opening remarks on behalf of the NUG.<\/p>\n\n\n\n<p>Also in attendance were&nbsp;<strong>Union Minister Daw Zin Mar Aung (Ministry of Foreign Affairs)<\/strong>,&nbsp;<strong>Deputy Minister U Moe Zaw Oo<\/strong>, and&nbsp;<strong>Ambassador U Kyaw Moe Tun<\/strong>, alongside&nbsp;<strong>Mr. Tan Sri Othman Hashim<\/strong>, ASEAN Special Envoy on Myanmar, other ambassadors, Myanmar pro-democracy activists, and leaders of civil society organizations.<\/p>\n\n\n\n<p>========================<\/p>\n\n\n\n<p>\ud83d\udccc\ud83d\udccc&nbsp;<strong>3. NUG Representative in Japan Submits Petition Urging Rejection of Junta\u2019s Illegal \u201cShame Election\u201d<\/strong><\/p>\n\n\n\n<p><em>September 30<\/em><br><em>Radio NUG<\/em><\/p>\n\n\n\n<p>At the annual meeting of the&nbsp;<strong>Japan Parliamentary League Supporting Democracy in Myanmar<\/strong>, which consists of lawmakers from multiple political parties, discussions were held regarding the junta\u2019s planned illegal&nbsp;<strong>\u201cShame Election.\u201d<\/strong><\/p>\n\n\n\n<p>The League was urged to ensure that&nbsp;<strong>Japanese lawmakers as well as the Japanese Government<\/strong>&nbsp;categorically reject recognition of this unlawful election organized by the military junta.<\/p>\n\n\n\n<p>The NUG Representative to Japan,&nbsp;<strong>U Saw Bla Thein<\/strong>, together with members of the Myanmar community in Japan, formally submitted the petition to League Chairperson&nbsp;<strong>Mr. Kondo Soichi<\/strong>.<\/p>\n\n\n\n<p>Following the submission, U Saw Bla Thein and the Myanmar community explained in detail, with evidence and reasoning, why the election should not be recognized.<\/p>\n\n\n\n<p>========================<\/p>\n\n\n\n<p>\ud83d\udccc\ud83d\udccc&nbsp;<strong>4. Restart of Women, Youth, and Children\u2019s Rights, Laws, and Awareness (WCP) Training in Pwint Phyu Township<\/strong><\/p>\n\n\n\n<p><strong>September 30, Radio NUG<\/strong><\/p>\n\n\n\n<p>In Pwint Phyu Township, Magway Region, a second round of discussions and trainings on women\u2019s, youth\u2019s, children\u2019s, and LGBTQ+ rights, relevant laws, and public awareness\u2014necessary for preventing rights violations during the interim and transition period\u2014was relaunched in September.<\/p>\n\n\n\n<p>According to reports, in order to make such trainings possible, the Ministry of Human Rights had already conducted trainer capacity-building sessions once in 2024 and once in 2025 for field-level officers, which has now enabled these subsequent and expanded training sessions.<\/p>\n\n\n\n<p>In this training, the following topics were delivered:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Basic principles on children\u2019s rights included in international treaties and conventions.<\/li>\n\n\n\n<li>UN Security Council Resolution 1612 on the protection of children from violence.<\/li>\n\n\n\n<li>MOD guidelines on child protection.<\/li>\n\n\n\n<li>Conflict-related sexual violence.<\/li>\n\n\n\n<li>Laws providing protection against sexual and gender-based violence.<\/li>\n<\/ul>\n\n\n\n<p>A total of 21 participants attended. Discussions focused on how to systematically develop and promote socio-economic sectors to protect women, youth, children, and LGBTQ+ persons from rights violations during this interim and transitional period.<\/p>\n\n\n\n<p>According to participant feedback, they gained greater awareness of women\u2019s and children\u2019s rights, better understanding of issues relating to sexual violence, and the rights of children. They also expressed that they were able to attend despite the ongoing instability in the area.<\/p>\n\n\n\n<p>The training was successfully implemented despite regional insecurity, transportation difficulties, and shortages of training materials, led by a female human rights officer serving as the first-time trainer.<\/p>\n\n\n\n<p>This Pwint Phyu Township training was led and facilitated by a female officer from the Ministry of Human Rights. Currently, the Ministry of Human Rights has a total of 102 human rights officers, among whom 25 are designated as women\u2019s human rights officers.<\/p>\n\n\n\n<p>========================<\/p>\n\n\n\n<p>\ud83d\udccc\ud83d\udccc&nbsp;<strong>5. Malaria Prevention and Treatment Campaign Conducted by HDCO in Maungdaw Township<\/strong><\/p>\n\n\n\n<p><strong>September 30, Radio NUG<\/strong><\/p>\n\n\n\n<p>In Maungdaw Township, Rakhine State, the Humanitarian and Development Cooperation Office (HDCO), in collaboration with relevant departments, carried out malaria prevention and treatment campaigns.<\/p>\n\n\n\n<p>During the third week of August, HDCO cooperated with the local health department to conduct a malaria response campaign in eight villages within Maungdaw Township that had not yet received medical assistance.<\/p>\n\n\n\n<p>It was reported that due to insecurity and transportation challenges in Maungdaw, ethnic minority villages with very limited access to healthcare were provided with malaria testing, treatment for infected patients, and health education.<\/p>\n\n\n\n<p>Approximately 100 local residents were tested, and malaria parasites were detected in 17 individuals.<\/p>\n\n\n\n<p>HDCO is also working with relevant ministries under the People\u2019s Revolutionary Government to conduct public awareness campaigns on dengue prevention, distribution of mosquito nets, and provision of medicines for skin diseases.<\/p>\n\n\n\n<p>========================<\/p>\n\n\n\n<p>\ud83d\udccc\ud83d\udccc&nbsp;<strong>6. Prayer Ceremony for the Permanent Halt of the Myitsone Dam Project Held on the 14th Anniversary of Its Suspension<\/strong><\/p>\n\n\n\n<p><strong>September 30, Radio NUG<\/strong><\/p>\n\n\n\n<p>On the 14th anniversary of the temporary suspension of the Myitsone Dam Project on the Ayeyarwady River, local residents held a prayer ceremony calling for the project\u2019s permanent termination.<\/p>\n\n\n\n<p>The ceremony took place on September 30, from 9:00 a.m. to 12:00 noon in Maliyan Village, Myitsone area, with about 70 local participants.<\/p>\n\n\n\n<p>At the event, participants carried slogans such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>\u201cMay my beloved Ayeyarwady flow eternally.\u201d<\/em><\/li>\n\n\n\n<li><em>\u201cPermanently terminate the Myitsone Dam Project.\u201d<\/em><\/li>\n\n\n\n<li><em>\u201cEnsure the right of local residents to return and live in their original homes.\u201d<\/em><\/li>\n\n\n\n<li><em>\u201cGuarantee access to clean water.\u201d<\/em><\/li>\n\n\n\n<li><em>\u201cProtect and preserve the natural environment.\u201d<\/em><\/li>\n<\/ul>\n\n\n\n<p>The Myitsone Dam Project was formally launched in 2006\u20132007 under military dictator Than Shwe\u2019s regime, after signing an agreement with the Chinese state-owned China Power Investment Corporation (CPI).<\/p>\n\n\n\n<p>However, due to strong opposition nationwide, especially from the Kachin people, President Thein Sein\u2019s government announced on September 30, 2011, that the construction would be suspended. The project has remained suspended to this day.<\/p>\n\n\n\n<p>Earlier this year in May, coup leader Min Aung Hlaing claimed that suspension of the project had caused a shortage of electricity and suggested reviving the project.
