Union Prime Minister Emphasizes That Only Through Inter-Ministerial Coordination Can Effective Governance Mechanisms Be Established in Controlled Areas

September 25, Radio NUG

The National Unity Government convened the 34th meeting of the Central Committee for Interim Public Administration Implementation on the morning of September 25, 2025. At the meeting, Union Prime Minister Mann Win Khaing Than, who also serves as the Committee Chair, delivered opening remarks.

The Union Prime Minister stated:

He first expressed great joy and pride at the successful capture of Banmauk City in Sagaing Region’s Kawlin District on September 20, where People’s Defense Forces (PDF) and local defense groups jointly took control under the command of Military Region (1).

He stressed that once a city is captured, the follow-up administrative responsibilities are immense, as past experiences have shown. Therefore, ministries must carefully coordinate to manage these responsibilities effectively.

He reaffirmed that the NUG, as the government responsible during this revolutionary period, carries even greater responsibility because this revolution is primarily resourced by the sacrifices and contributions of PDFs and the people. Despite challenges, all levels of administration continue to bear heavy duties with perseverance.

He acknowledged that global circumstances have not provided substantial support to the People’s Spring Revolution, but urged not to be discouraged. Instead, he emphasized self-reliance and the determination to carry the revolution through to victory.

He highlighted that ministers, deputy ministers, and responsible officials have been actively visiting controlled territories, establishing proper governance mechanisms on the ground, and implementing measures ranging from administrative systems to addressing corruption.

He concluded by stating that only through close inter-ministerial cooperation can a more effective and sound governance mechanism be fully realized.

The meeting continued with committee members reviewing progress on decisions from Meeting No. 33/2025, assessing completed tasks, and discussing ongoing processes in detail.

The meeting, led by Union Prime Minister Mann Win Khaing Than, was attended by Union Ministers, Deputy Ministers, Permanent Secretaries, Deputy Permanent Secretaries, and departmental officials. It was successfully concluded at 12:00 noon.

========================

📌📌 3. In response, officials from the NUG Ministry of Labour and members of the MHAC alliance intervened to address the matter.

On September 22, 23, and 24, the officials visited the workers’ accommodations and workplaces to investigate, then accompanied them to file a formal complaint at the Sawatikan Office in Phu Khak City regarding their rights.

Further negotiations were held with the employer, resulting in an agreement—reached in the presence of officials from the Sawatikan Office—that the employer would settle the owed wages by early October.

The resolution process was made possible with financial support provided by the CRPH Committee on Labour Affairs and the MHAC alliance, for which gratitude was formally expressed.

========================

📌📌 4. Starlink users urged to compulsorily use VPN for security

September 25
Radio NUG

Telehealth has urged Starlink users to necessarily use a VPN in order to secure their internet connections.

A doctor from a liberated area explained that they were no longer able to access their Spring Development Bank (SDB) account using Starlink internet. Upon investigation, it was found that Starlink’s IP addresses, which previously appeared as originating from neighboring countries outside Myanmar, were now showing as Yangon, Myanmar-based IP addresses.

The doctor was only able to regain access to their SDB account after connecting through a Virtual Private Network (VPN).

Services such as SDB, which prioritize security, often block access from Myanmar-based IP addresses. This recent change in IP address location has raised concerns that Starlink’s internet service might be beginning to collaborate with the Myanmar junta’s Ministry of Communications.

Although no official statement has yet been released by Starlink or the Myanmar authorities, experts have warned that this change could potentially affect users’ security.

Some users have reported difficulties in using Starlink together with a VPN. However, experts advised that users should check their IP address by searching “What is my IP address?” on Google. If the IP shows as located inside Myanmar, users are urged to use a VPN. Specialists are still conducting further examinations, but until clear answers emerge, users are strongly advised to always use VPN protection.

========================

📌📌 6.
