Initial reports on the day of the incident said <strong>at least 17 people<\/strong> were killed.<\/p>\n<p>KIA spokesperson <strong>Col. Naw Bu<\/strong> said the exact death toll was still unknown, while some outlets reported <strong>17\u201320<\/strong> fatalities. It is unclear whether the site was a school for KIA\u2019s own new recruits or a facility where the KIA trains <strong>PDF<\/strong> units from Upper Myanmar (e.g., Sagaing\/Mandalay). Since late 2021, the KIA has been known to <strong>train PDFs, supply arms and ammunition<\/strong>, and in some areas its officers have served as <strong>advisers or field commanders<\/strong> for township- or district-based PDF units.<\/p>\n<p>Recent reports (with photos) also showed PDF leaders from places such as <strong>Myingyan District<\/strong> and the <strong>Yaw area<\/strong> meeting <strong>KIA Deputy Chief of Staff Maj-Gen Gun Maw<\/strong> in May and June.<\/p>\n<p>The junta appears to have been <strong>systematically gathering intelligence<\/strong> on KIA gatherings, ceremonies, and training locations\/timings; there have been multiple strikes in recent years. Before 2020, during President Thein Sein\u2019s term, the military shelled the <strong>Laiza officers\u2019 training school<\/strong>. After the 2021 coup, in <strong>October 2022<\/strong> the air force bombed a <strong>KIO 62nd-anniversary<\/strong> event near <strong>A Nang Pa<\/strong> in <strong>Hpakant Township<\/strong>, killing an estimated <strong>50\u201370 people<\/strong> (including civilians and musicians) and injuring <strong>over 100<\/strong>.<\/p>\n<p>The latest airstrike inflicted <strong>heavy losses<\/strong> on the KIA as well as on PDFs attending training.<\/p>\n<hr \/>\n<p>A second development concerns <strong>nine women from Sar Kha village in Salingyi Township<\/strong> who were arrested in <strong>2023<\/strong> by troops from <strong>Yinmabin District Battalion 28<\/strong>; their families have now, <strong>two years later<\/strong>, confirmed that <strong>all nine were executed<\/strong> and have reported the case to relevant organizations.<\/p>\n<p>One of the women was <strong>pregnant<\/strong>. Most were in their <strong>30s\u201340s<\/strong>, with the oldest around <strong>60<\/strong>. They worked at a <strong>military-run thread and textile factory<\/strong> in Salingyi and, after the coup, <strong>did not join the CDM<\/strong>. In 2023, village militia leaders <strong>U Zaw Lin<\/strong> and <strong>U Maung Cho<\/strong> brought Battalion 28 troops into the village under cover of darkness to <strong>seize the women<\/strong>.<\/p>\n<p>Families initially believed the women were being held elsewhere; only when <strong>eyewitnesses<\/strong> later spoke up did they learn the women had been <strong>killed<\/strong>. A familiar accusation\u2014that the victims were <strong>Pyu Saw Htee trainees<\/strong>\u2014has been denied by their families.<\/p>\n<p>Yinmabin Township has seen similar incidents before. In <strong>October 2021<\/strong>, the PDF group led by <strong>Thapyay Aye Sayadaw U Thawbaka<\/strong> (who used the nom de guerre <strong>\u201cBo Thanmani\u201d<\/strong>) killed <strong>10 people<\/strong>, including members of another PDF unit and local firefighters. That group was also accused, with supporting evidence, of <strong>around 20 killings<\/strong> across <strong>2021\u20132022<\/strong>, yet the <strong>NUG<\/strong> was <strong>unable to take action<\/strong>.<\/p>\n<p>More recently, <strong>Yinmabin Battalions 14\/15<\/strong> were reportedly moving <strong>narcotics<\/strong> from <strong>Sagaing<\/strong> through to <strong>Chin State<\/strong> when a <strong>Chin PDF<\/strong> unit intercepted them, destroyed the drugs, and publicized the seizure.<\/p>\n<p>The NUG appears to face difficulties in addressing <strong>human-rights abuses<\/strong> committed by some resistance units\u2014because not all armed groups are fully under the NUG Defense Ministry\u2019s control, the <strong>chain of command<\/strong> is weak, and there is <strong>no robust justice system<\/strong>.
