In recent months, Thailand\u2019s <strong>political situation has become unstable<\/strong>.<\/p>\n<p>In the past few months, amid a <strong>Thailand\u2013Cambodia border dispute<\/strong>, Prime Minister <strong>Paetongtarn Shinawatra<\/strong> spoke by phone with Cambodian strongman <strong>Hun Sen<\/strong>, during which she <strong>criticized the commander of Thailand\u2019s 2nd Army Region<\/strong>. When Hun Sen <strong>leaked the audio<\/strong>, the opposition filed a petition to Thailand\u2019s <strong>Constitutional Court<\/strong>, alleging misconduct inconsistent with the prime minister\u2019s duties.<\/p>\n<p>The Constitutional Court <strong>accepted the case<\/strong> and scheduled a decision for <strong>August 29<\/strong>, <strong>suspending<\/strong> the prime minister in the meantime. While the case was pending, <strong>border clashes<\/strong> broke out along the Thai\u2013Cambodian frontier, lasting about <strong>five days<\/strong>, causing <strong>civilian casualties<\/strong>, displacing <strong>tens of thousands<\/strong>, disrupting <strong>cross-border trade<\/strong>, and forcing <strong>migrant workers<\/strong> to return home\u2014inflicting economic damage on both countries.<\/p>\n<p>On <strong>August 29<\/strong>, the Constitutional Court <strong>removed Paetongtarn<\/strong> from office <strong>as prime minister and as a minister<\/strong>. The <strong>majority government<\/strong> formed by her party could not continue and had to be <strong>reconstituted<\/strong>.<\/p>\n<p>This political turbulence comes as Thailand\u2019s <strong>economy is weakening<\/strong>. The <strong>tourism sector<\/strong> is down, and auto plants in Thailand backed by <strong>Japanese and U.S. manufacturers<\/strong> are facing <strong>slumping sales<\/strong> as <strong>Chinese EVs<\/strong> surge in popularity. Once one of Southeast Asia\u2019s \u201c<strong>tiger economies<\/strong>,\u201d Thailand now looks <strong>unstable<\/strong> amid technological and market shifts and a political sphere marked by <strong>power bargaining among the military, politicians, and the monarchy<\/strong>.<\/p>\n<p>Thailand has been the <strong>nearest refuge<\/strong> whenever Myanmar faces political crises and escalating conflict. Economically, it employs <strong>millions of Myanmar migrant workers<\/strong>. Ethnic armed groups along the border\u2014<strong>Shan, Karenni (Kayah), Karen, Mon<\/strong>\u2014have long interacted with Thailand, relying informally on it for everything from <strong>relief and medicine<\/strong> to, at times, <strong>weapons and ammunition<\/strong>. Historically, Thailand also hosted <strong>U Nu\u2019s party and armed group in the 1970s<\/strong>, <strong>students who went underground after 1988<\/strong>, and, since the <strong>2021 coup<\/strong>, many <strong>youth activists, politicians, and human-rights defenders<\/strong> living in border areas or inside Thailand.<\/p>\n<p>Given these realities, Thailand\u2019s <strong>political shifts and instability<\/strong> inevitably have <strong>major impacts<\/strong> on Myanmar nationals there.<\/p>\n<p>In recent months in <strong>Mae Sot<\/strong>, Thailand\u2019s largest Thai\u2013Myanmar border town, authorities conducted <strong>months-long operations<\/strong> checking <strong>residence permits<\/strong>, <strong>work authorization<\/strong>, whether a worker\u2019s <strong>registered location matches the actual workplace<\/strong>, and even <strong>arresting drivers of three-wheelers<\/strong>. Long-time Myanmar residents in Mae Sot say this has been <strong>the strictest enforcement in decades<\/strong>. Why? As Thailand\u2019s economy slows and <strong>job opportunities shrink<\/strong>, some Thai politicians argue that <strong>Myanmar migrants are taking jobs<\/strong> Thais could hold. Members of Parliament have <strong>pressed ministries<\/strong> to intensify checks on <strong>legal residence<\/strong>, to probe whether <strong>foreigners are working in prohibited occupations<\/strong>, and to crack down on <strong>transport work, food vending<\/strong>, and <strong>illegal imports from Myanmar<\/strong>.<\/p>\n<p>In reality, <strong>millions of Myanmar migrant workers are indispensable<\/strong> to Thailand\u2019s economy. Beyond Myanmar workers, there are also <strong>Cambodian and Lao migrants<\/strong>\u2014fewer in number\u2014but during the recent <strong>border fighting<\/strong>, <strong>hundreds of thousands of Cambodian workers<\/strong> returned home. Thai employers have been preparing to <strong>fill the resulting labor gaps<\/strong> with <strong>Myanmar workers<\/strong>.<\/p>\n<p>Seen this way, Thailand and Myanmar\u2019s migrant labor force are in a <strong>mutually dependent<\/strong> relationship. But in politically unstable times, Thai politicians often <strong>weaponize migration and illegal border-crossing issues<\/strong> to rally domestic support.<\/p>\n<p>Although the <strong>Pheu Thai Party<\/strong> petitioned to <strong>dissolve parliament<\/strong>, the <strong>King and the Privy Council<\/strong> did not approve it, so new elections have not yet been called.
