Following that, the Mandalay Region Drafting Committee presented and discussed the draft of the transitional political framework they had developed for Mandalay Region.<\/p>\n\n\n\n<p>After the presentations, participants engaged in a question-and-answer session, provided suggestions, and exchanged views. Heavy and concentrated downpours are likely in Kachin State, Mon State, Bago Region, Tanintharyi Region, and Kayin State, while scattered heavy rain is also expected in Shan State, Rakhine State, Yangon Region, and Mandalay Region.<\/p>\n\n\n\n<p>As a result of intense rainfall, there is an increased risk of river flooding, flash floods in urban areas, and landslides. Therefore, residents in flood-prone lowland areas, IDPs, and those living near rivers are advised to monitor weather forecasts closely. Aid Provided to Earthquake-Affected Households and Displaced Children<\/strong><\/p>\n\n\n\n<p><strong>July 4<\/strong><br><strong>Radio NUG<\/strong><\/p>\n\n\n\n<p>The Ministry of Women, Youth, and Children\u2019s Affairs of the National Unity Government has announced that it received a donation of&nbsp;<strong>JPY 200,000<\/strong>&nbsp;from donors associated with&nbsp;<strong>MYAH in Hokkaido, Japan<\/strong>.<\/p>\n\n\n\n<p>Following the donation, the ministry distributed medicine and food supplies to a total of&nbsp;<strong>60 earthquake-affected households<\/strong>&nbsp;in Sagaing Region. In addition, for displaced children in Mon State, the ministry provided&nbsp;<strong>electric generators and school supplies<\/strong>&nbsp;as part of the ongoing humanitarian relief efforts.<\/p>\n\n\n\n<p>========================<\/p>\n\n\n\n<p>\ud83d\udccc\ud83d\udccc&nbsp;<strong>4. Timor-Leste Dismisses Myanmar Junta\u2019s Objection to ASEAN Membership as Irrelevant<\/strong><\/p>\n\n\n\n<p><strong>July 4<\/strong><br><strong>Radio NUG<\/strong><\/p>\n\n\n\n<p>Timor-Leste has dismissed the objection made by Myanmar\u2019s military junta to its accession as a member of the Association of Southeast Asian Nations (ASEAN), describing the objection as&nbsp;<strong>&#8220;irrelevant&#8221;<\/strong>&nbsp;and stating that it&nbsp;<strong>\u201chas no effect.\u201d<\/strong><\/p>\n\n\n\n<p>Timorese President Jos\u00e9 Ramos-Horta responded to the objection by saying that it&nbsp;<strong>&#8220;holds no significance&#8221;<\/strong>&nbsp;and emphasized that&nbsp;<strong>ASEAN has already made a formal decision to admit Timor-Leste as a member<\/strong>, a decision that has been publicly acknowledged in ASEAN\u2019s latest official communiqu\u00e9. He further stated:<\/p>\n\n\n\n<p>\u201cMyanmar\u2019s objection is irrelevant. A formal decision has already been made to accept Timor-Leste as a member of ASEAN, and this decision is reflected in ASEAN\u2019s latest official statement. Our full membership will be officially recognized with a ceremonial acknowledgement at the ASEAN Summit in October.\u201d<\/p>\n\n\n\n<p>The junta had formally objected to Timor-Leste\u2019s accession, accusing the country of violating ASEAN\u2019s fundamental principle of&nbsp;<strong>non-interference in the internal affairs of member states<\/strong>.<\/p>\n\n\n\n<p>========================<\/p>\n\n\n\n<p>\ud83d\udccc\ud83d\udccc&nbsp;<strong>5. 141 Organizations Urge Accountability from UNHCR India Over Sharing Refugee Data with Indian Authorities<\/strong><\/p>\n\n\n\n<p><strong>July 4<\/strong><br><strong>Radio NUG<\/strong><\/p>\n\n\n\n<p>A total of&nbsp;<strong>141 civil society organizations<\/strong>&nbsp;have called for action to be taken against&nbsp;<strong>UNHCR India<\/strong>, accusing it of irresponsible conduct after confidential personal data of refugees, including Myanmar nationals taking shelter in India, was reportedly transferred to the Indian government.<\/p>\n\n\n\n<p>According to a joint open letter issued on July 4, the 141 organizations, based both inside and outside Myanmar, have appealed to the&nbsp;<strong>Office of the United Nations High Commissioner for Refugees (UNHCR)<\/strong>&nbsp;headquarters in Geneva, Switzerland.<\/p>\n\n\n\n<p>The open letter explains that following the&nbsp;<strong>February 1, 2021 military coup in Myanmar<\/strong>, more than&nbsp;<strong>10,000 Myanmar nationals<\/strong>&nbsp;sought refuge in India and registered with&nbsp;<strong>UNHCR India<\/strong>&nbsp;for protection. Among them were large numbers of&nbsp;<strong>pro-democracy activists<\/strong>,&nbsp;<strong>human rights defenders<\/strong>, and others with&nbsp;<strong>heightened security needs<\/strong>. The organizations claim that&nbsp;<strong>confidential refugee data was handed over to the Indian authorities without adequate protection mechanisms<\/strong>.<\/p>\n\n\n\n<p>Information obtained through UNHCR India, they stated, was used by Indian authorities to&nbsp;<strong>arrest over 261 Myanmar nationals<\/strong>&nbsp;under the Foreigners Act. Among them,&nbsp;<strong>six women gave birth while in detention<\/strong>, and&nbsp;<strong>two men died in custody<\/strong>.<\/p>\n\n\n\n<p>Furthermore, at least&nbsp;<strong>134 people were deported to Myanmar<\/strong>, including&nbsp;<strong>34 women and children<\/strong>, some of whom were&nbsp;<strong>subsequently rearrested<\/strong>&nbsp;by the Myanmar military regime. In another incident, about&nbsp;<strong>40 Rohingya refugees<\/strong>&nbsp;were&nbsp;<strong>arrested from their homes and deported back to Myanmar<\/strong>, according to reports.<\/p>\n\n\n\n<p>The 141 organizations emphasized that&nbsp;<strong>UNHCR is the last hope and safeguard for refugees<\/strong>, and called upon the UNHCR High Commissioner to&nbsp;<strong>act urgently<\/strong>&nbsp;to protect refugee lives and prevent the erosion of trust. This appeal includes&nbsp;<strong>five unnamed civil society organizations<\/strong>&nbsp;among the signatories.<\/p>\n\n\n\n<p>========================<\/p>\n\n\n\n<p>\ud83d\udccc\ud83d\udccc&nbsp;<strong>6. Dam Collapse in Si Aw Village, Laukkai, Leads to Flash Floods and 3 Deaths<\/strong><\/p>\n\n\n\n<p><strong>July 4<\/strong><br><strong>Radio NUG<\/strong><\/p>\n\n\n\n<p>On the afternoon of&nbsp;<strong>July 3<\/strong>, a&nbsp;<strong>dam located upstream of Paukpauk Village<\/strong>&nbsp;near&nbsp;<strong>Si Aw Village in Laukkai<\/strong>, Special Region (1), collapsed due to excessive water levels surpassing its designed capacity, leading to flash flooding, according to a report by&nbsp;<strong>The Kokang<\/strong>.<\/p>\n\n\n\n<p>Heavy rainfall caused water to overflow village roads and overwhelmed the drainage system, blocking transport routes. The sudden dam collapse inundated&nbsp;<strong>paddy fields, riverside roads, and houses<\/strong>&nbsp;in Si Aw Village.<\/p>\n\n\n\n<p>It was reported that a&nbsp;<strong>farmer couple and their grandchild<\/strong>, who were staying in a&nbsp;<strong>small hut built near a low-lying riverbank<\/strong>, were swept away by the strong floodwaters.<\/p>\n\n\n\n<p>Upon learning of the disaster,&nbsp;<strong>rescue teams from the Laukkai Township Administrative Committee<\/strong>&nbsp;were immediately dispatched. Troops from the&nbsp;<strong>MNDAA (Myanmar National Democratic Alliance Army)<\/strong>&nbsp;also joined the relief efforts. The&nbsp;<strong>township mayor and deputy mayor<\/strong>&nbsp;coordinated emergency shelter arrangements for affected residents.<\/p>\n\n\n\n<p>Search efforts for the missing individuals were carried out with care, and local villagers also voluntarily joined the rescue operations. Ultimately,&nbsp;<strong>the bodies of all three deceased victims<\/strong>&nbsp;were recovered.<\/p>\n\n\n\n<p>The flooding destroyed&nbsp;<strong>riverside farmland<\/strong>, caused&nbsp;<strong>crop losses<\/strong>, and&nbsp;<strong>cut off roads<\/strong>&nbsp;within the village. The&nbsp;<strong>bodies were temporarily transported to Laukkai Township Hospital<\/strong>, and&nbsp;<strong>financial assistance<\/strong>&nbsp;was provided to the bereaved families by the mayor.
