IEC Issues an Urgent Humanitarian Appeal for Emergency Relief and Resettlement Support for War-Affected Civilians in Karenni Region

June 16

The Interim Executive Council (IEC) has issued a humanitarian appeal in June for emergency relief and resettlement support for civilians affected by armed conflict in the Karenni Region.

“Since early June 2025, the illegitimate military junta has been launching large-scale military offensives from the eastern bank of the Moe Bye area in Pekon Township, moving toward Loikaw and Demoso townships in Karenni State. These military advances have resulted in ongoing clashes. In addition to these ground offensives, junta forces are also conducting heavy artillery shelling and airstrikes, leading to civilian casualties. As a result of these attacks, local civilians have been forced to flee their homes in search of safety,” the IEC stated.

The Department of Humanitarian Assistance and Rehabilitation and the Department of Home Affairs — Emergency Rescue Division — under the Karenni Interim Executive Council are coordinating with civil society organizations and township-level administrative bodies to carry out initial humanitarian responses and provide support to displaced persons.

Although emergency responses are being carried out in real time, humanitarian needs remain immense. At the same time, the illegitimate junta continues to weaponize access to aid, restricting and obstructing much-needed humanitarian assistance under various pretexts, the IEC emphasized.

The IEC earnestly urges the international community to acknowledge the serious challenges currently faced by displaced civilians and to step up humanitarian assistance efforts—particularly in ensuring safety, food security, and shelter.

According to the most recent data on affected civilians, since early June 2025, intensified military offensives in the eastern part of Pekon Township in Moe Bye area have endangered approximately 7,000 households—an estimated 40,000 people—across five village tracts.

========================

🚩🚩 2. Two Civilian Women Injured as Junta Forces Fire 10 Artillery Shells into Zee Kone and Alu Gyi Villages

June 16

According to the Karen National Union (KNU) Central, the junta’s artillery attacks on Zee Kone and Alu Gyi villages resulted in injuries to two civilian women.

The incident occurred in Kyainseikgyi Township, Dooplaya District—under the administrative control of the KNU—on June 14. At approximately 10:10 AM, the junta’s Infantry Division 44 and its subordinate Light Infantry Battalion 3 fired eight 120mm artillery shells from their base, two of which exploded upon impact in Zee Kone Village. As a result, a local resident, Daw Aye San (aged 53), was injured by shrapnel. Additionally, the homes of U Pho Pain and U Ko Oo were damaged by the blasts.

Later, at around 5:03 PM the same day, two more 120mm shells were fired by the junta’s LIB-3 toward Alu Gyi Village. One of the shells exploded, injuring Ma Wawa Oo (aged 30).

In recent days, the junta’s Infantry Division 44 and its subordinate battalions, stationed in Kyainseikgyi Township, have been deliberately targeting areas populated by civilians with heavy artillery. Frequent military incursions are being carried out, and these operations have been marked by repeated human rights violations against local civilians.

========================

🚩🚩 3. Six Civilian Homes Burned Down by Junta-Aligned PNO Forces in Tapu Hto Village, Hsihseng Township

June 16

The Pa-O National Liberation Army (PNLA) has reported that six civilian homes were destroyed in a fire set by the junta-aligned PNO (Pa-O National Organization) militia in Tapu Hto Village, part of the Naung Kyaw Village Tract in Hsihseng Township, on the night of June 12. The fire continued burning until the night of June 13, according to the PNLA.

PNO militia troops have been stationed in Tapu Hto Village for more than four months. On June 7, the PNO forcibly expelled all residents from the village before setting it on fire.

A local resident explained,

“The houses were not densely packed, and because of the rain, the fire didn’t spread throughout the entire village. Only the PNO forces are present there now; they’ve driven all the villagers out.”

Furthermore, by June 15, the PNO militia—under the control of the military junta—had forcibly displaced over 4,000 civilians from two village tracts in Hsihseng Township, forcing them to leave their villages altogether.

========================

🚩🚩 4.
