The National Unity Consultative Council (NUCC) has issued a public statement on the progress of its initiatives concerning the Constitution Drafting Working Group during the Transitional Period (TCWG) and the drafting of the Framework for a Federal Democratic Union during the Transitional Period (AFTA).<\/p>\n\n\n\n

The Constitution Drafting Working Group (TCWG) convened its meetings in a hybrid format\u2014both in-person and online\u2014in September 2024. During those sessions, participants confirmed the continuation of AFTA drafting efforts and agreed to hold further hybrid meetings to advance the drafting process.<\/p>\n\n\n\n

In accordance with those agreements, a follow-up hybrid meeting dedicated to drafting AFTA was held in November 2024. Top leaders from various organizations participated and deliberated on the fundamental elements to be included in the transitional federal constitutional framework, including the structure of the contents, the convening of the federal convention, the composition of the federal legislature, and matters related to administrative authority. It was reported that consensus was reached on matters concerning the structure of the contents.<\/p>\n\n\n\n

A third hybrid meeting was subsequently held in January 2025. During that session, discussions centered on the legal frameworks to be adopted during the transitional period and the foundational principles guiding the federal union\u2019s structure under transition. The discussions led to mutual agreements on those issues.<\/p>\n\n\n\n

The fourth hybrid meeting, held in March 2025, focused on foundational policies related to citizenship and national identity, the delineation of federal and state powers, and the principles of shared governance. These matters were discussed in depth, according to the statement.<\/p>\n\n\n\n

In May 2025, the fifth hybrid meeting was successfully conducted, during which discussions continued on the distribution of federal, state, and shared powers. Furthermore, foundational policies, goals, and values for the establishment of a federal democratic union were deliberated and agreed upon. The participants reached a unanimous decision to expedite the next steps in the AFTA drafting process and to implement them swiftly and cohesively.<\/p>\n\n\n\n

On May 23, 2025, the Committee Representing Pyidaungsu Hluttaw (CRPH) held its 20th regular coordination meeting of the year via video conference. During the session, the Union Minister for Electricity and Energy from the National Unity Government (NUG), U Soe Thura Tun, delivered a detailed briefing on the ministry\u2019s activities and future plans, as announced by CRPH.<\/p>\n\n\n\n

The meeting was opened with welcoming remarks by U Tun Myint, a member of the CRPH Secretariat. Following this, Union Minister U Soe Thura Tun presented a comprehensive overview of the Ministry\u2019s work from June 2021 to April 2025. His presentation covered the following:<\/p>\n\n\n\n

Policy directions related to electricity and energy,<\/p>\n\n\n\n

Public service delivery initiatives in electricity and construction sectors,<\/p>\n\n\n\n

Infrastructure for the Transitional Civilian Government,<\/p>\n\n\n\n

The current state (as of April 2025) of assistance provided to CDM (Civil Disobedience Movement) staff,<\/p>\n\n\n\n

Engagements with Pa-Ah-Pha (Village Administrative Bodies), village electricity committees, and linemen,<\/p>\n\n\n\n

Distribution of pamphlets outlining ministry policies and directives,<\/p>\n\n\n\n

Maintenance and repair operations for power lines,<\/p>\n\n\n\n

Damage assessments of power lines, transformers, buildings, and roads in earthquake-affected areas,<\/p>\n\n\n\n

Ongoing challenges and the ministry’s upcoming plans.<\/p>\n\n\n\n

After his presentation, CRPH members in attendance engaged in Q&A and provided suggestions, to which the Union Minister offered clarifications.<\/p>\n\n\n\n

Following that, reports from the various parliamentary committees were shared. The Education Committee discussed plans for meetings with relevant boards, ministries, and MPs. The Federal Affairs Committee presented plans to hold federalism-related workshops. The meeting was then adjourned.<\/p>\n\n\n\n

Attendees included members of the CRPH Secretariat, general members, committee representatives, and the Union Minister for Electricity and Energy.<\/p>\n\n\n\n

\ud83d\udccc\ud83d\udccc 3. Ambassador Kyaw Moe Tun Addresses the UN Security Council on Protection of Myanmar Civilians and Condemns Junta Atrocities<\/strong><\/p>\n\n\n\n

At the United Nations headquarters in New York, a high-level meeting on ensuring the protection of civilians in armed conflict was held at the UN Security Council from May 22 to 23, 2025. Ambassador Kyaw Moe Tun, Permanent Representative of Myanmar to the United Nations, delivered a speech on May 23, alongside representatives from more than 90 UN member states.<\/p>\n\n\n\n

In his remarks, Ambassador Kyaw Moe Tun highlighted that since the military coup in Myanmar in 2021, more than 6,700 civilians have been killed due to the junta\u2019s airstrikes, bombings, and destruction of villages. He noted that the most vulnerable groups\u2014women, children, persons with disabilities, and the elderly\u2014have been disproportionately affected. He further stressed that violence intensified throughout 2023 and 2024, and in March 2025, a 7.7-magnitude earthquake resulted in over 3,800 deaths. Instead of facilitating humanitarian relief efforts, the junta obstructed rescue operations and launched further airstrikes on disaster-affected areas.<\/p>\n\n\n\n

Additionally, between May 10 and 15, junta airstrikes across Sagaing, Mandalay, Rakhine, Chin, and Shan States killed 80 people and injured 185 others. Particularly in Depayin Township of Sagaing Region, a school in a village was bombed, killing approximately 20 children and their teachers. The junta deliberately targeted civilians, violating international humanitarian law and committing war crimes.<\/p>\n\n\n\n

Ambassador Kyaw Moe Tun called on the Security Council to take decisive action to:<\/p>\n\n\n\n

Halt the supply of weapons, ammunition, and aviation fuel to the junta.<\/p>\n\n\n\n

Ensure unimpeded humanitarian assistance reaches affected populations.<\/p>\n\n\n\n

Facilitate the delivery of aid through local civil society networks.<\/p>\n\n\n\n

He also urged the international community to hold the junta accountable for its atrocities and to support the Myanmar people\u2019s aspirations for a federal democratic future.<\/p>\n\n\n\n

\ud83d\udccc\ud83d\udccc 4. <\/strong>Justice For Myanmar<\/em><\/strong> Reports 54 ASEAN-based Companies Are Fueling the Myanmar Junta with Funds, Fuel, and Technology<\/strong><\/p>\n\n\n\n

According to a statement by Justice For Myanmar (JFM)<\/em>, 54 companies based in ASEAN member states have continued business ties with the Myanmar military and its controlled enterprises since the military\u2019s coup on February 1, 2021.<\/p>\n\n\n\n

JFM reported that these companies are enabling the junta\u2019s violent campaigns against civilians by providing critical resources such as tax revenue, aviation fuel, and surveillance technology. Companies named in the report include:<\/p>\n\n\n\n

Thailand\u2019s PTTEP<\/strong> \u2013 Partnered with the junta on offshore gas projects, generating revenue that contributes to war crimes.<\/p>\n\n\n\n

Malaysia\u2019s ENRA Group<\/strong> \u2013 Provided infrastructure for the Yetagun gas project, helping secure financial flows for the junta.<\/p>\n\n\n\n

Singapore\u2019s Interra Resources<\/strong> \u2013 Sold millions of barrels of oil to the junta in 2021, effectively supplying fuel for aerial and ground assaults.<\/p>\n\n\n\n

Vietnam\u2019s Viettel Global Investment<\/strong> \u2013 Through its operations in the Mytel telecom network (jointly run with the junta\u2019s MEC), supports the junta with tax income and surveillance capabilities.<\/p>\n\n\n\n

Singapore\u2019s Greenply Alkemal, Natural Forest, and Valency<\/strong> \u2013 Exported timber products from Myanmar\u2019s logging sector, generating revenue for the junta.<\/p>\n\n\n\n

Malaysia\u2019s MAMEE-Double Decker and Thailand\u2019s CP Group<\/strong> \u2013 Maintain factories inside the junta-controlled Pyinmapin Industrial Zone.<\/p>\n\n\n\n

Singapore\u2019s Krislite Group<\/strong> \u2013 Engaged in real estate projects on land owned by the junta\u2019s MEC (Myanmar Economic Corporation).<\/p>\n\n\n\n

JFM spokesperson Ma Ratna Maung urged ASEAN governments to:<\/p>\n\n\n\n

Immediately halt the flow of funds, weapons, equipment, technology, and aviation fuel to the junta.<\/p>\n\n\n\n

Pressure companies to cease financial transactions and fuel sales to the military.<\/p>\n\n\n\n

She criticized ASEAN\u2019s Five-Point Consensus<\/em> as a failed policy that has granted political legitimacy to the junta and emboldened its violent crackdown on civilians. JFM called on ASEAN to support a Myanmar-led solution to the crisis and to take a firm stance in defense of human rights.<\/p>\n\n\n\n

The New Mon State Party \u2013 Anti-Dictatorship (NMSP-AD) and the Mon Liberation Army (MLA) announced on May 24 that, following discussions and coordination, they had successfully formed the Ramonnya Mon Army (RMA)<\/strong>. In response, the New Ramonnya Federal Force (NRFF)<\/strong> has issued a statement warmly welcoming and expressing full support for this development.<\/p>\n\n\n\n

The NRFF stated that the establishment of the RMA amid a nationwide resistance against the military dictatorship represents a significant source of strength for the Mon people and marks a positive advancement in the course of the revolution.<\/p>\n\n\n\n

NRFF further declared its intention to actively contribute, within its capacity, toward the creation of an inclusive armed force that unites all Mon armed groups under a shared objective \u2014 to dismantle the military dictatorship and to build a prosperous Mon State grounded in equality and the full right to self-determination.<\/p>\n\n\n\n

The Palaung State Liberation Front \/ Ta\u2019ang National Liberation Army (PSLF\/TNLA)<\/strong> has issued a statement expressing its heartfelt congratulations and support for the formation of the Ramonnya Mon Army (RMA)<\/strong> \u2014 jointly established by the New Mon State Party (Anti-Dictatorship)<\/strong> and the Mon Liberation Army (MLA)<\/strong> on May 24, 2025. The RMA was founded based on shared principles of opposing military dictatorship and striving for a Mon State that is founded on equality and full self-determination.<\/p>\n\n\n\n

The PSLF\/TNLA highlighted that as the people of Myanmar continue to suffer brutal oppression and killings at the hands of the military leadership, armed resistance has emerged across all regions of the country. The formation of a unified Ramonnya Mon Army is, therefore, seen as a significant and rightful step toward placing the Mon people firmly on the revolutionary path.<\/p>\n\n\n\n

The statement added that the Mon-Khmer ethnic groups \u2014 including the Mon, Wa, and Ta\u2019ang peoples in Myanmar \u2014 must establish disciplined, competent, and robust armed forces to defend their respective territories and communities. As such, PSLF\/TNLA has recognized the newly established RMA as a revolutionary ally<\/strong> and affirmed its commitment to work in solidarity to accelerate the achievement of shared revolutionary goals<\/strong>.<\/p>\n\n\n\n
