Union Ministers from the Ministry of Home Affairs and Immigration (NUG-MOHAI) and the Ministry of Defense (NUG-MOD) met with representatives of the National Unity Consultative Council (NUCC) to discuss the current conditions within the areas governed under the People\u2019s Administration (Pa Ah Pha), the People\u2019s Defense (Pa Ka Pha), and the People\u2019s Security (Pa La Pha) frameworks, collectively referred to as the \u201cThree Pillars.\u201d<\/p>\n\n\n\n

During the meeting, NUG Union Ministers and Deputy Ministers provided detailed updates on the implementation status, challenges, and preparedness for addressing issues related to the “Three Pillars” mechanism. Additionally, they offered transparency regarding the usage and distribution of revenue collected through taxation.<\/p>\n\n\n\n

Representatives of the NUCC emphasized that the construction of people’s administrative systems should be based on the will and perspectives of local communities. They also highlighted the importance of incorporating political institution-building and legal education into the ongoing training programs. On May 12, 2025<\/strong>, at around 10:00 a.m.<\/strong>, the terrorist military junta launched an aerial bombing attack targeting a village school in Oo Htein Tine<\/strong>, Depayin Township<\/strong>, Sagaing Region<\/strong>. According to initial reports, two female teachers<\/strong> and twenty children<\/strong> were killed on the spot, while over 40 others<\/strong> sustained injuries, as confirmed by the Ministry of Education of the National Unity Government (NUG).<\/p>\n\n\n\n

The Ministry stated that it will conduct a thorough investigation to uncover the facts and ensure that all those responsible\u2014including those who ordered the attack, those who directly committed the crime, and any collaborators\u2014are held fully accountable and brought to justice.<\/p>\n\n\n\n

It declared that no justification will be accepted<\/strong> for such acts and that impunity will not be tolerated<\/strong>. Those involved will face severe legal consequences<\/strong>.<\/p>\n\n\n\n

The Ministry also called on the international community to take effective and meaningful action<\/strong> to prevent such atrocities. It urged global stakeholders to support efforts ensuring safe and secure access to education for children<\/strong>, including the establishment of protected learning environments<\/strong> free from violence.<\/p>\n\n\n\n

Officials led by Union Minister U Aung Myo Min<\/strong> of the Ministry of Human Rights<\/strong> conducted a Military Code of Conduct (COC) training<\/strong> for People’s Defense Forces under the Strategic Column (1) of the Yangon Region Military Command<\/strong>, part of the Ministry of Defense<\/strong> and the People\u2019s Defense Force<\/strong>. The training was delivered on May 10<\/strong>, according to reports.<\/p>\n\n\n\n

The training covered fundamental principles of human rights<\/strong>, military ethics<\/strong>, and International Humanitarian Law (IHL)<\/strong>, including the Geneva Conventions<\/strong>. It also emphasized the protection of civilians and the distinction between civilian and military targets, as laid out in the NUG\u2019s military code of conduct.<\/p>\n\n\n\n

The terrorist military junta has been deliberately targeting hospitals and schools, conducting airstrikes and bombings, prompting a CDM (Civil Disobedience Movement) senior surgeon to call for public resistance through a message on social media.<\/p>\n\n\n\n

Dr. Soe Min, a surgeon participating in the CDM, wrote:<\/p>\n\n\n\n

\u201cWhile children were sitting their exams in Depayin, bombs were dropped. All the victims were schoolchildren. What is truly heartbreaking is that no one is stopping or opposing such acts\u2014and people seem able to live as if they are unaware of what’s happening.
Since April 22, apart from personal matters like obituaries, I\u2019ve been relentlessly posting about every single airstrike attack occurring in Myanmar to spread awareness globally. This is not a cry of fear\u2014it is to make sure the world sees who is responsible for these atrocities.

Although the terrorist junta has formally extended its ceasefire until the end of May, attacks using airstrikes and heavy artillery continue unabated on a daily basis, according to a report released by AAPP on May 12.<\/p>\n\n\n\n

On May 8<\/strong>, the junta launched artillery attacks on Tharyetcho Village in Nawnghkio Township, Shan State, resulting in the deaths of four civilians, including a child.<\/p>\n\n\n\n

On the same day, a monastery in Bhamo, Kachin State, was bombed twice by military aircraft. About 15 internally displaced persons (IDPs) were killed, and over 30 others sustained injuries.<\/p>\n\n\n\n

On May 9<\/strong>, the junta targeted another monastery\u2014this time in Hlaing Kwe Village, Kawkareik Township, Karen State\u2014with heavy artillery. A senior monk was struck by shrapnel and died from the injuries.<\/p>\n\n\n\n
