As Myanmar approaches the one-month mark, the <strong>wounds of the disaster remain raw<\/strong>.<\/p>\n<p>In the first 72 hours after the quake, some emergency rescues were conducted with the help of <strong>international search-and-rescue teams<\/strong>, <strong>local firefighters<\/strong>, and <strong>volunteer organizations<\/strong>. However, the scale and sufficiency of the response were limited.<\/p>\n<hr \/>\n<h3><strong>Disaster Within Conflict<\/strong><\/h3>\n<p>Myanmar was already fractured by <strong>civil war<\/strong>, deep <strong>social divisions<\/strong>, and the presence of <strong>over a million internally displaced people (IDPs)<\/strong> when the quake hit. Resources were already strained, with the junta prioritizing <strong>military spending<\/strong> over social services.<\/p>\n<p>Facing the worst earthquake in nearly a century, Myanmar had little <strong>preparedness, unity, or resilience<\/strong> left to mount an adequate response.<\/p>\n<hr \/>\n<h3><strong>Control and Relief Dynamics<\/strong><\/h3>\n<p>Although some NUG leaders assert that the junta controls <strong>only 20% of Myanmar\u2019s territory<\/strong>, the regions <strong>hardest hit by the earthquake<\/strong>\u2014including <strong>Mandalay, Sagaing, Kyaukse, Naypyitaw, Pyinmana, Inle, Yamethin, Pyawbwe, Wundwin, Myitnge, and Pyin Oo Lwin<\/strong>\u2014were all <strong>junta-controlled cities<\/strong>.<\/p>\n<p>Thus, despite broad resistance control elsewhere, <strong>most international aid<\/strong> had to be funneled through junta-held areas.<\/p>\n<hr \/>\n<h3><strong>The Junta&#8217;s Priorities<\/strong><\/h3>\n<p>Since the earthquake:<\/p>\n<ul>\n<li>\n<p>The junta has <strong>not mobilized its military<\/strong> for major civilian rescue efforts.<\/p>\n<\/li>\n<li>\n<p>It has <strong>not allocated significant emergency funding<\/strong> for earthquake recovery.<\/p>\n<\/li>\n<li>\n<p>Instead, it prioritized <strong>repairing military command centers<\/strong> and <strong>continuing airstrikes<\/strong>.<\/p>\n<\/li>\n<\/ul>\n<p>Civilian government staff and their families remain largely <strong>neglected<\/strong>, many living under makeshift tents even a month later, exposed to the harsh heat (over <strong>40\u00b0C<\/strong>) and impending <strong>monsoon floods<\/strong>.<\/p>\n<hr \/>\n<h3><strong>Civilians Left Behind<\/strong><\/h3>\n<p>Tens of thousands of civilians are still:<\/p>\n<ul>\n<li>\n<p>Living in <strong>temporary shelters<\/strong><\/p>\n<\/li>\n<li>\n<p>Without <strong>adequate sanitation, clean water, or medical support<\/strong><\/p>\n<\/li>\n<li>\n<p>Facing the threat of <strong>health crises<\/strong> as the rainy season approaches<\/p>\n<\/li>\n<\/ul>\n<p>Even many urban residents\u2014who still have standing homes but lost their jobs due to economic collapse\u2014are struggling to survive.<\/p>\n<p>Despite public donations and international pledges (such as China\u2019s promise of <strong>1 billion yuan in humanitarian aid<\/strong>), the junta\u2019s relief distribution has been <strong>slow, insufficient, and opaque<\/strong>.<\/p>\n<hr \/>\n<h3><strong>The Unanswered Questions<\/strong><\/h3>\n<p>As nearly 4,000 people have been confirmed dead, and countless others have lost homes and livelihoods, pressing questions emerge:<\/p>\n<ul>\n<li>\n<p><strong>What plans does the junta have for survivors?<\/strong><\/p>\n<\/li>\n<li>\n<p><strong>How will communities rebuild amid war and disaster?<\/strong><\/p>\n<\/li>\n<li>\n<p><strong>What role can resistance forces play in aiding the people?<\/strong><\/p>\n<\/li>\n<\/ul>\n<p>Meanwhile, Myanmar\u2019s ordinary citizens\u2014already battered by civil conflict\u2014must now find ways to <strong>survive and
