These updates have frequently appeared in local news coverage.<\/p>\n<p>Roughly two years ago, <strong>four battalions in Yinmabin District<\/strong>, operating under <strong>Bo Naga<\/strong>, were receiving support from MOD. However, when MOD suspended its support and issued orders to dismiss them from official command, the battalion leaders declared they would continue to operate under MOD. In response, Bo Naga <strong>ordered them to surrender their weapons<\/strong>, sparking internal conflict. This incident appeared less about rebellion and more about <strong>disagreements stemming from inadequate support and command friction<\/strong>.<\/p>\n<p>In early 2025, <strong>three battalions from Southern Shan State<\/strong>\u2014Battalion 1005, <strong>SSPDF<\/strong>, and <strong>SSRY<\/strong>\u2014also announced they were withdrawing from MOD. Reports suggested that their <strong>refusal to comply with troop relocation orders<\/strong> from MOD was the main reason.<\/p>\n<p>In another notable case, in <strong>southern Karen State<\/strong>, two battalions known as <strong>KyarPhyu (White Tiger) Column<\/strong> and <strong>Galone Column<\/strong>, long considered part of the local resistance network, <strong>announced their withdrawal from MOD<\/strong> earlier this year. While no official statement was released, reports indicated they <strong>could not or would not follow JOC (Joint Operations Command) relocation orders<\/strong>. The JOC represents a coordination body between the <strong>KNU\/KNLA<\/strong> and MOD.<\/p>\n<p>Additionally, in the <strong>Yaw region<\/strong>, the <strong>Gangaw PDF battalion<\/strong> declared its <strong>departure from MOD<\/strong> and realigned with a new local force known as the <strong>Yaw Army (YA)<\/strong>.<\/p>\n<p>Most of these exits have occurred <strong>at the battalion level<\/strong>, though some individuals have <strong>left MOD units to join other resistance groups<\/strong>.<\/p>\n<hr \/>\n<h3><strong>Why Are These Battalions Withdrawing from MOD?<\/strong><\/h3>\n<p>Analysis reveals common patterns:<\/p>\n<ul>\n<li>\n<p><strong>Insufficient logistical or financial support<\/strong><\/p>\n<\/li>\n<li>\n<p><strong>Inability to follow or disagreement with MOD orders<\/strong><\/p>\n<\/li>\n<li>\n<p><strong>Desire to collaborate more closely with ethnic armed groups<\/strong> active in their region<\/p>\n<\/li>\n<\/ul>\n<p>There are also criticisms that MOD\u2019s <strong>support and resources are inconsistent<\/strong>, and that some local groups operate <strong>semi-independently<\/strong>, collecting local taxes and managing their own affairs\u2014sometimes with little accountability to central leadership.<\/p>\n<hr \/>\n<h3><strong>Signs of Weakening Central Control?<\/strong><\/h3>\n<p>These withdrawals raise concerns over <strong>MOD\u2019s ability to maintain centralized command<\/strong>. While some battalions were created under MOD from the start, others <strong>originated independently<\/strong> and joined MOD later. The fragmented and regional nature of Myanmar\u2019s resistance has made full coordination difficult.<\/p>\n<p>The flexibility of allowing battalions to <strong>resign or join freely<\/strong> is viewed by some as <strong>a strength<\/strong>, but others see it as a sign of <strong>weak discipline<\/strong> or <strong>structural vulnerability<\/strong>. Without clear hierarchy and accountability, MOD may face <strong>long-term difficulties in commanding and sustaining a united force<\/strong>.<\/p>\n<hr \/>\n<h3><strong>Risks for Civilians and Governance<\/strong><\/h3>\n<p>In areas where Local PDFs collect their own <strong>taxes and govern independently<\/strong>, civilians could face <strong>burdensome and unregulated taxation<\/strong>\u2014especially in the midst of ongoing war, inflation, and economic hardship. Without oversight, overlapping claims and inconsistencies in governance may emerge.<\/p>\n<hr \/>\n<h3><strong>Conclusion<\/strong><\/h3>\n<p>The NUG and MOD must prioritize:<\/p>\n<ul>\n<li>\n<p>Strengthening <strong>coordination and support<\/strong><\/p>\n<\/li>\n<li>\n<p>Establishing <strong>clear command structures<\/strong><\/p>\n<\/li>\n<li>\n<p>Managing the movement and administration of battalions effectively<\/p>\n<\/li>\n<\/ul>\n<p>Equally important is ensuring that civilians are protected from both the consequences of war and <strong>governance fragmentation<\/strong>.
