The most recent tremor struck on April 17, <strong>Myanmar New Year\u2019s Day<\/strong>, and was centered in <strong>Mandalay<\/strong>, one of the hardest-hit regions. The tremor raised fears of <strong>further collapses<\/strong> in already-damaged structures.<\/p>\n<p>Initially reported as <strong>magnitude 5.1<\/strong>, it was later downgraded to <strong>4.6<\/strong>, with a shallow depth of <strong>6 km<\/strong>\u2014intensifying its local impact, particularly in <strong>Patheingyi Township<\/strong>.<\/p>\n<hr \/>\n<h3>\ud83c\udfda\ufe0f Lingering Danger and Fragile Recovery<\/h3>\n<p>Mandalay residents are living in fear, as many masonry buildings have already been weakened. People are <strong>afraid to sleep inside<\/strong> their homes, choosing instead to stay outside at night due to the risk of collapse from aftershocks.<\/p>\n<p>The cleanup is still far from complete. Bodies of earthquake victims are <strong>still being recovered<\/strong> from under rubble. The atmosphere in Mandalay is one of ongoing anxiety and fatigue.<\/p>\n<p>While Mandalay has survived <strong>wars and fires<\/strong> in the past 80 years, the current devastation is seen as <strong>greater than the great fire disasters<\/strong>, even drawing comparisons to the <strong>World War II era<\/strong>.<\/p>\n<p>Meanwhile, the junta government appears more focused on <strong>military strategy<\/strong> amid the ongoing civil war than on earthquake recovery\u2014leaving local communities to fend for themselves, while remaining wary of the <strong>political exploitation<\/strong> of the disaster.<\/p>\n<hr \/>\n<h3>\ud83d\udd4a\ufe0f Amnesty Announcement on New Year\u2019s Day<\/h3>\n<p>On April 17, in line with traditional customs, the military junta announced a <strong>mass amnesty<\/strong>, claiming to have released <strong>over 4,900 prisoners<\/strong> from detention centers across the country, including Insein, Mandalay, Pyay, Mawlamyine, Tharyarwaddy, and Naypyitaw.<\/p>\n<p>However, only about <strong>100 of those freed were political prisoners<\/strong>, according to the <strong>Political Prisoners Monitoring Network (PPMN)<\/strong>. The vast majority were those convicted of criminal charges such as <strong>theft<\/strong> or <strong>drug offenses<\/strong>.<\/p>\n<p>Tens of thousands of <strong>political prisoners<\/strong> remain behind bars, and <strong>most were excluded<\/strong> from this round of amnesty. In some cases, only those <strong>close to release<\/strong> are included.<\/p>\n<p>In regions like <strong>Rakhine and northern Shan State<\/strong> (Lashio, etc.), where the junta no longer has control, no prisoners were released.<\/p>\n<hr \/>\n<h3>\ud83e\udded ASEAN Diplomacy and Earthquake Relief<\/h3>\n<p>One of the most closely followed stories on April 17 was the meeting between <strong>Malaysian Prime Minister Anwar Ibrahim<\/strong> and <strong>junta leader Min Aung Hlaing<\/strong> in <strong>Bangkok<\/strong>. While officially framed as a discussion on <strong>earthquake aid<\/strong>, it was clearly tied to <strong>broader diplomatic efforts<\/strong> to seek a <strong>ceasefire<\/strong> in Myanmar.<\/p>\n<p>Former Thai PM <strong>Thaksin Shinawatra<\/strong>, now serving as an ASEAN special envoy on Myanmar, has been holding talks with <strong>ethnic armed groups<\/strong>, reflecting a shift in ASEAN\u2019s diplomatic approach. Whether these new efforts will make progress is still unclear.<\/p>\n<p>It&#8217;s also uncertain whether these moves <strong>align with or challenge China\u2019s policy<\/strong> toward Myanmar.
