At the 13th meeting of the Interim Central Committee for Public Administration under the National Unity Government, held on April 3 at 10:00 AM, Prime Minister and Chair of the Committee, Mahn Win Khaing Than<\/strong>, delivered opening remarks emphasizing the critical importance of swiftly achieving victory in the revolution and completely eradicating the destructive military dictatorship.<\/p>\n\n\n\n

He stated:<\/p>\n\n\n\n

\u201cWhile it is well understood and thus goes without saying that human-made disasters have long plagued us, it is deeply saddening to reflect on how severely we are affected by natural disasters during this abnormal time. When we think back to the previous civilian government\u2019s handling of the devastating COVID-19 pandemic, we can clearly see the difference.
If we had to face natural disasters under a functioning, responsible government, our country would not be in this level of crisis. I believe everyone can recognize and accept this truth.
Therefore, it is only when we are free from this military tyranny\u2014which has been oppressing our nation in countless ways\u2014that our country can truly rise.
Regardless of the difficulties we encounter, we must remain focused and dedicated to our primary objective and continue our efforts without distraction.\u201d<\/p>\n\n\n\n

The NUG Public Affairs Hotline<\/strong> is now actively offering daily assistance to those affected by the recent earthquake, operating from 10:00 AM to 10:00 PM<\/strong>, according to an announcement by the National Unity Government.<\/p>\n\n\n\n

The services include:<\/p>\n\n\n\n

Helping individuals who are currently separated from their families due to the earthquake\u2014whether within Myanmar or abroad\u2014verify the condition of their loved ones, provided the families are in NUG-controlled areas<\/em>.<\/p>\n\n\n\n

Guiding and connecting donors to trusted, reliable organizations<\/strong> for contributions related to earthquake relief.<\/p>\n\n\n\n

Providing a platform for victims to report hardships and urgent needs.<\/p>\n\n\n\n

Referring people to available assistance in healthcare, shelter, food, and rescue services<\/strong>.<\/p>\n\n\n\n

Accepting and documenting reports, with supporting evidence, of abuses and unlawful oppression<\/strong> carried out by the SAC forces and their affiliates during this crisis period.<\/p>\n\n\n\n

The NUG also noted that outside hotline hours<\/strong>, citizens may still reach out through the People\u2019s Inbox<\/strong>, which is available 24 hours a day<\/strong>.<\/p>\n\n\n\n

The Ministry of Humanitarian Affairs and Disaster Management<\/strong> under the National Unity Government has released an official report, dated April 4, detailing financial support disbursed to earthquake-affected townships.<\/p>\n\n\n\n

A total of MMK 1,200,026,000<\/strong> (1.2 billion kyats) has been allocated to 24 affected townships<\/strong>. The breakdown includes:<\/p>\n\n\n\n

Mandalay Region<\/strong>: MMK 785,926,000<\/strong><\/p>\n\n\n\n

Sagaing Region and India border areas<\/strong>: MMK 150,500,000<\/strong><\/p>\n\n\n\n

Bago Region<\/strong>: MMK 176,300,000<\/strong><\/p>\n\n\n\n

The Inter-Parliamentary Union (IPU) Members Supporting Myanmar Democracy<\/strong> held an emergency meeting on April 4 from 8:00 AM to 9:30 AM<\/strong> at the Special Conference Room, Ground Floor, Office Building of the House of Representatives, Japan<\/strong>. The meeting was coordinated by the NUG Representative Office in Japan<\/strong>.<\/p>\n\n\n\n

Dr. Ngai Tam Maung<\/strong>, Deputy Minister of the NUG Ministry of Humanitarian Affairs and Disaster Management, participated virtually and provided updates on the current devastation caused by the earthquake. He made a heartfelt appeal for rapid emergency assistance<\/strong> to those affected.<\/p>\n\n\n\n

Representatives from UNDP<\/strong>, WFP<\/strong>, and various NPOs were in attendance and shared briefings on the extent of damage, urgent needs, and both short- and long-term plans for emergency aid.<\/p>\n\n\n\n

Documentation distributed during the meeting highlighted:<\/p>\n\n\n\n

That this was a once-in-a-century earthquake<\/strong>, leaving many citizens homeless and devastated.<\/p>\n\n\n\n

The inhumane aerial bombings by the military junta<\/strong>, even in the midst of disaster.<\/p>\n\n\n\n

Deliberate obstruction<\/strong> of rescue operations by the junta forces.<\/p>\n\n\n\n

The junta\u2019s refusal<\/strong> to accept the NUG\u2019s two-week ceasefire proposal<\/strong> aimed at facilitating relief work.<\/p>\n\n\n\n

In response, the NUG formally submitted an appeal letter<\/strong> requesting swift emergency support for the Myanmar people. Following the briefing, a Q&A session<\/strong> took place, during which Japanese parliamentarians inquired about:<\/p>\n\n\n\n

The fastest and most effective ways to deliver aid.<\/p>\n\n\n\n

Possible routes and methods for assistance.<\/p>\n\n\n\n

The meeting concluded with a strong call urging international organizations to cooperate with the NUG, local groups, and ethnic organizations<\/strong> to immediately provide aid, particularly in areas controlled by revolutionary forces where international relief has yet to reach<\/strong>.<\/p>\n\n\n\n

UN Secretary-General Ant\u00f3nio Guterres has announced that Tom Fletcher, the Emergency Relief Coordinator for humanitarian efforts, is being dispatched to Myanmar. Additionally, Julie Bishop, the Special Envoy on Myanmar, will also be sent to the country within days to reinforce commitments toward peace and dialogue initiatives.<\/p>\n\n\n\n

The powerful earthquake that struck Southeast Asia last week, with its epicenter in Myanmar, has caused devastating destruction, particularly within Myanmar\u2019s borders, and has left the country facing immense humanitarian challenges.<\/p>\n\n\n\n

The death toll has now exceeded 3,000 and continues to rise. Thousands more have been injured, and many remain trapped under rubble. This disaster has exposed deep-rooted vulnerabilities in the country\u2019s already fragile state.<\/p>\n\n\n\n

Even before the earthquake, Myanmar had been grappling with serious political crises, widespread human rights violations, and a severe humanitarian emergency. Ongoing conflict and violence had already displaced millions from their homes.<\/p>\n\n\n\n

As the monsoon season approaches, the earthquake has only worsened these hardships. The UN is urgently appealing to the international community to significantly increase emergency funding to match the scale of the crisis. It has also called for swift, safe, sustainable, and unimpeded humanitarian access across the country, particularly to the most affected and vulnerable communities.<\/p>\n\n\n\n

On April 4, the UK government announced an additional \u00a35 million in contributions to the Disasters Emergency Committee<\/em> (DEC) for relief efforts in response to the ongoing earthquake crisis in Myanmar.<\/p>\n\n\n\n

This funding builds on an initial \u00a310 million already pledged to support the Myanmar people affected by the disaster, bringing the UK\u2019s total humanitarian assistance to \u00a315 million.<\/p>\n\n\n\n

Baroness Chapman, the UK Minister for International Development, stated:<\/p>\n\n\n\n

\u201cWe are proud to support the work of the Disasters Emergency Committee as we respond to the urgent needs of the Myanmar people. Amid ongoing instability, the current crisis has intensified suffering and increased the demand for emergency aid. Our support is reaching the hardest-hit areas and includes vital supplies such as food, clean water, and shelter.\u201d<\/p>\n\n\n\n

The UK government clarified that none of the funds will be channeled to the Myanmar military.<\/p>\n\n\n\n

On April 4, Mr. Shogo Yoshitake, the Japanese Ambassador to Myanmar, announced that a Japanese Disaster Relief (JDR) medical team has begun providing emergency healthcare services in Mandalay, one of the areas hardest hit by the recent earthquake.<\/p>\n\n\n\n

The Japanese medical team is operating in Chan Aye Tharzan Township, between 71st and 72nd Streets, within the premises of the Mandalay City Development Committee.<\/p>\n\n\n\n

Japan has also pledged approximately USD 6 million in emergency humanitarian assistance. The aid will be delivered through effective and direct mechanisms to ensure that it reaches those most in need.<\/p>\n\n\n\n

In response to the devastating March 28 earthquake in central Myanmar, the Quad Alliance\u2014comprising the United States, Australia, Japan, and India\u2014has expressed deep sympathy for the people of Myanmar and Thailand and has pledged more than USD 20 million in humanitarian assistance to Myanmar.<\/p>\n\n\n\n

According to an April 4 statement from the U.S. Mission to ASEAN, the Quad is actively supporting humanitarian partners in Myanmar by delivering emergency supplies and deploying medical response teams to care for earthquake victims. The assistance is being coordinated through the Alliance\u2019s funding mechanisms and bilateral engagement efforts.<\/p>\n\n\n\n

The Quad is working to ensure that this aid is delivered efficiently and reaches the most affected communities. It has emphasized the urgent need for a safe and secure environment across Myanmar that allows timely and uninterrupted delivery of humanitarian assistance.<\/p>\n\n\n\n

The Alliance also welcomed the statements issued by ASEAN foreign ministers on March 29 and 30, as well as ASEAN and regional countries\u2019 efforts to support affected communities. The Quad\u2019s Humanitarian and Disaster Response Partnership continues to collaborate closely with ASEAN\u2019s humanitarian coordination center and other regional partners on disaster risk management and relief operations.<\/p>\n\n\n\n
