People interested in Myanmar affairs have also been discussing the document online.

Since the military coup in 2021, the people of Myanmar have sacrificed their lives, livelihoods, and possessions in the hope of restoring democracy, ending military dictatorship, and building a federal democratic union. There was also hope that the international community—particularly major democratic countries such as the United States—would support and assist these aspirations.

Under the administration of U.S. President Joe Biden, which began in 2021, Myanmar’s democratic cause received a certain degree of attention in U.S. foreign policy. Some Myanmar nationals were able to flee to the United States, obtain political asylum, or receive limited assistance through temporary protection programs. However, these opportunities were not equally available to all Myanmar nationals.

The newly released U.S. strategy document identifies four principal objectives: U.S. national security, trade interests, peace, and the expansion of regional influence. The restoration of democracy in Myanmar—an issue strongly desired and advocated by Myanmar activists—is not identified as a separate primary objective.

This does not necessarily mean that the United States has completely abandoned Myanmar’s democratic cause. However, it does indicate that U.S. interests are now being placed more visibly at the forefront.

Peace, Rare Earth Minerals, and Myanmar’s Political Future

One of the most notable points in the document is the goal of working toward a long-term peace agreement in Myanmar by 2030. Such peace negotiations would include efforts to reduce disagreements among the central government, state-level authorities, and ethnic organizations, as well as discussions on fiscal federalism and territorial demarcation.

However, the document also directly links these negotiations to creating opportunities to obtain Myanmar’s rare-earth mineral resources and establishing favorable conditions for U.S. investment.

This raises an important question for the Spring Revolution:

Are the peace desired by the people of Myanmar and the stability desired by powerful countries really the same thing?

Ending the fighting is important. But the end of armed conflict and the achievement of democracy do not always coincide. Unless questions such as who will hold political power, how the rights of the people will be guaranteed, and how the self-determination of ethnic peoples will be recognized are resolved, a peace agreement alone will not bring the problems to an end.

The fact that the new U.S. strategy connects peace with American regional influence and economic opportunities is something the forces of Myanmar’s revolution must consider seriously.

Renewed Engagement between the United States and the Military Regime

According to a Reuters report published in October, U.S. officials held direct discussions with members of the government established by Myanmar’s military. The talks reportedly included efforts to crack down on online scam operations, the release of a U.S. citizen, and rare-earth minerals.

The United States has said that it accepts engagement with all parties involved in Myanmar’s conflict and continues to call for an end to violence and the release of political prisoners. U.S. sanctions against military leader Min Aung Hlaing and certain individuals connected to the military also remain in place.

Therefore, the resumption of diplomatic engagement should not automatically be interpreted as formal recognition of the military regime or junta. Nevertheless, it is necessary to monitor how such engagement could affect the military government’s efforts to obtain international legitimacy.

For the Spring Revolution, rather than relying solely on relations with the United States, it is also important to consider how its political objectives, the views of the people, and the principles of federal democracy can be reflected in international discussions and given greater importance.

The Uncertain Future of Myanmar Nationals in the United States

In addition to the political hopes of people inside Myanmar, the strategy document has direct implications for Myanmar nationals living in the United States.

The document identifies reducing the overstay rate of Myanmar nationals to zero and increasing cooperation with Myanmar authorities on accepting returnees as one of America’s key objectives. It also states that the overstay rate among Myanmar nationals holding B-1/B-2 visas was 38 percent in fiscal year 2024. This does not mean that 38 percent of all Myanmar nationals in the United States have overstayed their visas.

An even more concerning issue is the U.S. government’s decision to end the Temporary Protected Status (TPS) program for Myanmar nationals.

In January 2026, a federal court temporarily blocked the plan to terminate TPS. However, on August 7, the U.S. Citizenship and Immigration Services (USCIS) announced that TPS for Myanmar had ended. It also stated that employment authorization documents based solely on TPS would no longer be valid. Legal proceedings challenging the decision are still ongoing.

For Myanmar nationals in the United States, this is not merely a documentation issue. It affects employment, family livelihoods, children’s education, and the risk of being deported. For those who opposed the military coup, participated in the Civil Disobedience Movement, or took a prominent political position, returning to Myanmar may be very different from an ordinary return home.

However, the termination of TPS does not mean that all Myanmar nationals in the United States will be deported. Asylum, permanent residency, and other immigration statuses are separate matters determined under their own legal processes.

The issue that deserves criticism is that while the U.S. government says it is working to achieve peace and stability in Myanmar, it is also preparing to facilitate the return of some Myanmar nationals. How these two policies can be reconciled from a human-rights and humanitarian perspective remains an important question.

The Spring Revolution between Hope and Reality

Amid these changes in the international environment, it is increasingly important not only to criticize the United States, China, and other countries, but also to recognize the weaknesses on our own side, the capabilities we do not yet possess, and the needs we have not yet been able to fulfill.

Meetings and discussions with international diplomats and lawmakers should not automatically be interpreted as evidence that the world is already providing strong and substantial support for Myanmar’s democracy. It is also necessary to reassess how much practical political, military, and economic results have emerged from those meetings.

At the same time, some ethnic armed organizations have expanded their territorial control and self-administered authority. However, it is necessary to separately examine the extent to which they can guarantee the democratic rights of people living in those territories, freedom of expression, and the people’s right to participate in administrative decision-making.

The ability to control territory and the ability to build a democratic system of governance for the people are not the same thing.

Therefore, the Spring Revolution can no longer rely solely on hopes about how much assistance the international community will provide. It needs to reconsider and establish strategies and processes that take into account its actual strengths, weaknesses, the differing interests among organizations, and the genuine needs of the people.

The success of the Spring Revolution cannot be measured solely by how much territory it captures or how many international leaders it meets. How effectively it can bring into reality the democracy, freedom, and justice that the people have hoped for will also be a decisive measure of its success.

Myanmar Spring Chronicle — November 2 Perspective (MoeMaKa), November 3, 2026 America’s New Myanmar Strategy and the Hopes of the Spring Revolution Has the United States Begun Prioritizing Its Interests over Democracy?
