The visit marked an end to the prolonged diplomatic freeze between the United States and Myanmar’s military government.

Signs that the Trump administration intends to re-engage with the government of Min Aung Hlaing, who became president through a tightly controlled election designed to produce the military’s desired outcome, have been reinforced by reports of further meetings between representatives of the two governments in Tokyo in recent weeks.

According to Reuters, approximately one month after the Naypyidaw meeting, a U.S. delegation that included Assistant Secretary of State Michael Vance held a secret meeting in Tokyo, Japan, during the second week of October with representatives of Myanmar’s military government, whose names and official positions have not yet been disclosed.

News reports suggest that these repeated meetings involving senior representatives of the Trump administration and Myanmar’s military government have focused on combating online scam operations and accessing rare earth minerals found in northern Myanmar.

However, most of the areas where rare earth minerals are extracted and produced are located in Kachin State, under the control of the Kachin Independence Army (KIA). Since 2021, and particularly after 2023, the KIA has expanded its territorial control. As a result, most rare earth mining areas are no longer under the military government’s control, although the military continues to hold some resource-rich areas, including parts of the jade-producing Hpakant region.

Since the KIA is the principal authority controlling access to rare earth deposits in these territories, any effort to extract these minerals would require dealing with the organization.

Against this background, reports have emerged that China has recently relaxed restrictions on certain previously prohibited goods at border crossings in Kachin State, Namhkam under the control of the Ta’ang National Liberation Army (TNLA), and Muse, where the military government and Northern Alliance armed groups control different areas.

Some news reports have interpreted China’s easing of these border trade restrictions as a response to the ongoing discussions between the United States and Myanmar’s military government.

This raises several important questions.

How far could relations between the United States and Myanmar’s military government improve? Are the two developments—the U.S.–Myanmar meetings and China’s relaxation of border trade restrictions—actually connected? Has Beijing responded immediately to the military government’s diplomatic moves?

Another question concerns how far the Trump administration, guided by its “America First” policy, would be prepared to improve relations with Myanmar’s military government, whose senior figures remain subject to individual U.S. sanctions.

Although the Trump administration has shown little interest in promoting the restoration of democracy in Myanmar, there is also the question of whether Min Aung Hlaing’s government actually possesses the authority and practical capacity to deliver on issues such as suppressing online scam networks and granting access to rare earth mineral production.

On the other hand, the Trump administration has demonstrated a willingness to engage with leaders such as Russian President Vladimir Putin. Its approach to the ongoing Russia–Ukraine war, including its apparent preference for improving relations with Russia rather than prioritizing Ukraine, suggests a greater willingness to negotiate and make deals with authoritarian leaders.

Given these tendencies, it is reasonable to assume that Beijing is closely monitoring the emerging contacts between the Trump and Min Aung Hlaing administrations.

There is little doubt that China does not welcome increased American involvement in Myanmar’s affairs. Beijing is therefore likely to be carefully assessing whether the recent meetings represent an attempt to normalize relations between Washington and Myanmar’s military government, or whether they serve other strategic objectives.

Nevertheless, it would be premature to conclude that the situation has reached a point where China feels compelled to take immediate countermeasures or make significant strategic adjustments to maintain its position.

This leads to another question: Is the recent easing of border trade restrictions in territories controlled by ethnic armed organizations along the China–Myanmar border merely a coincidence? Or is Beijing using its relationships with these armed organizations to send a strategic signal to Myanmar’s military leadership?

Myanmar undoubtedly occupies an important position in global geopolitics.

The country shares a border stretching thousands of miles with China. Furthermore, ethnic armed organizations operating in northern and northeastern Myanmar depend heavily on China for cross-border trade and essential supplies, including raw materials used in ammunition production, fuel, and other critical commodities.

These organizations cannot realistically disregard their economic and logistical dependence on China.

Consequently, ethnic armed organizations along the Myanmar–China border represent important strategic assets that Beijing can use to strengthen its influence and bargaining position in Myanmar.

In 2024, Myanmar’s military leader Min Aung Hlaing was heavily dependent on the Chinese government.

However, the recent diplomatic meetings may indicate his longer-term ambition to diversify Myanmar’s international relationships rather than relying exclusively on China.

By seeking engagement with other regional and global powers, including Russia, the United States, and India, Min Aung Hlaing may be attempting to create greater diplomatic flexibility and reduce his government’s dependence on Beijing.

The recent discussions could therefore be interpreted as an early indication of this broader strategic objective.

Myanmar Spring Chronicle — October 31 Perspective (MoeMaKa), November 1, 2026 China’s Easing of Border Trade Restrictions and Meetings Between the Min Aung Hlaing Government and the United States In mid-September, a delegation led by a U.S. Assistant Secretary of…

"_jetpack_memberships_contains_paywalled_content":false
_jetpack_memberships_contains_paid_content":false
[9,58
100
post-10372","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-current","category-features","tag-myanmar-spring-revolution
["GET
