Three civilians reportedly killed in Loikaw airstrikes; three Myinmu villages bombed by gyrocopters

m.CDM — October 31

Junta forces reportedly carried out airstrikes on villages east of Loikaw, Karenni State, despite there being no fighting in the area. Two civilians were initially reported killed.

At around 1 p.m. on October 31, a Y-12 aircraft from Tada-U Air Base reportedly dropped two sets of five bombs.

At 5:10 p.m., a fighter jet from the same air base allegedly carried out another deliberate airstrike targeting civilians.

The attacks reportedly killed three civilians, injured three others, and damaged homes.

Similarly, four gyrocopters from the junta’s Monywa-based unit reportedly bombed three villages in Myinmu Township, Sagaing Region, despite no fighting taking place there.

At around 11:30 a.m. on October 31, the gyrocopters bombed Nyaungbin Kan, Yone Khar, and Pe Kyu villages.

No civilian casualties were reported, but three houses were destroyed and domestic animals were injured.

On October 30, junta forces also bombed Hlae-U Kan, Nyaungbin Kan, and Yone Khar villages in Myinmu Township, killing two men, according to the report.

2. Junta convoy reportedly ambushed while conducting forced recruitment in Kyaikpin

m.CDM — October 31

The 3802 Battalion, Battalion 5, of Thayarwady District stated that it had ambushed junta troops and Pyu Saw Htee militia members who had gone out to forcibly recruit young people in Kyaikpin Township, Bago Region.

On October 29, the group—traveling in three vehicles with approximately 60 personnel toward Sin Paik and Kyakhattaingyi villages—was attacked at around 5 p.m.

Four junta personnel were reportedly killed and two seriously injured. The attackers said the bodies were taken away before the troops hurriedly withdrew.

Following the ambush, junta forces reportedly began preparing to launch an operation against nearby villages. Residents from at least four villages fled to safer areas.

The attack was reportedly carried out by Battalion 5 of Thayarwady District’s 3802 Battalion, also known as BTZM-GBK-PDF. The resistance forces reportedly withdrew successfully without casualties.

3. Junta troops reportedly burn civilian homes during operation in Pakokku Township

m.CDM — October 31

The Township Department of Social Affairs, Labor and Humanitarian Assistance reported that junta troops conducting an operation in villages across Pakokku Township, Magway Region, entered Taypin Kan village and burned civilian homes.

The column, which reportedly left the junta’s KPA No. 22 weapons factory in Seikphyu, entered Taypin Kan at around 11:30 p.m. on October 30 together with Pyu Saw Htee members from Yargyi Pyu village.

Approximately 20 houses, more than 22 cattle shelters, and nearly 12 other buildings were reportedly destroyed by fire.

On October 29, the same column reportedly advanced into northern Pakokku with more than 20 vehicles and over 300 troops. More than 5,000 people from approximately six villages were forced to flee. Nearly 6,500 residents from five villages in southern Pakokku have also been displaced since October 28.

The township humanitarian department said around 1,200 households, or approximately 6,500 people, living along the Pathein–Monywa road have temporarily fled to safer locations.

The junta column is reportedly advancing toward the oil fields in northern Pakokku. Villages near the northern border of the township have been subjected to arson attacks and airstrikes involving fighter jets, Y-12 aircraft, gyrocopters, and paramotors.

As a result, approximately 610 households—nearly 3,100 people—from Kan Thit, Nayet That, Sone Kone, and Kyet Su Inn villages have been displaced for more than three months.

The township humanitarian department appealed for assistance for displaced people, whose needs are increasing as the crisis continues.

4. MMWRCCT collects public opinions on NUG identification documents for Myanmar workers in Thailand

m.CDM — October 31

The Myanmar Migrant Workers’ Representative Coordination Committee in Thailand, or MMWRCCT, is conducting a survey aimed at enabling the National Unity Government to issue some form of identification to Myanmar migrant workers living in Thailand.

The survey, led by the MMWRCCT and Myanmar workers’ organizations in Thailand, began on October 30. The organizers said that hundreds of thousands of people had already responded during the first night.

Since the military coup, restrictions on migrant workers have tightened. Authorities have reportedly begun collecting a 2 percent income tax from workers’ wages and forcing them to send 25 percent of their salaries back to Myanmar at an exchange rate set by the authorities.

The organizers said Myanmar workers facing multiple hardships are not receiving adequate protection or assistance and are instead being subjected to various forms of extortion. Some have also reportedly been threatened with being classified as undocumented or illegal workers.

The survey results will be sent to U Kyaw Moe Tun, Myanmar’s Permanent Representative to the United Nations. Organizers urged Myanmar workers to participate.

The survey is intended to help address the residency and employment difficulties faced by Myanmar migrant workers in Thailand. The MMWRCCT estimates that millions of people may eventually respond.

5. UN expert says arms sales by China and Russia prolong Myanmar conflict

m.CDM — October 31

Ms. Carrie Kary, the UN Special Rapporteur on the human rights situation in Myanmar, criticized countries—including China and Russia—that continue supplying weapons to the junta, saying they are worsening Myanmar’s conflict and human rights situation.

She said the military is deliberately attacking civilians to create fear and force them to submit, while intensifying airstrikes against civilian targets using aircraft and weapons manufactured by China and Russia.

Her report stated that although the junta has an advantage in terms of manpower, it still lacks the ability to decisively defeat resistance forces.

She also expressed concern that ASEAN member states have increased engagement with the junta without taking effective action to reduce violence, release political prisoners, or establish inclusive peace talks.

The report said the junta’s economic monopolies and poor management have weakened the legitimate economy while expanding criminal businesses. Money obtained through corruption—including manipulation of exchange rates and the exploitation of agricultural loans—is being used to purchase weapons.

At a recent UN General Assembly Third Committee meeting, some member states questioned her mandate and authority. Ms. Kary responded that it was her responsibility to stand with the people of Myanmar who are suffering, rather than with the oppressors.

“I will never say that I am neutral. As Desmond Tutu said, if you are neutral in situations of injustice, you have chosen the side of the oppressor.”

She also pointed out that some countries loudly object to interference in Myanmar’s internal affairs and speak about peace, while in practice selling weapons to Min Aung Hlaing and interfering in Myanmar’s internal affairs more severely than anyone else.

6. Pa-O organizations call for justice for two young women allegedly raped and killed

m.CDM — October 31

Pa-O civil society organizations have called for justice and effective action over the alleged rape and killing of two young women by the PNO/PNA militia in Taunggyi Township, southern Shan State.

On October 26, local residents found the bodies of Nang Aung Paw, 19, and Nang Htwe Mon, 15, in a field near Kaung Mu Sin village, Nan Haung village tract, Taunggyi Township. Both had suffered gunshot wounds.

Residents said Nang Aung Paw was found naked, apparently raped, and killed with the barrel of a gun placed in her mouth.

The PNO stated that a PNO/PNA member named Khun Kyaw Thura Min was responsible for the crime and that he was pursued, arrested, and shot dead that same night.

However, the report said it has not been independently confirmed whether the person killed was actually the perpetrator or whether others were involved.

Local residents were reportedly threatened and prohibited from speaking to the media or posting and sharing information on social media. The organizations said efforts were being made to suppress information about the incident.

Since the military coup, the military-backed PNO/PNA has reportedly continued forcibly recruiting local young people and collecting money from the Pa-O population to expand its armed forces.

7. KPLA completes political capacity-building and military development training

m.CDM — October 31

The KPLA-626 Battalion announced the successful completion of a political capacity-building and military development training course organized by the Karenni People’s Liberation Army under the Karenni Nationalities People’s Liberation Front.

The course was designed to improve political awareness, leadership skills, and military management capabilities.

Held over four days, from October 26 to 29, the training aimed to strengthen participants’ political awareness, critical thinking, individual abilities, and understanding of organizational matters.

Subjects included mental resilience, building mutual trust within teams, basic politics, democracy, federalism, and human rights.

The course also covered digital literacy, leadership, communication, problem-solving, military administration, discipline, responsibility, and accountability.

The closing ceremony was attended by the KPLA chief of staff, battalion advisers and directors, the KPLA Youth Affairs Department, The Present Team, and battalion officials. A representative of the trainees presented their experiences and lessons learned.

Certificates of completion were then awarded to the participants.

According to the KPLA-626 statement, the course enabled the soldiers to share knowledge and experience, reflect on their individual strengths and weaknesses, and establish a foundation for the long-term development of the organization.

8. FATF decides to keep Myanmar on its blacklist

m.CDM — October 31

The Financial Action Task Force, or FATF, has decided to keep Myanmar on its blacklist.

The decision was made at a meeting in Paris, France. In its October 30 statement, FATF continued to list Myanmar, North Korea, and Iran as high-risk jurisdictions.

Although North Korea and Iran are subject to the stronger “countermeasures” category, Myanmar remains under “enhanced due diligence,” requiring particularly careful monitoring and examination of financial transactions.

FATF added Myanmar to its blacklist in October 2022 under the military regime that seized power unlawfully.

FATF urged member states and other countries to conduct stricter checks on financial transactions involving Myanmar, taking into account the potential risks. Banks and financial institutions are expected to closely monitor transactions involving businesses with which they have financial relationships and determine whether the transactions are unusual or suspicious.

The statement also warned that if Myanmar makes no progress by February 2027, FATF will consider imposing stronger countermeasures.

FATF urged Myanmar to act quickly to combat online scam operations and comply with FATF requirements, warning that failure to do so could result in stronger sanctions.

This concludes today’s m.CDM domestic news program.
