The ships docked at Thilawa Port, and according to news reports, some of the returnees have been temporarily accommodated at monasteries in Thanlyin Township, while others have been placed at temporary locations elsewhere in Yangon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 1,476 people brought back from Malaysian immigration detention centers reportedly did not include Rohingya refugees. Almost all of them had been detained by Malaysian police and immigration authorities because they lacked legal documentation to remain in Malaysia or were awaiting deportation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These 1,476 returnees are part of a group of 5,000 people covered by an agreement between the Malaysian government and Myanmar\u2019s military government. Malaysian authorities have said that these 5,000 Myanmar nationals had voluntarily agreed to return to Myanmar. At a time when international human rights organizations have criticized the Malaysian government and urged it not to return people who could face arrest, torture, or death in their country of origin, Malaysian authorities have maintained that only those who voluntarily agreed to return would be repatriated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is understood that before carrying out the repatriations, Malaysian authorities provided lists of names to Myanmar\u2019s military government, and those whose identities were screened and confirmed by the Myanmar side were then returned. When Malaysia announced in recent months its plan to repatriate Myanmar nationals, international organizations expressed concern over whether Rohingya refugees might be included.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Apart from the Rohingya issue, another concern is the possibility that young returnees who fall within the military-conscription age range could be recruited for military service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among this first group of nearly 1,500 returnees, more than 80 were women, while the remainder were men. They were of various ages, including many young people who could potentially be subject to military conscription. After the ships docked at Thilawa Port in Thanlyin on October 4, reports indicated that each person was being registered by immigration authorities, with biometric information collected under the UID system and identification numbers issued.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is understood that those who returned had been living under difficult conditions in Malaysian detention centers, including inadequate food, limited access to medical treatment, and difficulties covering the costs associated with returning to their home country. Under these circumstances, they reportedly chose to return to Myanmar themselves.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Malaysia appears to have implemented this repatriation program by engaging with Myanmar\u2019s military government in order to return undocumented migrants and people detained for violations of Malaysian law to their country of origin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Around the world, governments have increasingly taken measures against undocumented migrants, including deportation to their countries of origin or transfer to third countries willing to receive them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In developed, wealthier countries, far-right parties advocating stricter enforcement of immigration laws have gained political influence in a number of places, creating what appears to be a broader global trend. Against this background, there are signs that countries such as Malaysia may also move toward stricter policies in dealing with undocumented migrants and asylum seekers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under these circumstances, even if Malaysia is not yet able to repatriate Rohingya refugees, it faces the issue of returning tens of thousands of Myanmar nationals being held under immigration laws. To do so, Malaysia has reached a point where it must engage with Myanmar\u2019s military government in an official governmental capacity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some ASEAN member states have already extended official invitations and hosted President Min Aung Hlaing following the election conducted in Myanmar under laws and regulations established by the military authorities. Malaysia\u2019s prime minister has also invited the military leader for an official visit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Malaysia had previously been among the ASEAN countries that applied pressure on Myanmar\u2019s post-coup military authorities. This raises the question of whether Malaysia is now effectively exchanging arrangements for Myanmar to receive its nationals from Malaysian detention centers for greater official engagement, including an invitation for President Min Aung Hlaing to make an official visit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From another perspective, Myanmar\u2019s military government appears to have seized an opportunity to accommodate Malaysia\u2019s interests in exchange for potential gains in its regional legitimacy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">International human rights organizations have continued to raise their voices against any forced repatriation of Rohingya refugees from Malaysia.
