NUG Special Regional Military Command Hit by Airstrike; MNDAA Delegation Holds Talks in Naypyidaw<\/h2>\n\n\n\n

The military that seized power carried out an airstrike on the National Unity Government\u2019s (NUG) Special Regional Military Command on the morning of September 24. Multiple media outlets reported that five people were killed and several others were wounded.<\/p>\n\n\n\n

Some news organizations reported that those injured included resistance fighter Aung San Shar, CDM Major Tin Lin Aung, and CDM Sergeant Nay Win Aung.<\/p>\n\n\n\n

According to media reports, the Special Regional Military Command is located near the border between Kyaikto Township in Mon State and Shwegyin Township in Bago Region. Some reports say the command oversees five tactical commands, 15 battalions, and three People\u2019s Defense Force (Pa Ka Pha) columns operating across the Mon, Karen and Dawei areas.<\/p>\n\n\n\n

This may be the first time that a regional military command under the NUG has been directly targeted by an airstrike.<\/p>\n\n\n\n

There has been considerable speculation on social media about how the location of the Special Regional Military Command may have been exposed. One theory is that frequent social-media posts by some resistance fighters and commanders, including photographs taken at locations where they were staying or operating, may have enabled the military to piece together clues and identify the general area.<\/p>\n\n\n\n

Such speculation has been fueled in part by the social-media account of a CDM officer who was wounded in the attack. His account reportedly contained frequent photographs showing aspects of his movements and surrounding locations.<\/p>\n\n\n\n

Because resistance forces currently have limited ability to defend themselves against the military\u2019s air attacks, keeping their locations secret is critically important. At the same time, the frequent use of social media by some resistance fighters to post information about their activities may create security vulnerabilities that opposing forces can exploit to carry out attacks.<\/p>\n\n\n\n

Within hours of the attack, news organizations began reporting on the airstrike and casualties. This prompted considerable criticism of some of the media outlets involved. Critics argued that reporting whether the strike had hit its intended target could effectively provide confirmation to the military. Others criticized reports that disclosed even approximate information about the location of the attack.<\/p>\n\n\n\n

The incident also raises questions about whether armed forces operating under the NUG have regulations governing the use of social media and, if such regulations already exist, whether they are being adequately enforced.<\/p>\n\n\n\n

MNDAA Delegation Holds Talks in Naypyidaw<\/p>\n\n\n\n

Another major development today is the arrival in Naypyidaw of representatives of the Myanmar National Democratic Alliance Army (MNDAA), commonly known as the Kokang armed group. The delegation held talks on September 24 with the military government\u2019s National Solidarity and Peace Negotiation Council (NSPNC).<\/p>\n\n\n\n

This appears to be the MNDAA\u2019s first visit to Naypyidaw for talks since the Three Brotherhood Alliance launched a major offensive on October 27, 2023. That offensive resulted in the capture of towns, military bases and even a regional military command headquarters in northern Shan State, while thousands of military personnel surrendered.<\/p>\n\n\n\n

Several months after the launch of Operation 1027, the MNDAA participated in multiple rounds of negotiations in China\u2019s Yunnan Province under Chinese mediation and pressure. A ceasefire agreement was eventually reached in January 2025.<\/p>\n\n\n\n

The MNDAA subsequently handed Lashio back in April 2025. Although military-level talks have frequently taken place in Lashio since the ceasefire, this is the first time a senior-level MNDAA delegation has traveled to Naypyidaw for negotiations.<\/p>\n\n\n\n

After military leader Min Aung Hlaing assumed the presidency, he invited armed organizations to peace talks and set a 100-day period for negotiations. Several ethnic armed organizations traveled to Naypyidaw during that period.<\/p>\n\n\n\n

There had been speculation that the MNDAA would also visit Naypyidaw, but its delegation arrived nearly two months after the end of that 100-day period.<\/p>\n\n\n\n

Before the MNDAA\u2019s visit, another member of the Three Brotherhood Alliance, the Ta\u2019ang National Liberation Army (TNLA), had already traveled to Naypyidaw and held talks with the NSPNC.<\/p>\n\n\n\n

According to some reports, the September 24 talks covered five broad subjects:<\/p>\n\n\n\n

  1. Preserving the Union and maintaining national solidarity;<\/li>\n\n\n\n
  2. Building a Union based on democracy and federalism;<\/li>\n\n\n\n
  3. Achieving peace through inclusive dialogue;<\/li>\n\n\n\n
  4. Regional issues; and<\/li>\n\n\n\n
  5. Reopening border trade gates.<\/li>\n<\/ol>\n\n\n\n

    These are broad and general topics. However, one report said the MNDAA requested that territories under its control be officially designated as a \u201cSpecial Region.\u201d<\/p>\n\n\n\n

    There have been substantial changes between the boundaries of the Kokang Self-Administered Zone before Operation 1027 and the territories now controlled by the MNDAA.<\/p>\n\n\n\n

    Following territorial gains during Operation 1027, as well as areas subsequently captured during MNDAA clashes with the TNLA in February this year, the territory under MNDAA control in northern Shan State has expanded considerably.<\/p>\n\n\n\n

    The MNDAA\u2019s request at the talks can therefore be understood as seeking recognition from the military government for territories it currently controls. The NSPNC reportedly responded that such matters would have to be handled in accordance with the 2008 Constitution.<\/p>\n\n\n\n

    The TNLA reportedly made a similar request when it met the NSPNC in Naypyidaw in mid-July, asking that territories under its control be recognized as a Palaung State. As usual, the military\u2019s NSPNC responded that any such arrangement would have to comply with the 2008 Constitution.<\/p>\n\n\n\n

    The two northern Shan State-based ethnic armed organizations have therefore used the Naypyidaw negotiations to seek formal recognition of territories they captured during Operation 1027. Naypyidaw, however, appears less inclined to accept these demands and more interested in encouraging the two ceasefire-bound members of the Three Brotherhood Alliance to relinquish control of some territories.<\/p>\n\n\n\n

    Although the talks were originally scheduled to last two days, they concluded after only one day. Reports said both sides agreed to meet again for further discussions.<\/p>\n\n\n\n

    The current negotiations appear to be aimed less at achieving a comprehensive peace settlement than at allowing both the military authorities and the ethnic armed organizations to preserve their respective positions and maintain the existing balance on the ground.<\/p>\n","protected":false},"excerpt":{"rendered":"
