Multiple Fronts and the Myanmar Military\u2019s Manpower Crisis<\/h2>\n\n\n\n

Looking at the current state of Myanmar\u2019s civil war, one of the most serious challenges facing the military is becoming increasingly clear: how to replace the manpower, ammunition, equipment and logistical capacity being lost while trying to hold multiple fronts at the same time.<\/p>\n\n\n\n

On one hand, the military continues to use the conscription law to recruit new soldiers. At the same time, there are frequent reports of young people being detained or forcibly taken for military service in major cities.<\/p>\n\n\n\n

But simply replacing troop numbers does not necessarily mean restoring combat effectiveness. Recent developments on the Bhamo front in Kachin State and the increasingly intense fighting in Rakhine State make that distinction especially important.<\/p>\n\n\n\n

Reinforcing Bhamo Along the Ayeyarwady River<\/h2>\n\n\n\n

The battle for Bhamo has continued for nearly two years without a decisive outcome between KIA-led forces and the military.<\/p>\n\n\n\n

Bhamo is strategically important because it lies along the Ayeyarwady River and connects routes toward the Chinese border through Mansi, as well as the north-south Myitkyina-Bhamo-Mandalay corridor.<\/p>\n\n\n\n

To reinforce this important front with troops, supplies and ammunition, the military took advantage of high river levels during the rainy season and sent a flotilla north from Mandalay.<\/p>\n\n\n\n

A group of 15 vessels that left Mandalay on August 21 came under repeated attacks by KIA and allied forces between Shwegu and Bhamo. During fighting on September 2, several vessels reportedly sank or burned, while many soldiers surrendered.<\/p>\n\n\n\n

The significance of the incident was not simply the loss of several boats. It showed that the military is having to spend substantial resources just to keep one front supplied, while the supply route itself has become vulnerable to attack.<\/p>\n\n\n\n

The military also reportedly had to commit significant air power to protect the flotilla. The Irrawaddy, citing a KIA spokesperson, reported that 28 airstrikes were carried out around Shwegu on August 30 alone.<\/p>\n\n\n\n

This illustrates how even a single reinforcement operation can require simultaneous use of ground, river and air forces.<\/p>\n\n\n\n

More Troops Sent to the Rakhine Front<\/h2>\n\n\n\n

At the same time, fighting in Rakhine State has intensified again.<\/p>\n\n\n\n

According to a September 8 DVB report, the Arakan Army controls 14 of Rakhine State\u2019s 17 townships, leaving the military in control of only Sittwe, Kyaukphyu and Manaung.<\/p>\n\n\n\n

DVB also reported that the military sent more than 1,000 additional troops to Sittwe in mid-August before restarting ground offensives toward Ponnagyun from September 4.<\/p>\n\n\n\n

Around Min Chaung Bridge on the Sittwe-Ponnagyun border, military forces have reportedly been advancing with support from armored vehicles and naval artillery, while the AA has also reinforced its forces. Fighting has remained intense since September 4.<\/p>\n\n\n\n

Heavy fighting has also been reported around Kyaukphyu, while air and naval forces are being used around Thandwe and Gwa.<\/p>\n\n\n\n

The military therefore faces a dual challenge in Rakhine: attempting to recover territory already lost while also defending strategically important places such as Sittwe and Kyaukphyu.<\/p>\n\n\n\n

This raises a fundamental question: what happens elsewhere when forces are concentrated on one front?<\/p>\n\n\n\n

Bhamo requires reinforcements. Rakhine requires large forces to defend Sittwe and Kyaukphyu while also mounting operations toward Ponnagyun. Meanwhile, fighting has not stopped in Sagaing, Magway, Karenni, Karen and other regions.<\/p>\n\n\n\n

In a war spread across many fronts, every unit moved to one battlefield potentially reduces the forces available elsewhere.<\/p>\n\n\n\n

The same applies to air power.<\/p>\n\n\n\n

Aircraft are needed to protect reinforcement vessels heading toward Bhamo. Fighter jets, drones and naval assets are also needed to support operations in Rakhine.<\/p>\n\n\n\n

The current war therefore can no longer be understood simply in terms of which side has more soldiers. What increasingly matters is how available manpower, air power, ammunition and logistical systems can be distributed across multiple fronts.<\/p>\n\n\n\n

Does Replacing Numbers Restore Military Strength?<\/h2>\n\n\n\n

This situation also helps explain the continued reliance on conscription.<\/p>\n\n\n\n

The strength of an army is not determined by troop numbers alone.<\/p>\n\n\n\n

It also depends on training, battlefield experience, confidence within units, leadership, logistics and, perhaps most importantly, the willingness to fight.<\/p>\n\n\n\n

A young person recruited through the conscription law or forced into service can be given a uniform and a rifle.<\/p>\n\n\n\n

But years of military training, battlefield judgment and combat motivation cannot easily be created in a short period of time.<\/p>\n\n\n\n

This is especially true for someone who entered the military against their will. How far can such a person be expected to risk their life in battle?<\/p>\n\n\n\n

The military may be able to replace troop numbers through compulsory recruitment, but whether it can also replace experience, morale and combat effectiveness has become one of its most important challenges.<\/p>\n\n\n\n

Losses Lead to Recruitment, Recruitment Leads Back to the Front<\/h2>\n\n\n\n

The current situation increasingly resembles a cycle.<\/p>\n\n\n\n

Soldiers are killed, wounded, surrender or desert, reducing available manpower.<\/p>\n\n\n\n

To replace them, new conscripts are recruited, given limited training and sent to active fronts.<\/p>\n\n\n\n

If those new troops then suffer further casualties, another round of recruitment becomes necessary.<\/p>\n\n\n\n

When the heavily attacked Bhamo reinforcement flotilla is considered alongside the deployment of more than 1,000 additional troops to Rakhine, the scale of the military\u2019s manpower requirements becomes clearer.<\/p>\n\n\n\n

A Generation Paying the Cost of War<\/h2>\n\n\n\n

The most important point, however, is that the ultimate cost of this manpower crisis is being borne by ordinary young people and their families.<\/p>\n\n\n\n

Some young people leave the country. Others flee their homes. Some are recruited and sent directly to battlefields.<\/p>\n\n\n\n

As the war continues, Myanmar is losing more than military manpower.<\/p>\n\n\n\n

A generation is also losing the years in which it should be studying, building careers, establishing families and contributing to the country\u2019s economy and society.<\/p>\n\n\n\n

From the Bhamo front to Rakhine, the military is spreading its forces across multiple battlefields while continually recruiting replacements.<\/p>\n\n\n\n

This situation does not only reveal a manpower crisis within the military.<\/p>\n\n\n\n

It also raises a much larger question:<\/p>\n\n\n\n
